Hai Xuan, Hai Tien and Hai Dong communes are on track to complete the criteria to become wards by 2025, contributing to the goal of urban expansion and improving the quality of life of the city's people.
According to the preliminary survey results of the city, up to now, Hai Xuan commune has completed all 15/15 criteria for establishing a ward; Hai Dong commune has achieved 10/15 criteria, Hai Tien commune has achieved 8/15 criteria. This is the result of the determination, efforts to overcome difficulties, promote the internal strength of the 3 communes in rural areas, especially focusing on solutions to complete the annual socio-economic development tasks with action programs suitable to reality, associated with the direction of the superiors on gradually transforming the economic structure, mobilizing resources for upgrading infrastructure, and propagating to the people to build a new cultural life...
In Hai Xuan commune, many resources for investment in infrastructure, building economic development models, improving people's lives... have been mobilized and effectively implemented. All 13 villages of the commune have met the new rural standards, with 13 model roads, 20 model gardens, a sewer system for collecting and treating wastewater in residential areas, and 3 schools meeting national standards. Livestock and aquaculture are strengths, with an average total solid waste output of 975,300 tons/month, but the commune still ensures 100% collection and treatment according to regulations. Hai Xuan is a bright spot in developing a number of effective economic models in the direction of integrating multiple values (economic, cultural, environmental); the commune no longer has poor households according to the province's multidimensional criteria, with an average income of nearly 86 million VND/person/year.
The Party Committee and the Hai Dong Commune Government have focused on directing economic development and sustainable poverty reduction with many synchronous solutions. Appropriate production development linkage models, labor training, and focused job creation have contributed to raising the average income of the commune to nearly 69 million VND/person/year. Hai Dong currently has no poor households according to the province's multidimensional criteria. People's quality of life has improved compared to before thanks to the focus on planning and infrastructure investment.
Since the beginning of 2024, Hai Dong commune has been enhancing the renovation of residential areas, creating a new, spacious, bright - green - clean - beautiful appearance, associated with promoting the role of the people as the main subjects. At the same time, strictly managing land, speeding up the progress of issuing new and exchanging land use right certificates, ensuring that people can settle down and work with peace of mind... Some difficult criteria have been completed by the commune, such as: The rate of collected domestic solid waste is over 90%; the system of schools, medical stations, public sports fields, and traditional markets have all met standards in terms of area, scale, and operation...
To mobilize internal resources from the grassroots level and complete the goal of turning 3 communes into wards by 2025 according to the roadmap, Mong Cai City is interested in allocating resources, along with close instructions and orientations. In which, the top priority is given to developing infrastructure, standardizing staff, and taking care of people's lives. Hai Xuan is currently continuing to maintain, consolidate and improve the overall quality of 15 achieved criteria, ensuring that they comply with the ward establishment project that has been reported to the province for approval. Hai Dong and Hai Tien are focusing on reviewing and ensuring the roadmap for completing ward-level urban criteria, focusing on groups of contents that have not been achieved, such as balancing budget revenue and expenditure, urban embellishment, lighting systems, trees, environmental sanitation, clean water usage rate, etc., especially granting land use right certificates to households according to the city's policies and directions.
3 communes upgraded to wards by 2025 will contribute to the city completing the task of expanding urban space, aiming to build a city worthy of becoming a key commercial, tourism and seaport service center of the province in accordance with the spirit of Resolution of the 24th Congress of the City Party Committee.
