F. Engels's thoughts illuminate the path to socialism in Vietnam.

In particular, F. Engels had profound explanations about the superior, democratic, and progressive nature of the proletarian state and the socialist state. F. Engels' valuable thoughts of that era have been, are, and will forever light the way for Vietnam on the path of building a socialist regime, perfecting the Vietnamese socialist state, and bringing a prosperous and happy life to the Vietnamese people.

Not only did he have works written together with Karl Marx, but F. Engels also had many of his own works that deeply researched the issue of the state (“The Origin of the Family, Private Property and the State”, “The Condition of the English Working Class”, “On Authority”, etc.) and was a great contributor to perfecting the Marxist theory of the state. F. Engels’s thoughts on the state, especially on the nature of the state and the superior nature of the proletarian state, are still valuable today.

F. Engels affirmed that the state appeared and existed in the period when society was divided into classes. The direct origin of the state was due to classes with opposing economic interests, contradictory, and conflicting with each other to the point of being irreconcilable, "the state arose from the need to restrain class antagonisms..., so as a rule, the state is the state of the most powerful class, of the economically dominant class and thanks to the state it also becomes the politically dominant class and thus has new means to oppress and exploit the oppressed class", "the state is an organization of the property-owning class, used to protect this class against the propertyless class".

F. Engels also pointed out that, regardless of the social regime, the state is always “only the state of the ruling class, and in all cases, in essence, is still an apparatus used to oppress the oppressed and exploited class”. Even for the bourgeois state in the capitalist regime, although bourgeois scholars always declare that it is the government of the people, a democratic regime, in essence “the modern representative state is a tool of capital used to exploit wage labor”, “the bourgeoisie has brought about open, shameless, direct, and brutal exploitation” of the workers. F. Engels emphasized:

“People imagine that they have taken an extraordinary step forward if they free themselves from the worship of hereditary monarchy and become democratic republicans. But in reality the state is nothing more than a machine for the suppression of one class by another, which is exactly the same in a democratic republic as in a monarchy.”

When discussing the proletarian state, F. Engels agreed with C. Marx's view on the necessity of the proletarian state in the transition period to socialism, saying: "Between capitalist society and communist society is a period of revolutionary transformation from one society to the other.

“The immediate aim of the Communists is the same as that of all other proletarian parties: the organization of the proletariat into a class, the overthrow of the rule of the bourgeoisie, the conquest of political power by the proletariat.”

In particular, F. Engels pointed out the superior and distinct nature of the proletarian state, the socialist state compared to other states in history. The proletarian state is a democratic state, a government of the majority of working people, a truly democratic regime. F. Engels wrote: “Democracy today is communism. Any other democracy can only exist in the minds of learned theorists who do not need to know anything about real events.”

The democratic nature and democratic goals of the proletarian state were manifested right from the time the proletariat carried out the revolution to overthrow the bourgeoisie: “in the workers' revolution, the proletariat becomes the ruling class, it conquers democracy”. It was the revolution of the proletariat that “created a democratic regime”, a democratic government, a democratic state. And, “in place of the old bourgeois society, with its classes and class antagonisms, there will appear an association, in which the free development of each is the condition for the free development of all”.

It was from those scientific explanations of F. Engels, together with Marx and later V. Lenin, on the issue of the state, especially the theory of the superior nature of the proletarian state and the socialist state that helped President Ho Chi Minh and our Party see the truth, find the right path to lead the Vietnamese revolution to victory, gain independence and freedom for the nation, and at the same time choose the path of building socialism, organizing the construction of the Vietnamese socialist democratic state to achieve great development achievements, bringing an increasingly prosperous, happy, democratic, fair and civilized life to the majority of Vietnamese people.

Based on F. Engels' analysis of the superior democratic nature of the proletarian state, over the years Vietnam has consistently and steadfastly strived to build and perfect the Vietnamese socialist state. The socialist state that Vietnam has built from the beginning has always determined that it must be a truly good, democratic, progressive, and civilized social regime:

“All benefits are for the people. All powers belong to the people.” Over the years, thanks to always steadfastly following the teachings of F. Engels, the Vietnamese socialist state has been increasingly perfected and proven in reality to be a state of the people, a government of the people. From the beginning, the Vietnamese state has always strived to become a democratic state, a truly democratic regime, constantly striving to realize good goals for a prosperous and happy life for all people.

All policies and strategies of the State “originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for”; “Continuously improve the material and spiritual life of the people”, “realize social progress and justice, improve the quality of life and happiness index of the Vietnamese people”. The State always accompanies all classes of people in striving towards the noble goal of the whole nation, “developing a prosperous and happy country; a strong and everlasting nation”.

The Vietnamese State also always focuses on the work of evaluation, summarization, and experience drawing to promptly make adjustments and innovations in the organization and operation methods, innovate and improve the quality of the staff and civil servants, perfect the legal system, enhance the effectiveness of assignment and coordination in performing tasks among state agencies, etc. to increasingly perfect the Socialist Republic of Vietnam, a state of the people, by the people, and for the people.

Although the economic strength still has many difficulties and shortages, with the determination to build a superior socialist state, truly democratic in reality according to the thought of F. Engels, the socialist state of Vietnam always tries to best perform its role, operating, directing to promote economic development, improve the quality of material and spiritual life of the people, strengthen the implementation of social security, social welfare, always focus on caring for, protecting the legitimate and legal rights and interests of the people, ensuring fairness, social democracy,... even in difficult periods, economic crises or in the context of pandemics, natural disasters,... in the spirit of not letting people suffer, go hungry... or be left behind in the development process of the country.

The achievements that Vietnam has achieved so far, as General Secretary Nguyen Phu Trong pointed out: Thanks to the implementation of the renovation policy, the economy began to develop and has continuously developed at a relatively high rate over the past 35 years with an average growth rate of about 7% per year, becoming the fourth largest economy in ASEAN, with a human development index (HDI) among the highest in the world.

“Our country has never had such a foundation, potential, position and international prestige as today” is a vivid proof of the efforts and superior democratic nature of the socialist state of Vietnam in governing and directing the construction and development of the country in the spirit of always steadfastly following Marxism-Leninism in general, and F. Engels in particular, with the sole goal of bringing an increasingly prosperous, prosperous, happy, democratic, progressive and civilized life to all classes of Vietnamese people.
