Adapt quickly to new structures
The establishment of the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs, and the arrangement of the Ethnic Minorities Committee under the Department of Home Affairs has significantly streamlined the apparatus. Accordingly, the number of departments and offices under the Department of Home Affairs after the arrangement has been reduced from 15 to 9, a reduction of 40%. The working headquarters is also unified at 18 Nguyen Sinh Sac, Vy Da Ward, Thuan Hoa District, Hue City (the old headquarters of the Department of Labor - Invalids and Social Affairs). This helps reduce the dispersion of working locations, making it more convenient for operations and management.

The Department of Home Affairs leadership has proactively mobilized and persuaded qualified leaders to retire early, helping the arrangement of departmental personnel to proceed smoothly. At the same time, orientation meetings and work exchanges are held regularly to create internal unity and avoid conflicts during the merger process.
"From the beginning, we have understood that unification is not only a change in organizational structure but also a problem of people, psychology and work efficiency. Thanks to that, although there was a bit of confusion at first, up to now, all cadres, civil servants and public employees of the department have stabilized their mentality and coordinated smoothly in their work," shared Mr. Nguyen Van Manh, Director of the Department of Home Affairs.
The foundation for efficient, effective operation
After more than a month of operation with the new organizational structure, the Department of Home Affairs has achieved remarkable results, ensuring continuity and efficiency in state management. The Department of Home Affairs focuses on advising the City People's Committee to develop a plan to implement commune mergers and abolish district levels according to the direction of the Government and the Ministry of Home Affairs, ensuring a strict roadmap that is suitable for practice. At the same time, it guides the District People's Committee to develop a commune merger project, in compliance with current criteria and regulations.
In the field of personnel work, the Department of Home Affairs advises the City People's Committee on adjusting the payroll, appointing and transferring personnel in accordance with regulations. At the same time, early retirement and resignation records are also resolved promptly, helping the apparatus operate stably from the beginning.
Not only that, other professional fields are still maintained smoothly. In March 2025, the whole city created jobs for 1,872 workers, of which 289 went to work abroad. The settlement of regimes for meritorious people achieved positive results, with 87 files processed on time. In addition, administrative reform continued to be promoted, administrative procedures were reviewed and streamlined to facilitate people and businesses.
Tasks in the fields of emulation and rewards, ethnicity and religion, and management of non-governmental organizations continued as planned, without any overlap or interruption.
