How the enrollment and training will be in the coming time is a matter of concern for parents, students, and colleges and intermediate schools.

EXPECTED TO BE IN THE COMMON ADMISSION DATA SYSTEM

Master Nguyen Khanh Cuong, Principal of Lilama 2 International Technology College, said that the school is preparing information to be ready to be put on the general admission system of the Ministry of Education and Training when the ministry officially gives instructions on this matter. "This is also what schools expect to be able to be in the same admission system with universities. That way, colleges will be fair to universities in accessing candidates. In addition, candidates can also access university education and vocational education at the same time in a transparent, fair and complete manner. From there, they can choose the level of education that suits their conditions and abilities," said Master Cuong.

In early March, Ho Chi Minh City College of Construction and Lilama 2 International College of Technology transferred their management agencies to the Ministry of Education and Training. Master Le Khac Toan, Vice Principal of Ho Chi Minh City College of Construction, also informed that the school is waiting for instructions from the Ministry of Education and Training to complete procedures to connect to the common data system. "At that time, 12th grade students will find it easier to find information about vocational education and can register for admission to colleges under this system. We hope that enrollment will be easier thanks to the data connection," Master Toan expressed.

Meanwhile, Dr. Pham Huu Loc, Principal of Thu Duc College of Technology, said that this year's enrollment of the vocational education system may not have been entered into the common data system of the Ministry of Education and Training, so schools will still be proactive in the time and method of enrollment as in previous years. "However, in the future, when the data is connected, not only will colleges and intermediate schools be more convenient in enrollment, but students will also have more complete information to choose from," Dr. Loc shared.

INCREASE TARGETS, OPEN NEW INDUSTRIES

While waiting for the new admission regulations, leaders of colleges and intermediate schools said that for now, they will still apply the same admission procedures as last year. According to the vocational education admission regulations, schools will accept applications all year round until their quotas are met.

Dr. Le Ngoc Trung, Principal of the College of Foreign Economic Relations, informed: "The school announced the 2025 enrollment plan from the end of December 2024, and started accepting applications from January 1, 2025. In addition to the two old enrollment methods of considering the transcripts of 3 semesters including semesters 1 and 2 of grade 11, semester 1 of grade 12 and considering high school graduation exam scores, this year the school added a method of considering the scores of the competency assessment exam of Ho Chi Minh City National University".

Dr. Pham Huu Loc also said that for now, Thu Duc College of Technology will not change the time and method of admission, only adding quotas from 4,100 (in 2024) to 4,500. The school will accept applications from February 12 for both college levels (for high school graduates or equivalent) and intermediate levels (for students who have graduated from junior high school or higher).

Lilama 2 International College of Technology has developed an admission plan with the main method of considering academic records, this year's target is 1,900, an increase of 10% compared to last year. The school has opened a new major: industrial robotics.

Meanwhile, Saigon Polytechnic College has proactively adjusted the time and method of admission to suit the new situation. Dr. Hoang Van Phuc, Principal of the school, informed: "The school has adjusted the admission method based on academic records. Instead of only using the first semester scores of grade 12 as before, this year the school will consider the scores of the entire grade 12 year for high school graduates and those who did not graduate. In addition, the school has opened new majors in beauty care and vocal music, increasing the total quota to 1,735."

Mr. Nguyen Ngoc Hanh, Principal of Hung Vuong Technical and Technology Vocational College, said that the school is submitting documents to open a beauty care major for enrollment this year. "In the future, the school will also apply to change the school's name, removing the word "vocational" to Hung Vuong Technical and Technology Vocational College," Mr. Hanh shared.

WILL THE INTERMEDIATE COLLEGE TO UNIVERSITY REALLY BE "OPEN" ?

In October 2024, when vocational education was still under the management of the Ministry of Labor, Invalids and Social Affairs, the Ministry of Education and Training announced a draft Decree regulating the articulation between levels of education and training in the national education system to solicit comments. According to the draft, intermediate and college graduates have the opportunity to participate in articulation to university regardless of whether they have a high school diploma or not.

Higher education institutions shall base on training regulations to specify and implement the recognition of learning outcomes for intermediate-level graduates in the same occupational group, in which the proportion of exempted learning volume in the university training program shall not exceed 20%. Only occupations in the health sector that require a practice license shall not be exempted from learning volume reduction. The proportion of exempted learning volume reduction when transferring from college to university shall not exceed 50% for college graduates in the same occupational group from educational institutions recognized to have met quality standards at the time of graduation, and 25% for college graduates in the same occupational group from educational institutions not recognized to have met quality standards at the time of graduation.

Previously, not all universities were willing to accept PhDs who graduated from vocational schools because the vocational school training program was not compatible with the university training program. Not to mention that the university transfer quota was included in the total enrollment quota while the transfer training period was only 1 to 1.5 years (from college to university) and 2 to 2.5 years (from intermediate to university), which resulted in lower income, so universities were not "keen" on recruiting transfer students.

"However, when vocational education is under the management of the Ministry of Education and Training along with university education, it will become a seamless system and connect all levels of education together. Therefore, in the near future, it is hoped that the Ministry of Education and Training will introduce a convenient and unified connection policy throughout the system," said Master Le Khac Toan.

Dr. Hoang Van Phuc said that from March 1, when consulting on admissions, the school informed parents and students that the vocational education system is under the management of the Ministry of Education and Training so that students can better understand the advantages of studying at secondary and college levels, including university transfer. Mr. Nguyen Ngoc Hanh also emphasized to students that university transfer will be easier in the future.

Need to clearly define the goals of vocational education

Master Tran Phuong, Principal of Viet Giao Secondary School, commented: "The Ministry of Education and Training has many years of experience in managing the education system and can ensure the quality of training according to the general standards of the national education system. However, the Ministry must redefine the goal of vocational education: to train workers with high practical skills, meeting the immediate needs of businesses, or to train people with solid foundation knowledge, capable of adapting to many different jobs? Does the Ministry want to create an independent vocational education system or does it want to closely link with the university education system to create conditions for learners to transfer between levels of education?".

According to Master Phuong, the state needs to pay attention and provide strong media support to vocational training institutions to change social awareness, only then can colleges and intermediate schools develop on their own. "And most importantly, each unit must fulfill its role and mission well. For example, intermediate schools do well in training skilled workers who can work immediately, colleges do well in training managers of that group of workers, and universities do well in training people who pursue research, data analysis, market development...", Master Phuong shared.
