From July 1, new price regulations will be applied to textbooks.

The Ministry of Education and Training is coordinating with the Ministry of Finance and relevant agencies to research regulations on new maximum textbook prices, to be implemented from July 1.

The Ministry of Education and Training has just issued a plan to implement the contents of tuition fees and textbook prices for the new school year 2024 - 2025.

Regarding the prices of textbooks and educational materials and equipment, the Ministry of Education and Training informed that the 2023 Price Law (effective from July 1, 2024) stipulates that textbooks are on the list of goods whose prices are set by the State and the Ministry of Education and Training sets the maximum price. The Ministry of Education and Training is coordinating with the Ministry of Finance and relevant agencies to study regulations on maximum prices of textbooks to be implemented from July 1.

From now until July 1, the management of textbook prices will continue to be implemented according to the 2012 Price Law and related guiding documents.

"Localities are requested to direct relevant agencies, units, departments and branches to strengthen coordination in inspecting and supervising the implementation of regulations on posting and publicizing information on prices of educational materials, equipment and textbooks in the area to ensure publicity and transparency," the Ministry of Education and Training requested.

Regarding tuition fees, the Ministry of Education and Training requires localities and universities to implement tuition fees in accordance with the provisions of Decree No. 97 of the Government.

The collection level of service fees to serve and support educational activities other than tuition fees to meet the needs of learners of educational institutions is implemented according to the Resolution issued by the Provincial People's Council in accordance with the actual conditions of the locality.

The Ministry also requires units to properly implement policies on tuition exemption and reduction, support for learning costs and tuition payment support in accordance with regulations. In particular, from the 2024-2025 school year, 5-year-old preschool children will be exempted from tuition fees (from September 1).

The Ministry of Education and Training requires localities to strengthen inspection, examination, supervision and be accountable to learners and society about the collection levels and fees of educational institutions under their management in accordance with regulations. In particular, the Ministry emphasizes that it will regulate the responsibility of state management of education for the heads of units, "absolutely not allowing the situation of overcharging at the beginning of the school year".

Localities need to publicly disclose their commitments on education and training quality, quality assurance conditions, and financial revenues and expenditures as prescribed.
