The 13th extraordinary meeting of Dong Thap Provincial People's Council decided on many important contents.

On the morning of March 28, the People's Council of Dong Thap province, term X, held the 13th extraordinary meeting to review the Proposals of the Provincial People's Committee related to the fields of public investment, budget, construction, land, etc. At the same time, carry out personnel work under its authority.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Phan Van Thang; Vice Chairmen of the Provincial People's Council: Pham Van Chuan, Kieu The Lam chaired the meeting.

Attending the meeting were Party Central Committee member, Provincial Party Secretary, Head of the National Assembly Delegation Le Quoc Phong; Acting Chairman of the Provincial People's Committee Tran Tri Quang; Chairman of the Provincial Vietnam Fatherland Front Committee Dinh Van Dung.

Passed 15 resolutions to promote socio-economic development

Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Phan Van Thang said: With the determination to successfully implement the goals, tasks and solutions of the Socio-Economic Development Plan for 2025, right from the first months of 2025, agencies, units and localities have proactively focused on implementing the tasks, with the solidarity and efforts of the entire political system and all classes of people, the business community has created a positive impact on socio-economic development in the first quarter of 2025.

Some key industrial products of the province achieved growth compared to the same period and achieved the set growth scenario. Trade and service activities were quite vibrant along with the recovery of tourism, which contributed positively to the growth of the trade and service sector; administrative procedure reform was promoted, the investment and business environment and competitiveness were improved...

However, the allocation of public investment capital plans has not reached the target of 100%; the disbursement of public investment capital is lower than the same period, and some projects are slow to deploy;... Therefore, at this Session, the Chairman of the Provincial People's Council requested delegates to study, exchange, discuss, and focus on quickly removing difficulties and obstacles, unblocking resources, and continuing to accelerate economic and social recovery and development.

At the Session, based on the submissions of the Provincial People's Committee, the inspection reports of the Provincial People's Council Committees, after careful consideration and discussion, the Provincial People's Council delegates unanimously voted to pass 15 important resolutions in the fields of public investment, budget, construction, land, etc. Including the Resolution: Supplementing, assigning and adjusting the medium-term public investment plan for the period 2021 - 2025 of state budget capital managed and allocated by the Province (phase 13); plan to allocate and assign the central and local budget capital estimates for 2025 to implement the National Target Program on new rural construction; amending and supplementing the Appendix and Clause 3 in Article 5 of Resolution No. 10/NQ-HDND dated March 21, 2024 of the Provincial People's Council on promulgating regulations to support agricultural cooperatives in investing in infrastructure and product processing.

Perfecting personnel work - Electing Chairman of the Provincial People's Committee

Following the personnel procedure, the Provincial People's Council delegates conducted a secret ballot to elect the Chairman of the Provincial People's Committee for the 2021-2026 term for Mr. Tran Tri Quang, Deputy Secretary of the Provincial Party Committee, Acting Chairman of the Provincial People's Committee, with a high consensus rate.

The Provincial People's Council also dismissed comrade Nguyen Phuoc Thien from the position of Vice Chairman of the Provincial People's Committee for the 2021-2026 term due to his transfer to the position of Secretary of the Sa Dec City Party Committee. Dismissed comrades Phan Huu Phuoc, Ho Thanh Phuong (retired at will), Pham Viet Cong, Le Hoang Bao and Pham Thi Ngoc Dao from the position of members of the Provincial People's Committee due to the rearrangement and reorganization of specialized agencies under the Provincial People's Committee, who were transferred to take on new tasks.

At the same time, elect additional position of Member of the Provincial People's Committee for the 2021-2026 term for comrade Le Chi Thien, Director of the Department of Agriculture and Environment.

On this occasion, the Provincial People's Council summarized the emulation and reward activities for the Delegation Groups and Provincial People's Council delegates in 2024. In order to encourage and commend collectives and individuals with outstanding achievements in performing the duties of elected representatives, 04 collectives and 11 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements in the emulation activities "Innovating the content and methods of operation, improving the quality and effectiveness of the Provincial People's Council's operations".

Accelerating the allocation and disbursement of public investment capital plan in 2025

In his closing speech at the meeting, Chairman of the Provincial People's Council Phan Van Thang requested the Provincial People's Committee to urgently direct, operate and concentrate resources to implement the Resolutions that have just been passed. Continue to resolutely, synchronously and effectively implement the tasks and solutions that have been set out, in which, promoting the allocation and disbursement of the public investment capital plan for 2025 is one of the key tasks that need to be prioritized for leadership, direction and implementation at all levels and sectors, resolutely not allowing capital to wait for projects. Speed ​​up the implementation progress of key works and projects, highways, and inter-regional projects with spillover effects.

The Chairman of the Provincial People's Council proposed to continue reviewing the contents, mechanisms and policies that need to be submitted to the Provincial People's Council for promulgation or amendment according to the requirements of current laws; in accordance with the practical situation of the locality; ensuring quality and time progress.
