Choi Xanh International Primary, Secondary and High School is owned by Ms. Catherine Clare Mckinley, a British citizen. Ms. Catherine has returned to her home country, the Vietnamese principal is still there but has almost no interference in the management.
According to the report of the Department of Education and Training of Quang Nam, Choi Xanh International Primary, Secondary and High School (formerly known as Choi Xanh International School) was licensed by the People's Committee of Quang Nam province in 2014 and changed in 2019. The school is invested by Choi Xanh Vietnam Education Company Limited. The Department of Education and Training of Quang Nam recognized Ms. Thai Thi Quyen as Principal from January 12, 2022.
The nameplate of Choi Xanh International Primary, Secondary and High School has been removed.
In 2014, when it was first established, this international school was small in scale. Most of the students in preschool and primary school were children of foreigners living and working in Hoi An city, Quang Nam province. Since the 2020-2021 school year, the COVID-19 pandemic has caused Choi Xanh International Primary, Secondary and High School to face difficulties in organizing teaching and learning, especially in enrollment. As a private school, tuition revenue has decreased, affecting operations.
By the end of the 2022-2023 school year, the school had enrolled 95 students, most of whom had foreign parents, with only 11 students of Vietnamese nationality. The school had a staff of 43. However, on August 8, 2023, all parents were surprised to receive a notice from Ms. Catherine via email stating that the students were transferred to an international school in Da Nang city.
She said she was no longer running Choi Xanh International Primary, Secondary and High School, and did not explain or discuss anything about how students would study in Da Nang City or what the tuition fees would be. Meanwhile, when parents contacted the school in Da Nang City, the school refused, saying they did not accept tuition fees from students at Choi Xanh International Primary, Secondary and High School. At the same time, the school dismantled all items at the rented location and ceased operations.
A parent whose child is studying at this school said that tuition fees here range from 350 million VND to 400 million VND per year, and parents can pay monthly or quarterly. At the beginning of the new school year 2023-2024, many parents paid more than 100 million VND for their children to enroll.
Parents said that the total tuition fees they paid to this international school before the new school year 2023-2024 amounted to more than 14 billion VND. Parents of Choi Xanh International Primary, Secondary and High School filed a complaint against individuals of Choi Xanh Vietnam Education Company Limited for signs of fraud and appropriation of students' tuition fees for the 2023-2024 school year.
Many school facilities have been dismantled.
The leaders of the Department of Education and Training of Quang Nam province have organized a delegation to inspect and conduct a comprehensive examination of Choi Xanh International Primary, Secondary and High School and report to the People's Committee of Quang Nam province. The Department of Education and Training of Quang Nam province requested the People's Committee of this province to send a document to the British Embassy to work with the owner of this international school, Ms. Catherine Clare Mckinley.
The Department has worked with parents of students at Choi Xanh International Primary, Secondary and High School to guide and introduce some international schools with similar conditions so that they can complete the procedures to transfer their children to study.
Mr. Thai Viet Tuong, Director of the Department of Education and Training of Quang Nam province, said: "Currently, most of the students of this school have transferred to new schools to stabilize their studies. Students have transferred to some international schools in Hoi An city, Quang Nam province and Da Nang city.
In my opinion, if Choi Xanh International Primary, Secondary and High School stops operating due to bankruptcy, it must report to the authorities and cannot "run away", which is a violation of the law.
