With the goal of turning Ho Chi Minh City into a healthcare center of the ASEAN region in the spirit of the direction of Resolution No. 31-NQ/TW dated December 30, 2022 of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2030, with a vision to 2045, the Department of Health has set out 4 key tasks of the sector that need to be implemented synchronously, including: Improving capacity for disease prevention and control; Improving capacity for grassroots health care and effectively implementing community health activities; Improving capacity for out-of-hospital emergency care in a professional direction and Developing specialized health care.
Along with the projects and plans for developing the City's healthcare system, the Ho Chi Minh City Department of Health has drafted the Project "Improving the capacity of the 115 Emergency Center in a professional manner from now to 2025 and the following years" and submitted it to the City People's Committee for consideration and approval.
The City Health Department is focusing on developing a system to enhance the capacity of the 115 Emergency Center.
According to this project, instead of only having 1 emergency center as at present, the City will develop 3 emergency centers corresponding to 3 specialized medical clusters (according to the Specialized Medical Development Project of the City Health Sector, including: Central cluster, Tan Kien cluster and Thu Duc cluster).
The three emergency centers are: 115 Emergency Center - Central Cluster, 115 Emergency Center - Tan Kien Cluster and 115 Emergency Center - Thu Duc Cluster.
Of these three emergency centers, the 115 Emergency Center - Tan Kien cluster will be the command center that will be newly invested in with spacious, modern infrastructure designed to suit a professional out-of-hospital emergency center.
This center will have a training area, practical training for paramedics, a supply area for medical supplies and equipment used in out-of-hospital emergencies, a warranty and maintenance area dedicated to ambulances, etc. and especially a call center, providing on-site treatment advice to people, and coordinating out-of-hospital emergency teams (dispatchers).
At the 10th Session of the City People's Council, infrastructure development projects for the health sector were approved, including the project "Construction of a new 115 Emergency Center in Tan Kien Commune, Binh Chanh District".
In addition, the remaining two emergency centers in the central cluster and Thu Duc cluster will be responsible for emergency care for people in the central area of the city and Thu Duc City area. In the immediate future, the People's Committee of Thu Duc City has agreed and supported the opening of an additional emergency center in the Thu Duc cluster and has a plan to supplement the land planning for the emergency center located in this cluster.
In addition, the 115 Emergency Center opened two more satellite emergency stations by water and air, which is an indispensable activity when wanting to transform out-of-hospital emergency activities in a professional direction.
According to the plan, a waterway rescue station will be established in Can Gio district. With the coordination and support of the City Border Guard, it is completely feasible to send a specialized rescue boat to provide emergency services to the people of Thanh An island commune, people living and working on the sea of Can Gio and neighboring areas.
Similarly, the establishment of an air ambulance station in the city with the coordination and support of Military Hospital 175 (where a helicopter landing pad for air ambulance services is already in operation) is also completely feasible in the near future.
