Hanoi Private Secondary School for Deaf and Mute Children Resumes Receiving Children After 20 Days of Suspension

On March 25, at 39 Hoang Ngan (Hanoi), the Hanoi Red Cross Society announced the Decision to assign the position of Principal of the Hanoi Private Primary School for Deaf and Mute Children, and announced that it would continue to welcome children to school after 20 days of suspension.

At the program, Chairman of the Hanoi Red Cross Society Le Tu Luc presented Decision No. 57/QD-CTDHN, assigning comrade Ta Ngoc Anh, member of the Standing Committee, Head of the Movement Committee of the Hanoi Red Cross Society, to hold the position of Principal of the Hanoi Private Secondary School for Deaf and Mute Children for a period of 12 months from March 25, 2025. Principal Ta Ngoc Anh is responsible for managing all the work of the school until the school's operational model is completed.

Speaking at the program, Principal Ta Ngoc Anh affirmed that the school will make efforts to focus on taking care of disabled children in difficult circumstances so that they can continue to go to school. In the immediate future, Mr. Ta Ngoc Anh directed teachers and school workers to carry out their work well, so that the school can resume operations from March 25, 2025. The school also proposed that the City Red Cross Society support the school's teachers, using the Society's humanitarian fund to support teachers' salaries and electricity and water costs incurred during operations. Along with that, a plan will be made to propagate and mobilize funding to support students and teachers from parents, units, and benefactors in the city.

Hanoi Private Secondary School for Deaf and Mute Children (address 39 Hoang Ngan Street, Thanh Xuan District, Hanoi) was established by Hanoi People's Committee under Decision No. 6345/QD-UB dated September 18, 1990, under the management of Hanoi Red Cross Society. After 35 years of operation, this specialized school has performed well in its tasks of teaching deaf and hearing impaired children, restoring hearing and speaking functions for deaf children, early intervention, language therapy for children with language disabilities, and vocational training for children in difficult circumstances in the city.

However, due to some difficulties in perfecting the management staff, operating costs and some other reasons, on March 5, 2025, Hanoi Private Secondary School for Deaf and Mute Children issued Notice No. 05 to parents, Hanoi Red Cross Society, and Vietnam Red Cross Society Central Committee about the school being forced to stop operating. This makes families of disabled students studying at the school worried about the impact on their children's learning, in the context that many disabled students face many difficulties in communication and movement when forced to suddenly change their learning environment.

In the 2024-2025 school year, Hanoi Private Secondary School for Deaf and Mute Children has 84 students (aged 5 to 38) studying in pre-primary classes (28 students), 59 primary school students divided into 6 classes and 1 Life Skills class. Most of the children have hearing disabilities (deaf or hard of hearing), autism (severe and mild), multiple disabilities (autism, deafness/autism, hyperactivity, mental retardation). The school has 20 staff and teachers, of which 2 teachers are disabled (deaf and motor disabled) and 3 deaf students of the school are retained as staff of the Vocational Guidance Department.

Many parents said they had to quit their jobs to stay home to look after their children, which significantly affected their income and the stability of their family life.


In this situation, along with the completion of the school principal position, the announcement to continue to open the school to welcome disabled students to school, without interrupting their learning, brings joy to the school's staff, teachers, employees, parents and students.

Assigning the task to Principal Ta Ngoc Anh, Chairman of the Hanoi Red Cross Association Le Tu Luc affirmed the interest of the Association's leaders in supporting and creating the best conditions within the Association's authority for disabled students of Hanoi Private Secondary School for Deaf and Mute Children to continue studying and participating in social activities. This task is also closely linked to the Association's common mission, including the responsibility to care for disadvantaged children and the weak. On this occasion, Mr. Le Tu Luc also expressed his hope that more businesses and philanthropists will join in supporting disabled children in difficult circumstances.
