"According to Decree 137/2020 of the Government, people are not allowed to use firecrackers but are only allowed to use fireworks in cases of festivals, New Year, birthdays, weddings, conferences, openings, anniversaries and in cultural and artistic activities.
In particular, fireworks can only be purchased from organizations and businesses licensed to produce and trade fireworks, and have been granted a certificate of eligibility for security and order by a competent police agency," Major Ho Quoc Viet added.
