On the morning of May 26, the forum “Improving National Labor Productivity by 2024” was held. Regarding innovation and improvement of high-quality labor training, at the forum, representing training institutions, Associate Professor, Dr. Pham Xuan Khanh - Principal of Hanoi College of High Technology contributed opinions related to this content.
Assessing the market, experts said that Vietnam has an abundant labor supply and high adaptability, and is considered to quickly absorb scientific and technical advances in production and management skills. The labor structure is shifting in a positive direction. The rate of labor participation in working age remains high. The unemployment rate is low compared to the region. The quality of employment and income of workers are steadily increasing.
However, our labor market still has many limitations. Enterprises still face labor shortages due to a surplus of low-quality labor, a large proportion of unskilled labor, a low proportion of trained labor, a lack of highly qualified professionals in various fields, and many shortcomings in the ability to find jobs and change careers.

According to Mr. Pham Xuan Khanh, this has led to many businesses having to hire foreign workers. This is also one of the reasons for the increasing unemployment in our country today. FDI investment sources invested in Vietnam will be seriously reduced if there is no timely change in training quality, the country will face the risk of falling behind in human resources, losing the advantage of cheap labor costs.
“In that context, it is required to innovate and improve the quality of teaching and learning, focus on high-quality training, open and flexible training, shift from "supply" to "demand", training linked to the labor needs of businesses, especially businesses requiring highly skilled workers in advanced technology fields, which is a mandatory requirement of the vocational education system,” said Pham Xuan Khanh.
To improve the quality of human resources, it is necessary to apply many solutions at the same time such as: Training and fostering to improve the quality of the teaching staff; regularly innovating programs and textbooks, introducing international programs into teaching;
Innovate management model; closely cooperate with businesses from enrollment, program development, curriculum, training organization to job placement.

However, Mr. Pham Xuan Khanh also raised some new issues that need to be considered in the coming time when it is necessary to establish an Industrial Skills Board in a number of fields with the participation of State management agencies to forecast human resource needs according to industry, occupation, and training level. This will serve as a basis for training institutions to develop training programs to meet the immediate and long-term labor needs of enterprises.
Along with that, it is necessary to issue a list of occupations that require the use of trained workers to limit the recruitment of unskilled workers without vocational training, contributing to increasing labor productivity for businesses while ensuring labor safety for workers.
In particular, schools are allowed to establish schools within schools, adding the function of teaching culture to students graduating from regular education programs at vocational education institutions. At the same time, synchronously issue tuition support for vocational students, especially those with high labor demand but few students.
Not stopping there, after entering the market, workers often have to undergo training to improve their skills through competitions for skilled workers.

At the forum, Mr. Nguyen Dinh Thang - Chairman of the Hanoi Industrial Parks Trade Union said: "The emulation movement "Reviewing theory, practicing skills, competing for good workers" among workers has affirmed that emulation is an extremely important driving force to arouse the spirit of creative work, sense of responsibility, striving to excellently complete assigned tasks. Especially increasing labor productivity, reducing defective and damaged goods, improving designs, helping businesses overcome difficulties, stabilize and develop production and business".
This is also an opportunity for the union to affirm its creativity and innovation in content and methods of operation, receiving the support of employers and the response of employees.
However, in the coming time, in order for the emulation movements to bring about practical results and have a wider spread, according to Mr. Thang, it is necessary to maintain and expand the competition for skilled workers in provinces and cities where there are many workers with the participation of the government and employers.
Enterprises need to invest more time, facilities, and funds to organize competitions for skilled workers to improve labor productivity, product quality, and train high-quality human resources .
