From November 1, 2024, Resolution No. 1199/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of Quang Ninh province in the period of 2023-2025 officially took effect, Dong Trieu officially became the 5th city of Quang Ninh. From a purely agricultural countryside, Dong Trieu has now risen to become a city. The homeland of the Fourth War Zone is affirming its position as a gateway city connecting Quang Ninh province with the capital Hanoi and the northern provinces every day.
From "village" to "city"
The purely agricultural land of Dong Trieu, through the new rural construction program, has created an extremely strong change. Since 2003, Dong Trieu town has been chosen by the province as a point of agricultural industrialization and modernization, the fourth district-level administrative unit of the country and the first unit in the Northern region to reach the finish line in the new rural construction program, creating a new look, new vitality, and new spirit for the land of the Fourth War Zone.
As the driving force for economic development in the western region of Quang Ninh, with a convenient transportation system connecting by road, waterway and railway with major economic centers in the region, based on the planning of the province and the locality, Dong Trieu Town has built a system of industrial parks in the area; built a connecting traffic infrastructure system to exploit the potential of the land and cultural and social infrastructure. Taking education as the foundation for local development; health care is allocated many resources to develop into a medical examination and treatment center for people in the area and neighboring areas; the urban environment is given attention. Administrative reform work ranks at the top of the province in terms of people's satisfaction index...
In recent years, Dong Trieu has promoted its existing advantages and potentials, gradually shifting its economic structure and balancing the proportion of industries. By the end of 2023, the total production value in the town is estimated at 53,656.8 billion VND. The economic growth rate is estimated at 14.0%; industry - construction accounts for 64.8%; trade - services account for 30.8%; agriculture - forestry - fishery accounts for 4.4%. On the other hand, thanks to the effective exploitation of mineral resources, especially coal, Dong Trieu has attracted many investors, forming large-scale industrial parks.
Along with that, the service industry has also been strongly developed, creating many jobs, increasing income for local people and neighboring areas. By the end of 2023, the average income per capita of Dong Trieu town will reach over 163 million VND/year, 1.6 times higher than the national average.
Right at the beginning of the term of the Town Party Congress for the 2021-2025 term, Dong Trieu has been self-sufficient in budget, the total state budget revenue for the 2021-2023 period reached over 6,526 billion VND, reaching 118% of the estimate assigned by the province.
Secretary of Dong Trieu Town Party Committee Nguyen Van Cong affirmed: Despite many difficulties, with the creative approach, determination and consensus of the local government and people, the urbanization process of the locality has been completed. This is the effort of the entire political system and the people of Dong Trieu, in line with the Party's policies and guidelines, institutionalized through the province's planning, inter-regional planning between Quang Yen Town - Uong Bi City - Dong Trieu Town, inter-regional development program between Quang Ninh - Hai Phong - Hai Duong - Bac Giang... It is also the inheritance of the cultural land, the cradle of the revolutionary movement, creating endogenous strength to build this land.
Delighted and excited about the great changes of this land rich in tradition, Mr. Nguyen Quang Nha, former Secretary of Dong Trieu District Party Committee from 1991 to 2000, shared: This place used to be a land of floods without rain, drought without sun, from a locality that only grew rice, the mountainous communes were very poor, life was extremely difficult. Through many stages, the efforts of the government and the people have transformed Dong Trieu into a new form. Now Dong Trieu has formed a fruit-growing area, a developed urban area, thanks to which people have higher incomes than before.
Young City Mission
The establishment of Dong Trieu City will create favorable conditions and have a strong impact on the local economic growth, strongly shifting the economic structure towards rapidly increasing the proportion of industry, handicrafts, trade and services; speeding up the industrialization and modernization process. Developing synchronous and modern urban technical infrastructure, attracting strong domestic and foreign investment; promoting investment in the construction of traffic routes connecting with neighboring economic zones, creating favorable conditions for production development and goods circulation.
When becoming a city, the socio-economic infrastructure system continues to receive synchronous investment attention, especially the system of urban infrastructure works, transportation, health care, education, and cultural institutions. Many cooperation projects of economic sectors and enterprises will create many job opportunities, contributing to improving income and quality of life of people. At the same time, developing production and business will contribute to increasing local budget revenue; creating favorable conditions to increase investment in social welfare, better ensuring social security work...
Along with opportunities, Dong Trieu also faces many challenges in: Attracting resources; investing in infrastructure; shifting economic structure; urban management, ensuring that potentials and strengths are exploited while still maintaining cultural identities and preserving the environment.
In addition, Dong Trieu must also realize the planning, including the general planning of the town and the provincial planning; improve the quality of human resources to meet the requirements of a modern and civilized urban area; promote the existing identity values of Dong Trieu people, turn human values and cultural values into endogenous resources to promote other exogenous resources; narrow the gap between rural and urban areas...
According to Dong Trieu Town Party Secretary Nguyen Van Cong, the town will focus on exploiting and maximizing its potential and strengths, mobilizing and effectively using resources, strengthening the solidarity of the people, promoting the development of industry, handicrafts and services to develop the economy at a high and sustainable rate. Currently, Quang Ninh has determined to build Dong Trieu as an ecological urban area; the locality also determines to build infrastructure and rural people's lives closer to urban areas. Regarding services, Dong Trieu also focuses on developing spiritual and cultural services, experiences; developing agricultural experience tourism; high-quality resort tourism; developing services by promoting a chain of commercial centers, services, education, medical services, etc.
Along with that, culture and society will develop synchronously with economic growth, improving the material and spiritual life of the people. While strongly promoting economic development, improving productivity, quality and efficiency, we will also focus on planning and building a system of external transport infrastructure, regional connectivity, key projects and works, and urban infrastructure. At the same time, we will well solve social issues, especially employment and environmental pollution; improve the quality and efficiency of cultural and social activities... In the period up to 2030, we will focus on building Dong Trieu to soon meet the basic criteria of a type II urban area.
