These students are supported by the school's teachers with tuition fees so that they can study with peace of mind. According to Ms. Van Hong, from the next school year, with the tuition exemption policy, these students and their parents can relieve their psychological stress. For teachers, the amount of money to help students pay tuition fees of 155,000 VND/student per month is not large, for many years the school's teachers have been willing to do this, but with the State's tuition exemption policy, parents are more confident, they no longer feel "indebted" to teachers.

Speaking to reporters, National Assembly Delegate Nguyen Thi Viet Nga (Hai Duong delegation) affirmed that the Politburo's tuition exemption policy for public school students nationwide is highly anticipated and appreciated by the people. This is because it helps them reduce the economic burden when their children go to school at the general education level. This is also a form of encouraging learning and long-term investment for the future. Ms. Nga hopes that along with tuition exemption for public schools, there should be parallel solutions. Specifically, reviewing to add more schools and teachers to the public school sector to reduce the heat and pressure.
Based on reports from 46 provinces/cities directly under the Central Government up to now and recent documents and reports, the Ministry of Education and Training based on the minimum tuition fee as prescribed in the Government's Decree to estimate the need for state budget funds to pay for tuition exemption for all students from kindergarten to high school is about 30,000 billion VND.

According to the reporter's investigation, in the inner city of Hanoi, many parents cannot afford to pay monthly tuition fees for their children to attend public secondary and high schools. In fact, they are not considered poor households according to regulations, but their lives are very difficult. They become "bad debts" when their children's tuition fees come due. Homeroom teachers and schools often spend their own money to take care of these students, ensuring that they have the conditions to continue studying and avoiding unnecessary criticism. Teachers even take care of the boarding school meals.

The decision to exempt tuition fees for students from kindergarten to public high school is a humane policy that not only reduces the burden on families in difficult areas, but also contributes to the effective implementation of the policy of universalizing secondary education, thereby improving the intellectual level and quality of human resources.
Humanitarian policy
The Ministry of Education and Training said that in the 2024-2025 school year, 10 provinces/cities issued Resolutions of the Provincial People's Council on exempting preschool and general education fees: Quang Ninh, Hai Phong, Yen Bai, Quang Nam, Khanh Hoa, Da Nang, Ba Ria-Vung Tau, Binh Duong and Long An. However, there are still many students and families in other localities who have to pay tuition fees. The Government has issued regulations on exempting tuition fees for students. According to this regulation, from September 1, 2025, the State will exempt tuition fees for all public students from 5-year-old preschool to secondary school (up to grade 9). In addition, the Government has also stipulated a policy of reducing 50%-70% of tuition fees and supporting study costs for many poor students, students in difficult circumstances, students belonging to social policy beneficiaries, and ethnic minority students (studying at public and private schools).
At the Politburo meeting on February 28, after listening to the Government's report on the ability to balance finances during and after the process of streamlining the political system's apparatus, the Politburo decided to exempt all tuition fees for students from preschool (4-5 years old) to the end of public high school nationwide.
The implementation time is from the beginning of the new school year 2025-2026 (September 2025 onwards). Accordingly, all preschool, primary, secondary and high school students at public schools will be exempted from tuition fees. Students at private schools will be compensated for tuition fees equal to the tuition fees of public schools according to the provisions of law; the difference in tuition fees between public and private schools will be paid by the student's family.
According to statistics from the Ministry of Education and Training, the country currently has 23.2 million students (not including students studying at vocational and continuing education centers). Dr. Nguyen Tung Lam, Vice President of the Vietnam Association of Psychology and Education, affirmed that exempting tuition fees for students is a humane policy of the Party, State and Government to care for the people's lives. This concern creates conditions for the young workforce (those with children in high school) to work and contribute with peace of mind.
Dr. Nguyen Tung Lam suggested that attention should be paid to teachers and schools because this force creates the quality of human resources. Schools must be autonomous, humane, creative, and integrated. Teachers must be trained and nurtured, and used selectively. “When using teachers, avoid the situation of beating the drum and abandoning the stick, those who are not qualified must be eliminated. There is no such thing as just having the title of teacher, being on the payroll and then sleeping soundly, not innovating. We must not let the situation of innovation stagnate like in the past,” said Dr. Nguyen Tung Lam. He affirmed that after the economy, education must be prioritized for investment to have high-quality human resources to develop the country. On the other hand, it is necessary to ensure school places for students in big cities.
