Ho Chi Minh City People's Committee has just issued a plan to implement TOD areas along Metro Line 1, Metro Line 2, and Ring Road 3 according to Resolution 98/2023.

This is to organize and exploit land funds with conditions for renovation and development in the area around Metro Line 1 and Metro Line 2 stations, and traffic intersections along Ring Road 3 in accordance with the orientation of public transport development (TOD) according to Resolution 98/2023, as a basis for piloting the urban development model.

Accordingly, the areas are divided into 2 groups based on the assessment of current land use status, legal origin of land, development conditions and motivations...

New investment group: the current status of the area is vacant land, or sparsely populated, or has a factory/enterprise expected to relocate... convenient for land recovery, site clearance and new construction investment; the area has a large area of ​​land directly managed by the state (headquarters of agencies, organizations, enterprises leased for a limited period, can be relocated...).

Group of renovation and embellishment of existing areas: areas with existing residential areas, degraded urban conditions/ in need of renovation and embellishment for urban development; areas with a part of the land area directly managed by the State (headquarters of agencies, organizations, enterprises leased for a limited period, can be relocated...).

Areas selected for TOD must be easy to implement (many advantages in land acquisition and clearance); early implementation; high efficiency (value when auctioning land, bidding for projects brings large revenue to the budget).

In the 2024-2025 period, Ho Chi Minh City has selected 9 TOD area locations for implementation.

According to the plan, based on the 2024-2025 period, the People's Committees of districts will continue to report and propose to complete the list of TOD area locations expected to be implemented in the 2026-2028 period.

In the immediate future, in the period of 2026-2028, Ho Chi Minh City will implement the project in 2 locations. These are Area No. 1, Tan Hiep Commune, Hoc Mon District with more than 290 hectares, connecting to the Ring Road 3 project; the area around Tan Kien Station, Binh Chanh District with 314 hectares, connecting to the Metro Line 3 extension project, Ho Chi Minh City - Can Tho railway.

TOD (Transit Oriented Development) is to take the orientation of traffic development as the basis for urban development and planning, taking traffic hubs as the point of population concentration to further form a decentralized traffic system.
