This was emphasized by Chairman of Ho Chi Minh City People's Committee Phan Van Mai at a scientific workshop chaired by the Advisory Council for the implementation of Resolution 98/2023 and the City Development Research Institute, organized on December 23.
Mr. Phan Van Mai said that in the current development context, Ho Chi Minh City wants to focus on cooperation and connection with the Southeast region, receiving motivation from different resources to achieve the highest goal. "The city will take on the core mission of coordinating, regulating, and allocating resources to cooperate and develop together with this region," Mr. Phan Van Mai shared.
Raising the question "When the country and the people rise up to enter a new era, where is Ho Chi Minh City in this journey?", the head of the Ho Chi Minh City government likened: The city must be in the main lineup and must "play striker". And, the city will not do this alone but will be placed in the Southeast region and the key economic zone of the South.
In the following years, Ho Chi Minh City set a political determination to join the whole country and the people in rising up strongly to enter a new era.
At the scientific conference, Dr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies, said that the country's "locomotive" city has just put into operation its first urban railway line (Metro No. 1), which will gradually create the premise for the development of the remaining 7 lines in the following years.
In addition to Metro Line 1, Ho Chi Minh City is also dedicating resources to completing Ring Road 2; at the same time, implementing the construction of Ring Roads 3 and 4, to create a traffic system connecting the entire Southeast region.
Meanwhile, Dr. Tran Du Lich, Chairman of the Advisory Council for the implementation of Resolution No. 98/2023/QH15, said that Ho Chi Minh City and the Southeast region have been focusing on projects to change the entire region.
To connect regions and cooperate more effectively, Dr. Lich suggested that the city government should focus on quickly and effectively handling "suspended" projects and backlogs of work for many years, which waste resources... From there, create corridors of mechanisms and policies to absorb investment capital, creating development momentum for the entire region.
Also at the scientific conference, Associate Professor Dr. Tran Hoang Ngan, Assistant to the Secretary of the Ho Chi Minh City Party Committee, suggested the “3:3:3” development model that will help Ho Chi Minh City accelerate and develop sustainably in the coming years. This model includes 3 strategic breakthroughs (institutions, infrastructure, high-quality human resources); 3 acceleration engines (science, technology and innovation, digital transformation, high-quality services) and 3 regular and sustainable activities (green transformation, culture, tourism).
Opinions at the workshop also said that Ho Chi Minh City needs to continue to effectively apply the special mechanism from Resolution 98. This Resolution has created a solid legal basis, and at the same time helped the city remove bottlenecks in the development process in recent times.
