Present 2 topics for the National Assembly to choose for supreme supervision

Presenting the report, Secretary General of the National Assembly Bui Van Cuong said that 2025 is the final year of the 5-year socio-economic development plan 2021-2025, the year in which localities will organize Party Congresses at all levels towards the 14th National Party Congress, prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and the year in which many other important events of the country will take place.

At the same time, 2025 is also the last year of the term. According to the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the National Assembly will review the implementation of the National Assembly's resolutions on questioning and thematic supervision throughout the term.

Therefore, for thematic supervision, after considering many aspects and following the practice of the 14th National Assembly, in order to create conditions for agencies to focus on implementing the above-mentioned tasks and legislative tasks according to plan; at the same time, to ensure the quality and feasibility of the 2025 supervision program, the National Assembly Standing Committee will submit to the National Assembly for consideration and decision on the supreme supervision of 1 topic at the 10th Session and the National Assembly Standing Committee will conduct supervision of 1 topic at the August 2025 Session.

Accordingly, based on the proposals of the agencies, based on the selection criteria as well as through studying voters' recommendations, reviewing the press and reviewing the implemented contents, balancing the fields and from the practical situation, the National Assembly Standing Committee selected 2 topics to submit to the National Assembly for consideration, deciding to choose 1 topic for supreme supervision.

Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect (it is expected that the Committee for Science, Technology and Environment will take the lead in advising on the content).

Topic 2: Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources (expected to be assigned to the Committee on Culture and Education to preside over and advise on content).

Right on time and on point

In the discussion session this morning, many opinions supported choosing Topic 1. Delegate Nguyen Thi Viet Nga - Deputy Head of the National Assembly Delegation working full-time in Hai Duong province said that environmental pollution is a hot issue, of interest to many voters and people.

The state of environmental pollution in general, and water and air pollution in particular, has been mentioned by many National Assembly delegates in group discussions, hall discussions as well as in discussions on the socio-economic development situation.

"If this topic is included in the 2025 supreme supervision content, I think it is timely and hits a hot issue" - Ms. Viet Nga expressed her opinion.

Meanwhile, delegate Le Thanh Van - Standing member of the Finance and Budget Committee, is inclined towards supreme supervision of topic 2, because according to him, human resources and cadres are the root of the problem; the issue of high-quality human resources is being raised urgently.

“Supervising this topic is to supervise the process of discovering, training, promoting, and using. From the beginning of the term, I proposed a general review of the work of appointing and recruiting officials. If it can be done, it will create very fundamental changes,” said Mr. Le Thanh Van.

Agreeing with the assessment that in 2025 there will be many big events, especially party congresses at all levels, so the National Assembly will only conduct supreme supervision on one topic, delegate Tran Hoang Ngan still expressed his wish that the National Assembly Standing Committee supervise one more topic related to public investment and management and use of public assets.

The delegate pointed out that the National Assembly has recently issued many resolutions on special mechanisms and policies for Ho Chi Minh City and many provinces and cities, and that at the 7th Session, special mechanisms and policies for Nghe An and Da Nang will also be considered. He also believes that many other localities will continue to request special mechanisms and policies.

“That shows the need for breakthrough changes in current laws, especially the Law on Public Investment; Law on Management and Use of Public Assets” – Mr. Tran Hoang Ngan emphasized and suggested adding a monitoring topic.

Chairing the working session, Vice Chairman of the National Assembly Tran Quang Phuong affirmed that the two supervision topics presented by the Standing Committee of the National Assembly are both very important, hot issues, and of interest to the people and voters. The National Assembly chooses one topic for supreme supervision, and the Standing Committee of the National Assembly will also conduct thematic supervision of the remaining topic.

In response to the proposal of delegate Tran Hoang Ngan, Mr. Tran Quang Phuong said that when conducting supreme supervision on thrift practice and anti-waste in the past, the supervision delegation also focused on public investment, management and use of public assets.

The Vice Chairman of the National Assembly requested the Secretary General of the National Assembly and relevant agencies to study the valid opinions of National Assembly deputies to the maximum extent possible in order to submit to the National Assembly the selection of the topic of supreme supervision as well as the establishment of a supervision delegation.
