The Supreme People's Procuracy has just issued an indictment to prosecute 10 defendants in the case of Bribery, Receiving bribes, and Abusing position and power while performing official duties that occurred in Lam Dong province and some related localities. Among the defendants prosecuted, Mr. Nguyen Cao Tri (General Director of Saigon Dai Ninh Company) was prosecuted for the crime of "Giving bribes". There were 6 defendants prosecuted for the crime of "Receiving bribes", including Mr. Tran Duc Quan (former Secretary of Lam Dong Provincial Party Committee), Tran Van Hiep (former Chairman of Lam Dong Provincial People's Committee)... In relation to the case, Mr. Mai Tien Dung (former Minister, Head of the Government Office) was prosecuted for the crime of "Abusing position and power while performing official duties". The accusation is that, although Mr. Mai Tien Dung was not in charge of the field of inspection and handling of petitions, due to his relationship and acquaintance with Mr. Nguyen Cao Tri, he received the petition of Saigon Dai Ninh Company from Mr. Tri; wrote and directed subordinates to consult, ask for opinions and convey the opinions of leaders on transferring the petition..., contrary to the law. During the implementation process, Mr. Mai Tien Dung was given 200 million VND by Mr. Tri.

According to the indictment, due to the determination of violations of the law in land management, use and construction investment, the Government Inspectorate issued a Conclusion recommending the termination of operations and land recovery of the Dai Ninh Project in accordance with the law. After agreeing to buy back the Dai Ninh Project, Mr. Nguyen Cao Tri used money and relationships to influence defendants in the Government Office and the Government Inspectorate; colluded, agreed, bribed, and manipulated defendants in the Government Inspectorate and the Lam Dong Provincial Party Committee and People's Committee so that the defendants could take advantage of their assigned positions and powers to commit acts contrary to their duties and tasks. This helped Mr. Tri change the Inspection Conclusion No. 929 from "termination of operations and land recovery of the Project" to "no recovery, extension of progress and continued implementation of the Project", causing particularly serious consequences. The indictment determined that Mr. Nguyen Cao Tri had repeatedly given bribes totaling VND 7.5 billion to defendants at the Government Inspectorate, the Provincial Party Committee, and the People's Committee of Lam Dong Province related to the Dai Ninh Project so that they could commit violations, helping Tri achieve his goal of changing the investigation conclusion. Mr. Tri gave a total of VND 750 million to defendants who were members of the Working Group; colluded and conspired to make the Working Group report in the direction of accepting the Petition of Saigon Dai Ninh Company based on valid documents on financial capacity provided by Mr. Tri... Defendant Nguyen Cao Tri gave a total of VND 2.1 billion 5 times to Mr. Tran Duc Quan (former Secretary of the Lam Dong Provincial Party Committee); gave a total of VND 4.2 billion 7 times to Mr. Tran Van Hiep (former Chairman of the Lam Dong Provincial People's Committee). Defendant Tran Duc Quan was determined to have received money from Mr. Tri, directed his subordinates to carry out procedures, thereby helping Saigon Dai Ninh Company to extend and delay the progress of the Dai Ninh Project in violation of the law. In addition, Mr. Quan was also the one who influenced other defendants to continue to pay attention to and direct the implementation, so that Mr. Tri could complete the procedures on investment, determine financial obligations, calculate land prices, planning, construction... to implement the Dai Ninh Project. Meanwhile, Mr. Tran Van Hiep was said to be the head of the Lam Dong Provincial People's Committee, due to his relationship with Mr. Nguyen Cao Tri, receiving instructions from defendant Tran Duc Quan, received a total of 4.2 billion VND 7 times to carry out Mr. Tri's request. According to the Supreme People's Procuracy, the defendants' actions in the case caused particularly serious consequences and need to be strictly handled according to the law.
