On the morning of January 31, Thanh Hoa Provincial Police and Muong Lat Town People's Committee, Muong Lat District held a ceremony to announce the Prime Minister's Decision and award the Certificate of Merit to the relatives of Martyr Vi Van Luan, a police officer of Pu Nhi Commune, Muong Lat District, who heroically sacrificed for the cause of building and protecting the Fatherland, for the peace and happiness of the people.
On behalf of the delegation, Colonel Phung Xuan Tien, Deputy Director of the Provincial Police Department and Comrade Ha Van Ca, Secretary of Muong Lat District Party Committee, presented the Decision and Certificate of Merit to the family of martyr Vi Van Luan.
Attending the ceremony were: Colonel Phung Xuan Tien, Deputy Director of the Provincial Police; Ha Van Ca, Secretary of Muong Lat District Party Committee; representatives of the Muong Lat District People's Committee, functional departments of the Provincial Police, Muong Lat District Police and relatives of martyr Vi Van Luan.
Comrade Vi Van Luan, born in 1981, is a Thai ethnic person in Tam Chung commune, Muong Lat district. In September 2020, he was transferred to work as a police officer in Pu Nhi commune, Muong Lat district under the Ministry of Public Security's project to arrange regular police officers to take on the position of commune police officer. In his new position, with a sense of responsibility, dedication and devotion to his work, Comrade Vi Van Luan has always completed all assigned tasks well.
At around 7:00 p.m. on February 6, 2021, Muong Lat District Police coordinated with the police of communes in the area to ambush and arrest subjects who illegally bought, sold, and transported drugs from Ta Com village (Trung Ly commune, Muong Lat district) to Mau village (Muong Ly commune, Muong Lat district). During the siege, the criminal group used flintlock guns to fight back fiercely, causing Major Vi Van Luan to die.
In recognition of the sacrifice of comrade Vi Van Luan, on February 7, 2021, Minister of Public Security To Lam signed a decision to promote comrade Vi Van Luan from Major to Lieutenant Colonel ahead of schedule. Thanh Hoa Provincial Police and relevant agencies have completed the documents and procedures to send to competent authorities to resolve the regimes and policies for comrade Vi Van Luan. On January 19, 2024, the Prime Minister signed a decision to grant the Certificate of Merit to martyr of the People's Public Security Vi Van Luan, former police officer of Muong Lat district, Thanh Hoa province.
At the ceremony, authorized by the Prime Minister, Colonel Phung Xuan Tien, Deputy Director of the Provincial Police and Comrade Ha Van Ca, Secretary of Muong Lat District Party Committee presented the Decision and Certificate of Merit to the family of martyr Vi Van Luan.
Speaking at the announcement ceremony, Colonel Phung Xuan Tien, Deputy Director of the Provincial Police, on behalf of the leaders of Thanh Hoa Provincial Police, shared the irreparable loss and pain of the family of martyr Vi Van Luan and hoped that the family of martyr Vi Van Luan would continue to promote tradition, turn grief into action, continue to overcome difficulties, rise up in life, and contribute to the development of the homeland.
The Deputy Director of Thanh Hoa Provincial Police affirmed that the awarding of the title of Martyr and the Certificate of Merit to the family of Lieutenant Colonel Vi Van Luan demonstrated the Party, State, and Ministry of Public Security's attention, recognition, and honor for the heroic sacrifice of comrade Vi Van Luan. This is not only an honor and pride for the family and clan of Martyr Vi Van Luan and the locality, but also has the meaning of educating the tradition for generations of officers and soldiers of Thanh Hoa Provincial Police so that each officer and soldier will continuously study, practice, and wholeheartedly serve the Fatherland and the People.
