Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council chaired the meeting. Attending the meeting were comrades: Tran Thi Loc, member of the Provincial Party Committee Standing Committee, Standing Vice Chairwoman of the Provincial People's Council; Hoang Thu Trang, member of the Provincial Party Committee Standing Committee, Vice Chairwoman of the Provincial People's Committee; Do Thi Minh Hoa, member of the Provincial Party Committee Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee; Dong Van Luu, Vice Chairman of the Provincial People's Council; Ha Sy Huan, Deputy Head of the Provincial National Assembly Delegation and leaders of departments, branches and sectors.
At the meeting, the Provincial People's Council Committees reported on the examination of a number of submissions and draft Resolutions, including:
Report on the review of the Draft Resolution on adjusting the civil servant payroll and the total number of employees receiving salaries from the state budget in Bac Kan province in 2025. Report on the review of the Draft Resolution on abolishing Resolution No. 01/2020/NQ-HDND dated May 5, 2020 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for a number of Group C projects using provincial budget capital.
Report on the review of the Draft Resolution on the regulations on the collection, exemption, reduction, collection, payment, management and use of fees and charges in Bac Kan province. Report on the review of the Draft Resolution on the regulations on preferential land rent exemption for projects using land for production and business purposes in the investment incentive sectors (investment incentive sectors and occupations) or in investment incentive areas as prescribed in Bac Kan province.
Report on the review of the Draft Resolution on adjusting local budget estimates and provincial budget allocation in 2025. Report on the review of the Draft Resolution on allocation and adjustment of regular expenditure estimates in 2024 that have been transferred to 2025 and the 2025 estimates of National Target Programs.
Report on the review of the Draft Resolution on adjusting the medium-term public investment plan for the 2021-2025 period using local budget capital (15th time). Report on the review of the Draft Resolution on adjusting the 2025 public investment plan using local budget capital (1st time).
Audit report Report on the proposed plan to adjust the capital plan in the district to pilot the decentralization mechanism in management and implementation of national target programs for the period 2024-2025. Audit report Proposal for the draft Resolution stipulating specific expenditure levels for local industrial promotion activities in Bac Kan province.
Report on the review of the Draft Resolution on the level of support for agricultural production to restore production in areas damaged by natural disasters and plant pests in Bac Kan province. Report on the review of the Draft Resolution on the list of land plots for bidding to select investors to implement investment projects using land in Bac Kan province (2nd time).
Report on the review of the Draft Resolution approving the policy of changing the purpose of forest use to other purposes to implement works and projects (supplementary) in 2025 in Bac Kan province.
Report on the review of the Draft Resolution on approving the list of additional works and projects requiring land acquisition; changing the purpose of using rice fields, protective forest land, and production forest land to be implemented in 2025; adjusting the names of investors of works under the Bac Kan Irrigation Works Cluster project.
At the meeting, delegates basically agreed with the contents presented, however, there are still some contents that need to be reviewed and edited to ensure that the issued Resolution meets the requirements in the current period. Departments and branches discussed and agreed on the contents presented at the 26th Session.
Concluding the meeting, Chairwoman of the Provincial People's Council Phuong Thi Thanh pointed out: The upcoming 26th session will take place in 1 day but there will be a lot of important content. The drafting agency is requested to prepare a report on the review report and send it to the delegates to unify the content presented at the meeting. The Provincial People's Committee is requested to promptly adjust the medium-term public investment plan. Budget-using units proactively review tasks and content. The People's Council Committees take the time to proactively and carefully study the content presented at the meeting.
The 26th session (special session), the 10th Provincial People's Council is expected to take place on April 3, 2025./.
