Warning about the recurrence of buying and selling social insurance books on social networks

(kontumtv.vn) – Ho Chi Minh City Social Security has just issued a warning about the reoccurrence of buying and selling social security books on social networks; it is recommended that this is an act that poses many risks to workers and may result in criminal prosecution if fraud, forgery or scam is detected.

According to the Ho Chi Minh City Social Security Agency, currently, on social networks (Tik Tok, Facebook, Zalo, Livestream), there is a situation where some subjects publicly post phone numbers to buy social security books from employees or accept procedures related to the Social Security agency with high fees. These individuals use images and logos of the Social Security agency on personal pages to cause confusion, provide free advice on simple regulations for employees to create trust, then accept to buy social security books, and perform procedures with fees for employees who do not understand the law or are afraid to contact the Social Security agency to resolve errors in social security records. It is worth mentioning that this situation has occurred for many years and continues to recur openly and loudly.

Through monitoring, the Social Security Agency identified that the act of buying and selling social security books is often disguised as “authorization to receive one-time social security benefits”. The buyer will ask the employee to sign an authorization paper, along with personal documents and the Social Security book to legalize the withdrawal process. Although there are no documents showing the sale, the nature of this transaction is the sale of social security books. This act can be prosecuted if fraud, forgery or fraud is detected.

According to the Ho Chi Minh City Social Insurance Agency, this is a potentially risky behavior for workers because the amount of money they receive is much smaller than the amount paid by the Social Insurance Agency as prescribed. Not to mention, in many cases, personal information will be leaked and they will face the risk of having their identity exploited for other illegal acts. In addition, when workers hire/authorize individuals on social networks with unknown backgrounds and whereabouts to carry out procedures related to social insurance records (merging social insurance books, linking social insurance payment processes, canceling social insurance books, adjusting personal information, withdrawing one-time social insurance benefits received in violation of regulations, etc.), it can easily lead to the risk of being scammed or being asked to pay more money than the original agreement.

In order to contribute to preventing this situation, Ho Chi Minh City Social Insurance will continue to require the file receiving departments of Thu Duc City Social Insurance, districts, and the City Social Insurance Office to strengthen strict control when receiving files requesting to receive one-time social insurance benefits from employees, checking the legality of the authorization letter or authorization contract, especially the authorization for one person to receive one-time social insurance benefits multiple times.

Ho Chi Minh City Social Security also recommends that employees should not trade their rights for short-term benefits by selling social security books. Regulations on social security records are publicly posted at the Social Security agency (file receiving department). Employees can directly contact the Citizen Reception Office of the Social Security agency for detailed and completely free instructions.
