Dong Trieu City: Streamlining staffing and restructuring the administrative apparatus.

In line with the policies of the Central Government and the province , Dong Trieu City is accelerating the streamlining of personnel and restructuring of the organizational apparatus to improve the effectiveness and efficiency of the political system.

Accordingly, the city has implemented mergers and streamlining of a series of agencies and units. Specifically: The Party Committee of the City's Party Agencies was established by merging the Party Committee of the City Party Committee's Office, the Party Branch of the Fatherland Front and political-social organizations, the Party Branch of the People's Procuracy, and the Party Branch of the City People's Court; the Party Committee of the City People's Committee was established by reorganizing the Party Committee of the Government Agencies; the Propaganda Department and the Mass Mobilization Department of the City Party Committee were merged into the Propaganda and Mass Mobilization Department of the City Party Committee; the Party Committee of the City Police was dissolved; and the Party Committees of Private Economic Units were transformed into subordinate branches at the commune and ward levels.

The Education and Training sector merged 10 kindergartens, primary schools, and secondary schools into 5 schools to streamline management.

The City Party Committee leaders presented the decision to merge the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department into the City Party Committee's Propaganda and Mass Mobilization Department.

Along with restructuring the administrative apparatus, the city is implementing personnel reduction with specific roadmaps. Accordingly, many officials have been reassigned to different positions or retired early according to their wishes. In this phase, six officials under the management of the City Party Committee's Standing Committee requested early retirement. The reduction is not simply about cutting personnel, but also aims to improve the quality of the civil servant workforce. Criteria for evaluating officials have been tightened to ensure that those with good abilities and qualities continue to contribute.

The organizational structure is more streamlined, reducing overlapping functions. In the coming period, the city will continue to refine its organizational model, ensuring that the new agencies operate effectively. Agencies and units will be guided to adjust their functions and tasks to suit the new requirements. Special attention will be paid to ideological work to create high levels of consensus within the organization and among the people.

Streamlining personnel and restructuring the organizational apparatus is not only a requirement of the central government but also an essential need to improve operational efficiency.
