The Government issued the Plan to implement Resolution No. 163/2024/QH15 dated November 27, 2024 of the National Assembly approving the investment policy of the National Target Program on drug prevention and control until 2030.

Accordingly, the key contents of the Plan include: Organizing dissemination and extensive propaganda to all levels, sectors and people in the process of implementing the Program; researching and implementing the contents and tasks stated in Resolution No. 163/2024/QH15 of the National Assembly to proactively organize implementation in accordance with regulations; reviewing, developing and promulgating according to authority, submitting to competent authorities for promulgation of legal documents, management and administration documents, and instructions for implementing the Program.
Organize the approval and implementation of the Program in accordance with the provisions of the Law on Public Investment, the Law on State Budget and relevant current legal provisions and strengthen inspection and supervision at all levels and sectors during the implementation of the Program to ensure compliance with the approved objectives.
Issuing criteria for identifying drug-free areas
In particular, the Government requested the Ministry of Public Security to preside over and coordinate with relevant ministries and agencies to urgently develop and complete the Program Feasibility Study Report and the Program Approval Decision for submission to the Prime Minister for approval; promulgate regulations on principles, criteria, and central budget allocation norms for implementing the Program in accordance with the law; promulgate criteria for determining key routes, areas with complex drug problems, and drug-free areas.
Review, issue under authority or submit to competent authority for issuance of documents guiding the implementation of the Program; specific mechanisms and policies for the implementation of the Program; mechanisms for inspection and supervision of the Program; guide localities to review and classify key routes, areas with complex drug problems, and drug-free areas as a basis for implementing the Program; research and develop related programs, tasks, and projects within the scope of the Program under assigned responsibilities.
The Ministry of Finance shall preside over and coordinate with the Ministry of Public Security and relevant ministries and branches to review, develop and promulgate a financial management mechanism for public investment capital and career funding sources to implement the Program under its authority.
Based on the budget proposals of ministries, branches and localities, the Ministry of Finance shall preside over the synthesis, submit to competent authorities and coordinate with relevant ministries, branches and localities to arrange regular expenditures in the annual state budget estimates according to the provisions of the State Budget Law and current regulations to ensure the implementation of the Program; propose the Prime Minister to consider, consolidate or establish a new Central Steering Committee for National Target Programs to direct the implementation of the Program.
Ministries and central agencies assigned to preside over projects and component sub-projects under the Program shall urgently develop and complete projects and component sub-projects; coordinate with the Ministry of Public Security, the Ministry of Finance and relevant ministries and branches to complete the Program's Feasibility Study Report; develop principles, criteria and norms for allocating central budget capital to implement the Program; review and develop documents guiding the implementation of the Program, projects and component sub-projects under the Program; organize the implementation of the Program's contents according to assigned tasks.
Raising awareness of drug prevention in the whole society
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant ministries, branches and localities to direct press agencies, grassroots information systems and other forms of media to promote communication about the Program.
The Government requests the Central Committee of the Vietnam Fatherland Front and its member organizations, according to their functions and tasks, to supervise the implementation of the Program; to strengthen propaganda and mobilize members and people to raise awareness of drug prevention and control in the whole society from the grassroots level, each locality, each family, each person, especially youth, teenagers, students, workers, and laborers; to maintain and expand drug-free communes, wards, and towns; to coordinate effectively in implementing the contents of the Program.
By 2030, over 50% of communes, wards and towns nationwide will be drug-free.
People's Committees of provinces and centrally run cities shall strengthen the Program Steering Committee and coordinating units, assisting the Steering Committees at all levels in accordance with local conditions and relevant legal regulations.
Urgently deploy comprehensive solutions to promote the combined strength of the political system and the entire population to participate in drug prevention and control work; do well and raise awareness of drug prevention and control from the grassroots, each locality, each family, each citizen so that all people condemn, do not accept drugs, do not harbor drugs, coordinate with functional agencies to strictly manage so that drug addicts and illegal drug users do not commit crimes and violate the law.
At the same time, immediately deploy synchronous solutions to maintain and expand drug-free communes, wards and towns, strive to build 20% of communes, wards and towns free of drugs by 2025 and develop an annual implementation roadmap to ensure that by 2030, at least 50% of communes, wards and towns nationwide will be free of drugs.
The People's Committees of provinces and centrally run cities shall develop plans and balance, arrange capital, and allocate local budgets to implement the Program's tasks, especially for drug addiction treatment; submit to the Provincial People's Councils for decision on the allocation of central budget capital to support localities in implementing the Program; issue, within their authority, regulations on integrating capital sources from other national target programs, programs, and projects with the same content, tasks, objects, scope, and locations to implement the Program in the locality, ensuring economical and effective use of funds; strive to complete the approved Program's objectives; prevent overdue capital construction debts; review and issue relevant documents to serve the management, operation, implementation, inspection, and supervision of the Program's implementation in the locality...
