In addition, this morning a low pressure area formed in the South China Sea at approximately 06N-111E. This low pressure area tends to move slowly to the West and does not rule out the possibility of strengthening into a tropical depression. Information on strong winds, big waves, and heavy thunderstorms in these sea areas is continuously updated by the National Center for Hydro-Meteorological Forecasting.
Mr. Vu Anh Tuan, Deputy Head of Weather Forecast Department, National Center for Hydro-Meteorological Forecasting, warned that on the day and night of November 24, the North East Sea area (including Hoang Sa archipelago) will have strong northeast winds of level 6-7, gusting to level 8-9, waves 3-5m high, and rough seas. The northern sea area of the Central East Sea area, the western sea area of the South East Sea area (including the western sea area of Truong Sa archipelago) and the sea area from Quang Ngai to Ca Mau will have strong northeast winds of level 6, sometimes level 7, gusting to level 8, waves 2-5m high, and rough seas.
According to Mr. Tuan, all ships and other activities in the above sea areas are at high risk of being affected by strong winds and big waves.
To proactively respond and minimize damage caused by heavy rain, the risk of floods, inundation, flash floods, and landslides, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control requests the Steering Committees for Natural Disaster Prevention and Control and Search and Rescue in provinces from Quang Tri to Khanh Hoa to closely monitor forecasts and warnings of heavy rain, floods, inundation, flash floods, and landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.
At the same time, deploy shock troops to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.
In addition, check and review the operation plan to ensure the safety of reservoirs and downstream areas; arrange a permanent force to operate and regulate and be ready to handle possible situations; prepare forces and means for rescue when required.
