Lao Cai Provincial People's Committee Office and Yen Bai Provincial People's Committee Office met to discuss the development of a merger project.

CTTĐT - On the afternoon of April 15, 2025, in Lao Cai city, the Office of Lao Cai Provincial People's Committee and the Office of Yen Bai Provincial People's Committee held a working session to discuss office work and develop a project to merge the two offices after the merger of the provinces.

Pursuant to Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate, streamline the organization, operate effectively and efficiently" and the policies and directions of the Central, Provincial Party Committee, Provincial People's Committee; The Office of the People's Committees of Lao Cai and Yen Bai provinces has seriously implemented the construction of the Merger Project.

The project to merge the Office of Lao Cai Provincial People's Committee and the Office of Yen Bai Provincial People's Committee into the Office of Lao Cai Provincial People's Committee (after the merger) is based on ensuring principles and criteria and aiming at the goal of streamlining, efficiency, effectiveness and efficiency; the organizational structure after the arrangement is reasonable, ensuring the performance of public duties and associated with the roadmap for streamlining the payroll.

At the meeting, the Office of Lao Cai Provincial People's Committee and the Office of Yen Bai Provincial People's Committee shared the results of reviewing and evaluating the current organizational structure and operations of the two agencies. At the same time, they discussed a number of contents on: Number of specialized departments, offices, and affiliated public service units; personnel arrangement plan, payroll by job position; plan to arrange headquarters, equipment, finance, assets; mechanisms and policies for officials, civil servants, public employees, and employees of the Office, etc.

The Office of the People's Committee of the two provinces also mentioned the model, organizational structure, functions, and tasks of specialized departments, offices, and affiliated public service units and proposed appropriate arrangements to create favorable conditions and best serve the people and businesses; proposed to study mechanisms, policies, and arrange working conditions for cadres, civil servants, and public employees from Lao Cai to Yen Bai to work with peace of mind...

The leaders of the two Offices said that the construction of the Merger Project has achieved high consensus, ensuring quality and progress as prescribed; ensuring harmonious regimes, policies and benefits for cadres, civil servants, public employees and workers; aiming at the goal of solving work smoothly and effectively.

At the end of the working session, the leaders of the Lao Cai Provincial People's Committee Office and the Yen Bai Provincial People's Committee Office reached a high consensus on the layout and content of the Project and on the number and names of the focal points under the Office. Proposed to edit and reduce a content to ensure conciseness, completeness and clarify the functions and tasks of some departments, offices and units. Proactively review the differences between the two Offices to report and propose to the Steering Committee for timely removal and resolution. After the Project is approved, it will continue to develop and discuss the plan for arranging personnel work and regulations related to Party work to ensure suitability. At the same time, continue to grasp the thoughts and aspirations of cadres, civil servants, public employees and workers to synthesize and propose to competent authorities.

The Offices of the People's Committees of the two provinces continue to exchange information, closely coordinate to complete the draft of the Merger Project and the implementation of the next steps, ensuring the right progress, quality, and suitability with the actual situation.
