Initially, this was the workplace of Tourane Governors, and in July 1945, it was the workplace of the Tourane Mayor appointed by the Tran Trong Kim Government. On August 26, 1945, this place became the headquarters of the Thanh Thai Phien Provisional Revolutionary Committee.
In early 1947, France reoccupied Da Nang, and it became the Tourane Governor's Palace again until France returned the Tourane concession to the National Government of Vietnam. From then on, the Tourane Governor's Palace officially became the Da Nang City Hall.
Through many stages of construction and development, this building used to be the headquarters of the People's Committee of Quang Nam - Da Nang province, the People's Committee and People's Council of Da Nang city.
