On February 28, the Ministry of Planning and Investment held a consultation workshop on the draft Ho Chi Minh City Planning for the period 2021 - 2030, with a vision to 2050 (draft).
Overview of the workshop
According to the draft, Ho Chi Minh City will develop three economic development scenarios. Specifically, scenario 1 is to develop in a modern direction; scenario 2 is to effectively remove bottlenecks, enhance industrialization and service-oriented innovation; scenario 3 is to build new growth drivers led by high-tech industries and advanced services.
The GRDP growth rates corresponding to the three scenarios are 6.6%; 8.3% and 10.5% respectively. The scenario chosen by the group of authors to present the main assumptions is the second scenario. However, this scenario is considered by many experts to be somewhat unreasonable.
According to former Deputy Minister of Planning and Investment Cao Viet Sinh, if the city only chooses 8.3% growth as the average scenario, the region cannot reach 9% as determined in the regional planning. "The reasonable level for the city must be 9%," Mr. Sinh proposed.
Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Management (CIEM), said: "HCMC can choose option 3 (growth above 10%), even higher is still feasible."
Focus on solving the bottleneck
Minister of Planning and Investment Nguyen Chi Dung emphasized that in planning, first of all It is necessary to assess more specifically and clearly the causes of the shortcomings and limitations leading to bottlenecks and bottlenecks.
Identify the new role, position and mission of Ho Chi Minh City in the Southeast economic region, the Mekong Delta as well as in the whole country, including the region and internationally. From there, identify the key points and priorities for the city's development, and have appropriate solutions.
Breakthrough solutions need to focus on solving bottlenecks and bottlenecks including: solving traffic congestion, preventing flooding, and focusing on industrial development.
"If these three issues are not resolved soon, Ho Chi Minh City will not become this or that center... It will be costly, requiring a lot of effort and money," said Mr. Dung.
The head of the Science and Investment sector believes that Ho Chi Minh City must develop at the forefront, lead and spread; become a globally connected city on par with cities in the region and the world.
"It is necessary to continue to closely follow the resolutions of the Central Committee, industry and national planning; orientations of regional planning, tasks of city planning, thereby promoting economic structure according to new development trends such as: digital economy, artificial intelligence, green economy, circular economy, night-time economy...", Mr. Dung suggested.
According to Mr. Dung, Ho Chi Minh City must have a breakthrough solution in mobilizing and allocating resources, from both the state budget and social mobilization, and other forms such as public-private partnerships.
In addition, it is necessary to speed up the progress of urban railways; coordinate with Binh Duong, Dong Nai, Long An to remove difficulties and obstacles to speed up the progress of Ring Road 3 project, and quickly prepare to establish Ring Road 4 project...
"HCMC is like a bound spring. How can we untie it so that the spring can operate, rise up, and break through? That is the task of planning. If it can bounce back, HCMC can develop rapidly. I have complete confidence in this planning, with new thinking, approaches, visions, and creativity..., HCMC will certainly have the conditions to develop rapidly in the coming time, worthy of returning to become the Pearl of the Far East," Minister Nguyen Chi Dung emphasized.
