
According to Department PC07, on March 30, 2025, multi-storey residential buildings, multi-apartment buildings, and individual houses combined with production and business in the city, if they do not correct violations according to the four solutions on fire prevention and fighting (PCCC), will have to stop operating in accordance with the direction of the Prime Minister in Directive No. 19/CT-TTg dated June 24, 2024.
According to statistics as of March 28, 2025, in the city, 7/22 localities have completely overcome and no longer have violations of fire prevention and fighting regulations, including: District 11, Tan Phu; Hoc Mon, Nha Be, Binh Chanh, Cu Chi, Can Gio districts.
According to PC07, before the Prime Minister issued Directive 19/CT-TTg, there were 53,611 boarding houses, multi-apartment houses, and rooms for rent in the city. After inspection, 14,460 establishments still had violations of fire prevention and fighting regulations. All of these establishments have been recommended by the fire prevention and fighting management agency to be remedied, and the owners have signed a commitment and outlined a roadmap to overcome the existing violations of fire prevention and fighting regulations.
After the Prime Minister issued Directive 19, the city had 57,850 boarding houses, multi-apartment houses, and rooms for rent (an increase of 4,239 establishments). The City Police continued to conduct re-inspections, checks, guidance, and urging establishments that still had violations of fire prevention and fighting regulations to organize and correct the violations.
Up to now, the number of establishments that have completed repairs and ensured fire safety is 11,362/15,995 establishments, reaching 71.1%. The number of establishments that have not completed repairs and still have violations of fire safety mainly focuses on 2 behaviors: Not creating a second emergency exit; not implementing solutions to prevent fire from spreading between parking areas, areas with high risk of fire and explosion, and residential areas and escape routes.
Regarding the results of the review, inspection, and guidance for houses combined with production and business with high risk of fire and explosion: Before the Prime Minister issued Directive 19/CT-TTg, the city had 4,016 establishments with high risk of fire and explosion. Through inspection, there were 909 establishments that still had violations of fire prevention and fighting.

After the Prime Minister issued Directive 19, the city had 4,557 houses combined with production and business with high risk of fire and explosion (an increase of 441 establishments).
Up to now, the number of establishments that have completed the repair and ensured fire safety is 533/914 establishments, reaching 58.31%. The 381 establishments that have not yet repaired mainly focus on 2 contents: Not creating a second emergency exit; not implementing fire prevention solutions between parking areas, areas with high risk of fire and explosion with residential areas and escape routes...
Also according to PC07 Department, City Police, there are only 2 days left until the deadline to remedy fire prevention and fighting violations by owners of multi-storey houses, multi-apartment houses, and individual houses combined with production and business in accordance with the direction of the Prime Minister. City Police will continue to monitor, inspect, urge, and guide establishments to speed up and thoroughly remedy violations, ensuring strict and drastic implementation of the direction of leaders at all levels.
