That was the sharing from Minister of Agriculture and Rural Development Le Minh Hoan at the seminar with the theme of Strategic orientation for socio-economic development in western Nghe An, organized by the Ministry of Agriculture and Rural Development and the People's Committee of Nghe An province on November 18, in Hanoi.

Nghe An Provincial Party Secretary Thai Thanh Quy shares his concerns about socio-economic development in western Nghe An

Nghe An Provincial Party Secretary Thai Thanh Quy said that western Nghe An has 11 districts, of which 9 are located in the World Biosphere Reserve recognized by UNESCO; has more than 468 km of border with Laos with 5 border gates; 4 national highways connecting the East-West Economic Corridor and Ho Chi Minh Road, very convenient for transportation with Laos and northeastern Thailand. However, according to Mr. Thai Thanh Quy, Nghe An provincial leaders are always concerned: "Why is such a large area still facing difficulties?".

The Secretary of the Nghe An Provincial Party Committee affirmed that the province is reviewing, building and supplementing mechanisms, policies and financial resources for development and promoting administrative reforms, creating a favorable investment and business environment to attract businesses to invest in this area. In particular, the western region of Nghe An focuses on developing high-tech agriculture, agricultural and forestry processing industry, construction materials and eco-tourism; developing forestry economy with high-tech medicinal herb growing areas, deep processing into products of high economic value.

From the perspective of economic experts and businesses, opinions at the seminar "suggested" solutions for socio-economic development in this area.

Associate Professor - Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, said that "there are many development solutions for western Nghe An, the problem now is to take action". Nghe An should learn from Son La, a locality with natural conditions, advantages, and potential similar to western Nghe An. But why has Son La now become the "fruit capital" and has products that aim for global standards? Accordingly, Associate Professor - Dr. Tran Dinh Thien suggested that western Nghe An should evaluate and reposition its resources and advantages to attract investment enterprises, especially in the medicinal economy.

Labor Hero Thai Huong, Chairman of the TH Group's Strategy Council, shared that since 2008, when the company started investing here, the forestry farms in western Nghe An were not operating effectively. Agricultural products could not find a market and at that time a strong restructuring of land resources was needed.

From TH’s successful experience, Ms. Thai Huong believes that in order for the western Nghe An region to develop, there needs to be a consistent brand strategy; product quality must come first; there needs to be a short-term and long-term product strategy. In addition, it is necessary to apply science and technology when the world has many great achievements in science and technology, and management science can be applied to agriculture.

"It is necessary to review land resources in western Nghe An and assign them to businesses with enough heart, mind and strength. These businesses need to become pillars and attract farmers to follow, becoming a link in the production chain, as we have been doing and have been very successful," Ms. Huong suggested.

Minister of Agriculture and Rural Development Le Minh Hoan said that if we continue to think in the old way, that mountainous areas are poor and ethnic minorities have low incomes, then we will not have positive attitudes to change. Nghe An needs coordination and action from the central to local levels, in an interdisciplinary and multi-sectoral manner to unleash the potential of indigenous resources and the culture of ethnic communities in the western region.

Believing that western Nghe An has special advantages but does not know how to exploit them to spread their value to the outside, Minister Le Minh Hoan cited a survey of this area, where there are very special agricultural products such as Ky Son purple sticky corn, which he ate for the first time, very delicious. "When I brought corn to the ministry's canteen, it was very strange, there were people from Nghe An but had never eaten this type of corn, or like the dish of anchovy fish, which is very delicious but many officials in the ministry said they had never known this dish," Mr. Hoan recounted.

Minister Le Minh Hoan said that western Nghe An has a lot of potential and advantages for development according to the market economy mindset, but products that only revolve around the home field will be difficult to get rich. Accordingly, it is necessary to have a comprehensive approach to unleash the potential from indigenous resources, social community structure, and ethnic communities in western Nghe An.

"Immediately after this event, the Ministry of Agriculture and Rural Development will sit down with Nghe An leaders to outline what needs to be done immediately for the western region," said Mr. Hoan.
