2025 is a year of special significance, a year of acceleration, breakthrough, reaching the finish line, striving to achieve the highest results in the goals and targets of the 5-year socio-economic development plan (2021-2025); the year of the 24th Cam Pha City Party Congress, the 16th Provincial Party Congress, towards the 14th National Congress of the Party.
Create momentum for breakthrough
In 2025, the forecast of socio-economic development in the context of mixed difficulties and advantages will directly and multi-facetedly impact the social life of Cam Pha City as well as the province. In that context, the Party Committee, government and people of all ethnic groups in the city must make efforts to overcome existing shortcomings, limitations and inadequacies, strongly promote growth drivers; at the same time, mobilize and effectively use all resources, continue to focus on synchronously and effectively implementing tasks and solutions set out in all fields according to the Resolution of the 23rd City Party Congress, term 2020-2025.
In 2025, Cam Pha City has determined the theme of the year as: "Focusing on removing difficulties, unlocking resources; making a breakthrough in economic development, creating momentum for the new term"; in which, striving to complete the goals, tasks and targets set out in the Resolution of the 23rd City Party Congress. In particular, the goal by 2025 is to develop infrastructure, architecture and landscape of Cam Pha City to basically meet the criteria of a type I urban area.
Therefore, Cam Pha City focuses on implementing the main economic targets of promoting the growth rate of production value to 8.82%; of which industry - construction reaches 5.5%, trade - services reaches 18.7%, agriculture, forestry and fishery reaches 10.5%, budget revenue strives to exceed the target assigned by the province. In addition, Cam Pha City is determined to maintain its position in the top group of the province in terms of overall education quality; maintain the criteria of the city having no poor or near-poor households according to Resolution No. 13/2023/NQ-HDND dated March 30, 2023 of the Provincial People's Council.
In 2025, Cam Pha City also determined to improve the quality of forest coverage, the forest coverage rate reached 21%; the whole city maintained the rate of urban population with access to clean water; 100% of rural population used hygienic water according to regulations; the rate of collection and treatment of urban domestic waste ensured standards and regulations and the rate of solid waste collected at centralized landfills reached 100%.
The above key objectives are the premise for Cam Pha City to make a breakthrough in implementing the socio-economic development task in 2025.
Synchronize solutions
Continuing to implement Resolution No. 12-NQ/TU of the City Party Committee on building Cam Pha City to basically meet the criteria of a Type I urban area by 2025 and become a Type I urban area by 2030, the city persistently implements the motto "Using public investment to lead private investment", mobilizing resources to implement the project of the road connecting Vung Duc street from Cam Dong ward to Cam Son ward (phase 1); at the same time, unleashing resources to realize the planning on investment in the seaport system and logistics area at Con Ong - Hon Net Port.
In 2025, Cam Pha City is determined to continue creating conditions for businesses to invest in potential areas, such as: Digital transformation, building a smart city associated with education and training development; developing industrial parks and industrial clusters with a synchronous, modern, and environmentally friendly technical infrastructure system. On that basis, the city promotes the establishment of investment attraction projects in the fields of agriculture, environment, serving high-quality aquaculture, fishing ports, and ship mooring ports. Thereby, forming smart parking lots in key urban areas, key works on water supply, drainage, improving environmental technical infrastructure systems for wastewater treatment, medical waste, household waste, etc.
In addition, the city focuses on improving the quality of administrative reform to ensure compliance with the law, speed, convenience, publicity, transparency, and create favorable conditions for people and the business community. Along with that, it focuses on digital transformation, effective application of IT; implementing the construction of a digital society, digitizing state management activities, digitizing administrative procedure settlement, and providing online public services throughout the process. In order to achieve the best results, the city will also focus on developing the digital economy to create new momentum for growth, support, and remove as much as possible difficulties and obstacles hindering production and business activities, and unblocking bottlenecks in mobilizing and using investment resources.
At the same time, Cam Pha City also focuses on improving the quality of human resources associated with the orientation of economic restructuring, restructuring of labor occupations in various fields. Promoting the development of science and technology and innovation, implementing the application of science and technology in the socio-economic development of the locality.
Focus on developing the tourism and service sector by implementing sightseeing and tourism tours in Ha Long Bay and Bai Tu Long Bay; effectively promoting the 5 tourist destinations recognized by the province and the high-class Yoko Onsen Quang Hanh hot spring resort. Continue to promote the value of the special national historical relic Cua Ong - Cap Tien temple. At the same time, focus on reviewing and arranging the organization and staff of the government from the city to the communes and wards to ensure streamlining, effective and efficient operations; strive to reduce 10% of public service units by the end of 2025 compared to before.
