On the afternoon of September 6, the Military Region 4 working delegation led by Lieutenant General Ha Tho Binh, Commander of Military Region 4, inspected and directed the response to storm No. 3 in Thanh Hoa province. Joining the working delegation were Mr. Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, and representatives of departments, branches, units, and localities of the province.

Directly inspecting Nghi Son town and Hau Loc and Nga Son districts, the Commander of Military Region 4 and Vice Chairman of the Provincial People's Committee highly appreciated the proactiveness and positivity in preparing solutions to respond to storm No. 3 of the government and localities and units. At the same time, he requested agencies and units to thoroughly grasp and strictly implement the telegram of the Prime Minister, the General Staff of the Vietnam People's Army, the Command of Military Region 4, and the provincial telegram on storm prevention. Strictly maintain the on-duty regime; regularly update the developments of storm Yagi and the flood situation in the area; proactively review, supplement, and adjust plans and plans to respond to storms, floods, landslides, etc. in line with the actual situation and locality. Agencies and units deploy fire and explosion prevention measures, ensure the safety of barracks, warehouses, equipment, techniques, combat works and activities of the army. Continue to promote propaganda and raise awareness for people to proactively respond to storms, ensuring safety for people and property.
The delegation came to encourage fishermen in Nghi Son town to prevent and fight storms.
The Commander of Military Region 4 requested the Thanh Hoa Provincial Military Command to proactively advise local Party committees and authorities to prepare forces and means well according to the "4 on-site" motto; coordinate with forces to organize inspections and reviews of key areas: dams, dike systems, low-lying areas, places at risk of flash floods, landslides, and inundation. Deploy work to ensure safety of people and property, be ready to mobilize forces and means, and evacuate people in dangerous areas to safety. Agencies and units proactively ensure good logistics and technical work, and be ready with forces and means to help people respond to, prevent, combat, and overcome the consequences caused by storm Yagi, especially be ready with response plans for post-storm circulation.
Up to now, the Thanh Hoa Provincial Military has mobilized thousands of cadres, soldiers, and militiamen to help people clear trees, reinforce houses, anchor boats, and fishery cages; harvest crops... to minimize damage caused by storms and floods.
