Implementing the policy of the Central and the province , Dong Trieu City is promoting streamlining of staff and restructuring of the organizational apparatus to improve the effectiveness and efficiency of the political system.
Accordingly, the city has merged and streamlined a series of agencies and units. Specifically: Establishing the Party Committee of the City Party Agencies on the basis of merging the Party Committee of the City Party Committee, the Party Cell of the Vietnam Fatherland Front and socio-political organizations, the Party Cell of the People's Procuracy, the Party Cell of the City People's Court; establishing the Party Committee of the City People's Committee from reorganizing the Party Committee of the Government Agencies; merging the Propaganda Department and the Mass Mobilization Department of the City Party Committee into the Propaganda - Mass Mobilization Department of the City Party Committee; dissolving the Party Committee of the City Police; converting the Party Committee of Private Economic Units into Party Cells under the commune and ward levels.
In addition, the City People's Committee Merging many departments and offices to optimize operational efficiency: Merging the Department of Home Affairs with the Department of Labor, Invalids and Social Affairs; establishing the Department of Culture, Science and Information from the Department of Culture - Information and part of the functions of the Department of Economics; establishing the Department of Economics, Infrastructure and Urban Areas on the basis of merging departments with similar functions; merging the Construction Investment Project Management Board with the City Land Fund Development Center. The Department of Education and Training merged 10 kindergartens, primary schools and secondary schools into 5 schools, aiming to streamline management units.
Along with restructuring the apparatus, the city has implemented a streamlining of staff with specific roadmaps. Accordingly, many cadres have been rearranged to work positions or retired early according to their wishes. In this period, 6 cadres under the management of the City Party Committee requested to retire early. The streamlining is not simply a reduction in personnel, but also aims to improve the quality of the staff. The criteria for evaluating cadres have been tightened, ensuring that those with good capacity and qualities continue to contribute.
According to Mr. Nguyen Ngoc Quan, Head of the Organizing Committee of Dong Trieu City Party Committee, after a period of implementation, Dong Trieu has initially achieved positive results. The organizational structure is more streamlined, reducing the overlapping of functions. The division of labor and coordination between units has been significantly improved, helping management and operation work to be more effective.
In the coming time, the city will continue to perfect the organizational model, ensuring that new agencies operate effectively. Agencies and units will be guided to adjust their functions and tasks to suit new requirements. Special attention will be paid to ideological work, aiming to create high consensus within the organization and among the people.
Streamlining the payroll and restructuring the organizational apparatus is not only a requirement of the central government but also an inevitable requirement to improve operational efficiency. With the right decisions and methodical approach, Dong Trieu hopes to build a strong political system that can well meet the tasks in the new situation.
