Comprehensively implementing the targets of Resolution No. 12-NQ/HU dated December 8, 2023 of the District Party Committee on directions and tasks for 2024, up to this point, Hai Ha district has basically achieved progress compared to the set plan. The economy continues to grow, the production value of economic sectors reaches more than 26,700 billion VND, an increase of 11% over the same period in 2023. Currently, the district is focusing on overcoming the damage caused by storm No. 3 to stabilize people's lives, focus on developing production, and promote growth in the last months of the year.
Focus on overcoming damage caused by storm No. 3 
Storm No. 3 caused serious damage to civil works, green tree systems, electric poles, especially to agricultural, forestry and fishery production in the district. According to preliminary statistics of the People's Committee of Hai Ha district, storm No. 3 did not cause any human casualties, but it blew off the roofs of 39 houses and collapsed 1 house under construction; 4 schools had their roofs blown off with an area of 620m2, 19 schools had their glass doors, toilets, school gates, and signs damaged; 800m2 of ancillary works had their roofs blown off; 305m of surrounding walls collapsed; 2 welcome gates and 5 loudspeaker clusters were broken; 44 electric poles were broken, including 5 low-voltage poles at Hai Ha Seaport Industrial Park and 39 electric poles lighting up rural roads and fishbone power lines in villages, hamlets, and residential areas with more than 3,200m of various types of electric wires broken.
The storm also knocked down and broke 1,612 trees on traffic routes, office and school grounds; hundreds of hectares of acacia, fruit trees, rice and crops were knocked down, broken and partially flooded. More than 130 hectares of oyster and mussel farms and dozens of aquaculture cages were damaged, greatly affecting agricultural, forestry and fishery production in the area.
In particular, the landslide at National Highway 18B in Ma Thau Pho village, Quang Duc commune, continued to collapse, causing great difficulties for future repair work, affecting people's travel and import-export activities at Bac Phong Sinh border gate. 
Immediately after storm No. 3 made landfall, the authorities and communes and towns of Hai Ha district quickly overcame the problems caused by the storm. The district focused on inspecting, counting, assessing the situation and urgently overcoming the damage. Localities, agencies and units mobilized forces to clean up, clean the environment, and collect fallen and broken trees. In just one day of effort, agencies and schools in the district returned to normal operations. The electricity sector quickly fixed more than 20 locations with broken electric poles and broken power lines so that on September 9, the communes and towns of the district had electricity for daily life (except Cai Chien commune) and the communication networks operated normally.
Currently, Hai Ha district is continuing to direct the mobilization of environmental sanitation forces and support people to overcome the consequences; inspect and assess the situation of boats, facilities, and production to ensure stable people's lives after the storm. In particular, the district directs communes and towns to review local PCTT&TKCN plans, proactively implement the "4 on-site" plan when there are floods after the storm. Direct the Eastern Irrigation Company Limited to operate Truc Bai Son reservoir, and have a plan to ensure safety for the project and downstream areas.
Assign officers and members of the District Steering Committee for Disaster Prevention and Control to go to communes to immediately inspect and review areas at high risk of flash floods, landslides and areas that are frequently flooded and isolated to inform and warn people and affected subjects and deploy appropriate response measures; proactively evacuate people from dangerous areas, ensure safety of people and property; deploy plans to prevent heavy rains causing flash floods and landslides in residential areas. Direct Texhong Vietnam Industrial Park Co., Ltd. and enterprises and production facilities to implement measures to ensure safety for construction works under construction and ensure safety for people and means of production, stabilize workers' lives and production.
Maintain growth momentum in the last months of the year
Implementing the socio-economic development plan for 2024, from the beginning of the year, Hai Ha district has focused on leading and directing decisively, proactively, with focus and key points, concretizing the political tasks, major policies of the province and district on the direction and tasks for 2024. With active and proactive leadership, direction and implementation of tasks in all fields of work, up to now, the socio-economic situation has grown steadily. Some areas have achieved and exceeded the growth scenario: The production value of economic sectors reached 26,701 billion VND, up 11% over the same period. The value of the trade - service sector increased sharply, estimated at 8,308.3 billion VND, up 24.4%. The district organized many tourism activities attracting more than 129,300 visitors, with revenue reaching more than 168 billion VND, up 47.26% over the same period.
In particular, import-export activities at Bac Phong Sinh border gate have recovered after Bac Phong Sinh - Ly Hoa Customs Clearance officially came into stable operation. Total import-export turnover of goods in 8 months reached more than 40.8 million USD, up 10.31% over the same period. Total state budget revenue by the end of August is estimated at more than 233.8 billion VND, equal to 68% of the provincial estimate, equal to 66% of the district estimate, up 17% over the same period. Investment implementation of projects in the rural transport project has been accelerated, basically ensuring progress according to the province's direction.
However, according to the report of the District People's Committee, the socio-economic situation of Hai Ha still has some shortcomings and limitations, especially due to the impact of storm No. 3, some areas are greatly affected such as the production value of agriculture, forestry and fishery; the progress of construction investment projects is difficult to ensure progress, leading to the disbursement of public investment capital being affected. The assignment and leasing of marine farming areas is facing difficulties. The site clearance work, especially for the site clearance phase 1.5 of Hai Ha Seaport Industrial Park and some transitional projects is facing difficulties.
Along with focusing on overcoming the damage caused by storm No. 3, Hai Ha district continues to direct sectors and localities to closely follow the 2024 Economic Growth Scenario to direct the implementation of specific solutions according to the fields of the agencies and units in charge to promote economic development.
Accordingly, Hai Ha district will focus on agricultural production in the last months of the year; complete plans and completely resolve site clearance work for a number of projects transferred from 2023 and new projects starting in 2024; urge to speed up the construction progress of new projects starting in 2024; complete bidding procedures, select contractors, complete payment and settlement records for each item and completed volume to promptly disburse public investment capital, ensuring the disbursement progress by September 30 reaches 80% of the capital plan.
