That is: Building a policy of preferential treatment and fully supporting funding when sending teachers and managers at public service units in the education and training sector to participate in English-language training programs at master's and doctoral levels in specialized fields (educational management, natural sciences, mathematics, etc.) abroad.
Develop a separate financial mechanism for training and fostering civil servants and public employees in the education and training sector. The unit is provided with sufficient funds for domestic and foreign training and fostering of civil servants and public employees in each unit, with reasonable remuneration and timely reward policies...
Develop a specific mechanism to be able to contract and pay foreign teachers and overseas Vietnamese to teach at general education institutions in Ho Chi Minh City.
Continue to complete and submit to the City People's Council a resolution on policies for civil servants who are primary school teachers of English, IT, physical education, music, and fine arts in response to current educational innovation requirements when implementing the 2018 General Education Program.
At the same time, increase the attraction of excellent university graduates from domestic or foreign higher education institutions to participate in recruiting civil servants in the city's education and training sector in accordance with the policy of rewarding young talents in the spirit of Decree No. 140/2017.
IMPROVED LIVES OF PUBLIC KINDERGARTEN TEACHERS
The increase in basic salary from July 1, 2024 applied nationwide, along with many preferential policies according to the special policies of Ho Chi Minh City in recent times, has helped improve the lives of public preschool teachers in Ho Chi Minh City.
A report in September 2024 by the Ho Chi Minh City Department of Education and Training said that the highest total income of public preschool managers in the city was 17,059,000 VND/month, the lowest was 10,682,000 VND/month, with an average income of 13,870,500 VND/month.
Public preschool teachers in Ho Chi Minh City have the highest income of 16,869,000 VND/month, the lowest of 5,103,000 VND/month, with an average income of 10,986,000 VND/month.
The leader of the Department of Education and Training of Ho Chi Minh City said that based on legal documents as prescribed, public preschool teachers are entitled to full salary regimes, preferential allowances, and seniority allowances for teachers according to the general regulations of the Government and the Ministry of Education and Training. In addition, public preschool teachers in Ho Chi Minh City are supported according to the Resolutions of the City People's Council. These are Resolution No. 01/2014 dated June 14, 2014 of the Ho Chi Minh City People's Council on supporting preschool education; Resolution No. 01/2021/NQ-HDND on amending and supplementing Point c, Clause 4.2, Article 2: Support for newly graduated teachers in the first year 100% of the basic salary; the second year is supported 70% of the basic salary; the third year is 50% of the basic salary. From the fourth year, the salary regime for teachers will be implemented as the current regime.

The Ho Chi Minh City Department of Education and Training is seeking opinions on the draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students, and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year.
Specifically, in the draft, the Department of Education and Training of Ho Chi Minh City develops two specific policies to support tuition fees, including: Tuition support for preschool children, public and non-public high school students and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year. The estimated implementation cost is from 338 - 653 billion VND.
Explaining the draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students and high school continuing education students in Ho Chi Minh City from the 2025-2026 school year, the Department of Education and Training said that from the 2025-2026 school year, primary school students in public schools, 5-year-old preschool children and secondary school students will be exempted from tuition fees. Thus, only preschool children under 5 years old and high school students will have to pay tuition fees according to regulations.
Therefore, the policy choice is to continue to inherit the tuition support policies that the city has implemented in recent school years, which have received support and consensus from society.
