The speech stated: Exactly 90 years ago, on March 28, 1935, the First National Party Congress held in Macau (China) issued the "Resolution on the Self-Defense Force". This was the first resolution of the Party on the organization, direction of building, training and operation of the self-defense force, a milestone of special significance creating the foundation for the development, growth and victory of the self-defense militia later on. With that meaning, March 28 every year has been taken as the Traditional Day of the Self-Defense Force. The Resolution on the Self-Defense Force was the beginning of the viewpoint of armed people, people's war, and the whole people fighting the enemy. During the period of 1935 - 1945, our Party advocated the establishment of self-defense teams, guerrilla squads and squads for national salvation; a number of guerrilla squads developed into National Salvation Army platoons, serving as the core for the armed uprising of the masses.

During the 9-year long resistance war against the French colonialists, the militia and local troops destroyed 23/500,000 enemy troops; restrained and dispersed over 90% of the total enemy forces on the entire battlefield, contributing to ending nearly a century of French colonial rule.

During the construction of socialism in the North and the resistance war against the US to save the country. The militia and self-defense forces in the North actively promoted production, combat, and combat service with the spirit of "steady hand on the plow, steady hand on the gun", "All for the beloved South", "All for the frontline, all for victory",... ready to support the battlefields in the South and the battlefields in Laos and Cambodia. With more than 700 combat units, the militia and self-defense forces in the North coordinated to shoot down 424 aircraft of all types out of a total of 4,181 US aircraft shot down in the sky of the North (accounting for over 10%); more than 183 million militia and self-defense forces participated in ensuring traffic and transportation, transporting weapons, equipment, food, clearing mines, and mines...

In the South, local militia and guerrillas always promoted the spirit of initiative, actively fighting the enemy with all weapons. Attacking the enemy with "3 prongs", in all "3 strategic areas", closely combining political struggle with armed struggle and enemy propaganda; coordinating with the army and other forces to smash the strategies of " Special War", "Local War", "Vietnamization of the War" of the US imperialists and their lackeys, completely liberating the South, reunifying the country.

In the cause of building and defending the Fatherland and to meet the requirements and tasks in the new revolutionary period, the Party, State and Army have paid attention to building the militia and self-defense force "strongly and widely" with a focus and key points, taking political strength as the basis for improving the overall quality of combat readiness; actively participating in training and exercises; mobilizing more than 7.6 million cadres and soldiers to coordinate with forces participating in preventing, combating and overcoming the consequences of natural disasters and epidemics, searching, rescuing and saving lives and property of the State and people. In the prevention and fight against the Covid-19 pandemic, tens of millions of militia and self-defense forces have been mobilized together with the whole country to fight the epidemic, worthy of being a reliable "support" for the people, further shining the noble qualities of the "Square Star Soldier".

In addition, the militia and self-defense force has actively participated in protecting the Party's ideological foundation, fighting against erroneous and hostile views, building a strong political base and developing the socio-economy, maintaining political security, social order and safety, building new rural areas, contributing to building an all-people national defense posture, a "people's hearts posture" associated with a people's security posture to firmly protect the socialist Vietnamese Fatherland.

During 90 years of construction, fighting and growth, in recognition of its great contributions and glorious achievements, the militia and self-defense force has been awarded the Gold Star Order (2015); Ho Chi Minh Order (2025); 370 collectives and 284 officers and soldiers of the militia and self-defense force through the periods have been awarded the title of Hero of the People's Armed Forces and many other noble awards from the Party and State.

Along with the strong emergence of the armed forces of the whole country, on April 13, 1947, at Doc Lap hill, Bac Kan town (now Bac Kan city), the Bac Kan Provincial Militia Command, now the Provincial Military Command, was established. This was an important turning point for the development of the provincial armed forces. Immediately after its establishment, the Bac Kan Provincial Militia Command immediately began to consolidate and organize the building of forces, including the militia and self-defense force. By mid-1947, the whole province had built 17 militia and guerrilla companies with 1,500 cadres and soldiers.

During the two resistance wars against French colonialism and American imperialism, Bac Kan faced many difficulties and challenges when it had to stabilize production, provide manpower and resources for the frontline, and carry out the task of suppressing bandits, ensuring the vital road No. 3 - the main road supporting the border battlefield. The militia and self-defense forces coordinated with other forces and the people to repair 275km of road surface, 150 bridges with a total length of 1,267m; mobilized 4,789kg of food, 9,021 officers and soldiers to fight the enemy; many comrades made outstanding achievements and were awarded the title of brave American-killing warrior.

Inheriting the outstanding achievements in the resistance wars of Bac Kan militia and self-defense forces; to meet the requirements of the task of building and defending the Fatherland in the new situation; the Provincial Military Command has proactively advised the Provincial Party Committee - Provincial People's Committee to lead and direct localities and units to regularly pay attention to building a militia and self-defense force with reasonable structure, organization and staffing. Every year, the militia and self-defense force is always consolidated and improved with the motto "strong, widespread".

The militia and self-defense force is present in all agencies, units, villages and hamlets. It is the main force in flood and storm prevention, search and rescue, forest fire prevention, forest protection, building a strong and comprehensive political base; it is the vanguard force in economic and social development, ensuring national defense and security, and building new rural areas.

With the contributions of the militia and self-defense force, together with the provincial armed forces, they have achieved many great achievements and feats in combat, construction and growth; were awarded the First, Second and Third Class Fatherland Protection Medals by the President; the Prime Minister awarded the Emulation Flag in 1998; the Ministry of National Defense and Military Region 1 awarded 8 Flags to leading units in the emulation movement.

On behalf of the provincial leaders, the army and people of Bac Kan, the Provincial Party Secretary expressed his infinite gratitude to the Communist Party of Vietnam; the great President Ho Chi Minh - the National Liberation Hero, the World Cultural Celebrity, the Beloved Father of the People's Armed Forces, who organized, led, educated and trained the armed forces to constantly grow and mature. With the situation and tasks set forth, both opportunities and challenges intertwined for the cause of building the armed forces in general and the militia and self-defense force in particular; to meet the requirements of the tasks in the coming time, Comrade Secretary of the Provincial Party Committee Hoang Duy Chinh requested that the provincial militia and self-defense force need to perform well a number of tasks such as:

One is: Continue to thoroughly grasp and strictly implement the Resolution of the 8th Central Committee (11th tenure) on the Strategy for protecting the Fatherland in the new situation; the Law on militia and self-defense forces and the Resolution and Project No. of the province on building militia and self-defense forces.
