Under the leadership of the Party, headed by the General Secretary and the drastic participation of the entire political system, the business community and the people of the whole country, the socio-economic situation continues to recover positively, each month is better than the previous month, and the growth of each quarter is higher than the previous quarter. It is expected to achieve and exceed all 15/15 main targets.
At the Conference, delegates also discussed and pointed out the limitations, shortcomings, difficulties, challenges, causes and lessons learned. Focus on closely monitoring the international and domestic situation, promptly having policies to immediately handle newly arising issues.
Thanks to the high determination, great efforts, and drastic actions of the entire political system, people, and businesses under the leadership of the Party, often and directly by the Politburo and the Secretariat, our country's socio-economic situation continues to recover positively, improving month by month and quarter by quarter. In 2024, not only will it achieve but basically exceed all 15/15 main targets.
Many important indicators and indexes on growth, economic scale, GDP per capita, inflation, labor productivity, enterprises, FDI attraction, culture, social security, employment, people's lives, etc. achieved outstanding results, higher than the estimated results reported to the National Assembly at the 8th Session, and were highly appreciated by the people and the international community.
Affirming a clear recovery, being a bright spot in growth and belonging to the group of high-growth countries in the world
Specifically, the economy has affirmed a clear recovery, is a bright spot in growth and is among the group of high-growth countries in the world; economic growth is higher than the set target; the macro economy is basically stable, inflation is controlled, major balances are ensured, state budget deficit is controlled, public debt and government debt are much lower than the allowed target.
The growth rate of gross domestic product (GDP) in the following quarter is higher than the previous quarter; compared to the same period in 2023; GDP in 2024 is estimated to increase by 7.09% over the previous year, only lower than the growth rate of 2018, 2019 and 2022 in the period 2011-2024.
Vietnam's growth rate is assessed by the World Bank, Asian Development Bank (ADB), International Monetary Fund (IMF) as being among the few countries with high growth in the region and the world, and is highly appreciated by many other international organizations.
The agriculture, forestry and fishery sector maintained a fairly good growth momentum, the industrial sector recovered positively, the growth rate of added value in 2024 is estimated at 8.32% compared to the previous year, only lower than 2019 in the 2019-2024 period, contributing 2.70 percentage points to the growth rate of total added value of the whole economy. In which, the processing and manufacturing industry is an important driving force, leading economic growth.
Trade and tourism activities maintain high growth momentum, contributing positively to the growth of the service sector. The added value of the service sector in 2024 increased by 7.38%, higher than the growth rate of 6.91% in 2023.
Total retail sales of goods and consumer service revenue in 2024 increased by 9.0% over the previous year, achieving the target set in Resolution No. 01/NQ-CP of the Government. International visitors in 2024 reached nearly 17.6 million arrivals, an increase of 39.5% over the previous year.
The supply of goods, especially essential goods, food, fuel, etc., is always guaranteed, well meeting the needs of people and production and business activities. Market management, prevention and control of smuggling, trade fraud, counterfeit goods, fake goods, and origin fraud, especially goods traded in the e-commerce environment, continue to be strengthened.
Inflation is controlled in the context of strong fluctuations and many difficulties in the world. On average, core inflation in 2024 increased by 2.71%, lower than the average CPI increase, which is very positive in the context of salary increase from July 1, 2024 and price adjustment of some services.
The work of price management and price adjustment of State-managed goods has been carried out closely and thoroughly; plans and roadmaps for price adjustment have been proactively developed in accordance with developments and inflation situations, preventing sudden price increases at the same time, minimizing the impact on inflation and ensuring the harmony of interests of relevant parties.
Market, price and commodity management work continues to be strengthened, combined with appropriate and effective communication and information solutions, stabilizing people's psychology and inflation expectations, especially before, during and after the implementation of wage policies, pension increases and policies.
The monetary and foreign exchange markets are basically stable, ensuring liquidity, consistent with macroeconomic developments, inflation control goals and capital needs of the economy.
Monetary policy is actively, flexibly, accurately, promptly and effectively managed, ensuring harmony between interest rate and exchange rate management. Fiscal policy is implemented in an open and reasonable manner, contributing significantly to promoting economic growth.
The operating interest rate level is kept stable; at the same time, credit institutions are directed to continue to reduce costs to reduce the lending interest rate level; publicize the lending interest rate level, increase access to credit. The average lending interest rate for new transactions of commercial banks continues to decrease compared to the end of 2023.

In 2024, the trade balance of goods will have a trade surplus of 24.77 billion USD (2023 trade surplus of 28.4 billion USD). Of which, the domestic economic sector will have a trade deficit of 25.52 billion USD; the foreign-invested sector (including crude oil) will have a trade surplus of 50.29 billion USD.
Trade promotion and export market expansion continued to achieve positive results, combining exploitation of traditional markets with expansion of new markets (Africa, Eastern Europe, Northern Europe, West Asia).
The national trade promotion program has supported nearly 2,000 businesses to participate and benefit directly with the value of contracts signed directly at international fairs and exhibitions reaching nearly 10 million USD, sales at regional fairs and exhibitions reaching more than 80 billion VND; helping businesses find stable sources of raw materials for production, diversify export markets, as well as learn, approach, and connect with new markets and partners, take advantage of FTAs, strengthen international market connections and participate deeply in global value chains.
Our country has established an important position on the world semiconductor industry chain map, attracting many large technology corporations, especially the signing of a cooperation agreement between the Government and NVIDIA Corporation. The national brand value in 2024 will reach 507 billion USD, ranking 32nd in the world, up 1 place compared to 2023.
The balance of state budget revenue and expenditure is guaranteed.

Total state budget revenue in 2024 is estimated at VND 2,037.5 trillion, up 19.8% (up VND 336.5 trillion) compared to the estimate, up VND 164.2 trillion compared to the number reported to the National Assembly at the 8th session (October, November 2024), up 16.2% compared to the implementation in 2023.
Budget expenditure tasks in 2024 will be carried out according to estimates, ensuring the operation of the state apparatus, preventing and fighting epidemics, overcoming the consequences of natural disasters, ensuring national defense, security and social security, and taking care of beneficiaries of salaries, pensions and social allowances from the state budget.
FDI attraction has achieved many positive results. The total newly registered, adjusted and contributed foreign direct investment (FDI) in 2024 is about 38.23 billion USD, down 3% compared to 2023.
The realized capital of foreign investment projects is estimated at about 25.35 billion USD, an increase of 9.4% compared to 2023, reaching the highest level since 2020, showing that foreign investors are fulfilling their commitments in the Vietnamese market, while also reflecting the economy's capacity to absorb and disburse investment capital, promoting economic growth.

Business development situation is changing more positively.
The business development situation has changed more positively, the number of businesses entering and re-entering the market in 2024 is still high at 233,419 businesses, 1.2 times the number of businesses withdrawing from the market.
The number of businesses returning to operations in 2024 reached an all-time high of 76,179, exceeding the 70,000 businesses re-entering the market in a year.
The additional registered capital of operating enterprises to the economy in 2024 reached VND 2,025,854 billion, an increase of 3.6% compared to 2023. About 77.3% of enterprises assessed that the business situation in the fourth quarter of 2024 was better and remained stable compared to the third quarter of 2024, showing businesses' confidence in the positive recovery of the economy.
Policies and programs to support businesses have been effectively implemented, especially for small and medium-sized enterprises. The consulting network for small and medium-sized enterprises continues to be upgraded and expanded. Mechanisms and policies to promote the transformation of business households into enterprises have been actively researched, built, and improved in the direction of encouraging and creating conditions for business households to expand their scale and improve operational efficiency.
The Program to Support Enterprises in Digital Transformation for the 2021-2025 period has been effectively implemented, achieving a number of outstanding results; providing direct training to nearly 14,200 enterprises and providing in-depth consulting support to about 390 enterprises to build and deploy a digital transformation roadmap, supporting the application of innovative technology to the management and production processes of enterprises.

At the Conference, Permanent Deputy Prime Minister Nguyen Hoa Binh presented a report on directions, key tasks, and breakthroughs in implementing the 2024 Socio-Economic Plan.

The most important of which is the lesson of solidarity of the whole Party, the whole people, the nation, international solidarity and the lesson of grasping the situation, responding proactively, promptly, flexibly and effectively with policies.
According to Deputy Prime Minister Nguyen Hoa Binh, 2025 is of great significance and is the year of many important events for the country. The tasks are extremely heavy. We must "accelerate and break through" to achieve the socio-economic development goals of 2025 and the entire 2021-2025 term, creating a premise to implement the socio-economic development plan for the 2026-2030 period.
The theme of 2025 is "Discipline and responsibility; proactive and timely; streamlined and efficient; accelerated breakthrough".
The Government and the Prime Minister focus on directing the synchronous implementation of resolutions and conclusions of the Party and the National Assembly, focusing on 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions and 185 specific tasks to achieve the goals and targets.
Specifically, the general goals are: Continue to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; perfecting institutions and laws; developing infrastructure; improving the quality of human resources; developing science and technology, innovation; digital transformation, green transformation, circular economy; developing culture, ensuring social security, improving people's lives; fighting against corruption, negativity, waste; consolidating and strengthening national defense and security, firmly protecting independence and sovereignty; maintaining political security, order, and social safety; promoting foreign affairs and international integration; enhancing the prestige and position of our country in the international arena.
The main targets set are: striving for a growth rate higher than 8%; the consumer price index (CPI) increasing by an average of about 4.5%; the poverty rate according to the multidimensional poverty standard decreasing by about 0.8-1% and 71 other targets.

From the above goals and targets, Deputy Prime Minister Nguyen Hoa Binh proposed 8 key and breakthrough tasks and solutions for 2025.
Specifically, first, perfecting institutions is the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; successfully organizing Party Congresses at all levels, towards the 14th National Congress of the Party.
Fully and promptly institutionalize the policies and guidelines of the Party and State. Submit to the National Assembly for comments and approval of 38 draft laws; including amending and supplementing a number of important laws such as the Law on Promulgation of Legal Documents, the Law on Organization of the Government, the Law on Organization of Local Government, the Law on Investment, the Law on Enterprises and actively participating in perfecting the Law on Organization of the National Assembly... Continue to operate monetary policy proactively, flexibly, promptly, effectively, in a synchronous, harmonious, and close coordination with a reasonable, focused, and key expansionary fiscal policy. Strongly develop the financial and capital markets; resolutely implement solutions to upgrade the Vietnam Stock Market. Improve credit quality, strive for credit growth of over 15%. Strengthen financial and state budget discipline; strictly manage, strive for state budget revenue in 2025 to be at least 10% higher than in 2024; thoroughly save on expenditures, especially regular expenditures.
Renewing traditional growth drivers: Focus on promoting public investment disbursement from the beginning of the year; develop a medium-term public investment plan for the 2026-2030 period, ensuring no more than 3,000 projects. Resolutely withdraw projects that are not implemented on schedule, eliminate unnecessary projects. Promote public-private partnership; develop effective criteria and mechanisms to selectively attract foreign investment. Synchronously implement solutions to stimulate domestic consumption, promote international and domestic tourism; strive to attract 120-130 million domestic visitors and 20 million international visitors by 2025. Chú trọng phát triển văn hóa, xã hội, và xây dựng con người Việt Nam có đủ phẩm chất, năng lực đáp ứng yêu cầu phát triển bền vững, đồng thời bảo đảm an sinh xã hội xây dựng môi trường sống lành mạnh, giảm nhẹ thiên tai, thích ứng với biến đổi khí hậu. Cần hun đúc, nuôi dưỡng tư duy của trẻ em ngay từ khi cắp sách đến trường một tinh thần tự học, tinh thần tự giác, tự lực, tự cường, tự hào dân tộc, sống có hoài bão, lý tưởng và ý chí vươn lên. Việc đầu tư phát triển văn hóa cần hài hòa với kinh tế và xã hội, tạo dựng một xã hội văn minh, đoàn kết và tiến bộ. Ban hành cơ chế khuyến khích phát triển công nghiệp văn hóa, tạo ra các sản phẩm văn hóa giá trị, phát huy tiềm năng và bản sắc dân tộc. Triển khai hiệu quả Chương trình mục tiêu quốc gia phát triển văn hóa giai đoạn 2025-2035 để nâng cao đời sống tinh thần, bảo vệ và phát huy giá trị văn hóa truyền thống trong hội nhập quốc tế. Tổ chức các hoạt động kỷ niệm các ngày lễ lớn năm 2025 nhằm tăng cường nhận thức cộng đồng về giá trị lịch sử, văn hóa và truyền thống dân tộc. Xây dựng hệ thống chính sách xã hội toàn diện, hiện đại và bền vững. Thực hiện tốt các chính sách an sinh xã hội, giảm nghèo bền vững và hỗ trợ nhóm yếu thế. Đổi mới biện pháp dự báo và giám sát dịch bệnh, bảo vệ sức khỏe cộng đồng hiệu quả. Chính sách về dân tộc, tôn giáo, tín ngưỡng cần công bằng, hiệu quả, hướng tới môi trường sống an toàn, thân thiện. Thúc đẩy bình đẳng giới, tiến bộ phụ nữ, phòng chống bạo lực gia đình, và phát triển thể dục thể thao như yếu tố quan trọng nâng cao chất lượng đời sống người dân. Quyết liệt triển khai các sáng kiến và cam kết tại COP26. Cần ban hành và thực thi lộ trình giải pháp giảm ô nhiễm không khí tại các thành phố lớn bao gồm Thủ đô Hà Nội và Thành phố Hồ Chí Minh, đưa chỉ số chất lượng không khí về mức không có hại cho sức khoẻ. Thực hiện hiệu quả Đề án phát triển bền vững 1 triệu héc-ta lúa chất lượng cao, phát thải thấp gắn với tăng trưởng xanh tại đồng bằng sông Cửu Long. Triển khai Chiến lược quốc gia về phòng chống thiên tai, tập trung vào các giải pháp phòng chống sạt lở đất tại miền núi phía Bắc và đồng bằng sông Cửu Long.
Tổng Bí thư nhấn mạnh bảo vệ vững chắc, độc lập, chủ quyền, thống nhất toàn vẹn lãnh thổ; bảo đảm ổn định an ninh chính trị, trật tự an toàn xã hội; đẩy mạnh đối ngoại và hội nhập quốc tế.
Tập trung thực hiện các giải pháp quyết liệt để đổi mới phương thức lãnh đạo của Đảng, từ đó nâng cao hiệu quả công tác xây dựng, chỉnh đốn Đảng.
Tại Hội nghị, Tổng Bí thư đã đưa ra một số câu hỏi mở; lưu ý những vấn đề xuất phát từ thực tiễn cần có những phân tích một cách thấu đáo, khách quan và toàn diện tình hình, tìm nguyên nhân, rút ra những bài học quý giá để đưa ra các giải pháp sáng tạo, hiệu quả và kịp thời nhằm hiện thực hóa mục tiêu phát triển kinh tế - xã hội.
Tổng Bí thư nêu rõ, những năm qua, toàn Đảng, toàn quân, toàn dân ta đã đoàn kết, nỗ lực vượt qua nhiều khó khăn, thách thức và đạt được những thành tựu quan trọng. Thực tiễn đã chứng minh rằng, càng trong khó khăn, chúng ta càng thể hiện sự đoàn kết, quyết tâm, đồng lòng và vươn lên mạnh mẽ. "Và có thể khẳng định rằng, thời điểm hiện tại chúng ta đã có đủ thế và lực, đủ ý chí và quyết tâm để bước vào kỷ nguyên mới – kỷ nguyên vươn mình phát triển giàu mạnh, thịnh vượng của dân tộc", Tổng Bí thư nói.
"Trong không khí rộn ràng chuẩn bị đón năm mới 2025 và những sự kiện trọng đại của đất nước, tôi mong muốn các đồng chí lãnh đạo, từng cán bộ, đảng viên và công chức, viên chức sẽ thấm nhuần tư tưởng trung tâm " kỷ nguyên vươn mình phát triển giàu mạnh, thịnh vượng của dân tộc". Coi đây là kim chỉ nam cho mọi hành động, quyết sách và là ngọn đuốc soi đường cho sự nghiệp phát triển đất nước trong giai đoạn tới", Tổng Bí thư nhấn mạnh. Để thực hiện tư tưởng này, chúng ta cần quán triệt và hành động khẩn trương, quyết liệt, biến nhận thức thành hành động cụ thể, ý chí thành hiện thực. Mọi cơ hội đang đến với chúng ta phải được nắm bắt kịp thời, bởi nếu để vuột mất cơ hội, chúng ta sẽ có lỗi với lịch sử và với nhân dân.
Tổng Bí thư mong muốn và tin tưởng rằng Chính phủ, các bộ, ngành và chính quyền các địa phương sẽ cùng toàn Đảng, toàn dân, toàn quân tiếp tục đoàn kết, đồng lòng, phấn đấu không ngừng với quyết tâm và trách nhiệm cao nhất để hoàn thành thắng lợi các mục tiêu và nhiệm vụ đã đề ra cho năm 2025 và những năm tiếp theo.
"Trong không khí hân hoan của mùa xuân mới, xin chúc các đồng chí luôn giữ vững tinh thần sáng tạo, đoàn kết và kiên cường trong công tác lãnh đạo, chỉ đạo và điều hành, góp phần nâng cao hiệu lực, hiệu quả công việc, hoàn thành xuất sắc mọi nhiệm vụ mà Đảng, Nhà nước và Nhân dân tin tưởng giao phó. Mỗi thành công của các đồng chí là một bước tiến vững chắc trong sự nghiệp xây dựng và phát triển đất nước, là nguồn động lực lớn để chúng ta cùng chung tay xây dựng một Việt Nam giàu mạnh, văn minh và hạnh phúc", Tổng Bí thư chia sẻ.

Phát biểu đáp từ và kết luận Hội nghị tổng kết công tác năm 2024, triển khai nhiệm vụ năm 2025 của Chính phủ và chính quyền địa phương được tổ chức sáng 8/1, Thủ tướng Chính phủ Phạm Minh Chính nhấn mạnh tập thể Chính phủ cam kết nêu cao tinh thần đoàn kết, chung sức đồng lòng và trách nhiệm trước Đảng, Nhà nước, Nhân dân, quyết tâm phấn đấu thực hiện thắng lợi kế hoạch năm 2025 với phương châm "Kỷ cương trách nhiệm; chủ động kịp thời; tinh gọn hiệu quả; tăng tốc bứt phá".
Tại Hội nghị, sau khi các đại biểu thảo luận đánh giá tình hình, kết quả năm 2024, các nhiệm vụ, giải pháp năm 2025 và nghe Tổng Bí thư Tô Lâm phát biểu chỉ đạo, Thủ tướng Chính phủ Phạm Minh Chính phát biểu đáp từ, kết luận Hội nghị.
Thủ tướng nhấn mạnh, Hội nghị rất vinh dự được chào đón các đồng chí lãnh đạo Đảng, Nhà nước, Mặt trận Tô quốc Việt Nam, đặc biệt là đồng chí Tổng Bí thư Tô Lâm đã dành thời gian tới dự và chỉ đạo.
Người đứng đầu Chính phủ khẳng định: Bài phát biểu chỉ đạo rất quan trọng, tâm huyết, sâu sắc, trí tuệ và toàn diện của đồng chí Tổng Bí thư thực sự là nguồn động viên, khích lệ to lớn và là những tư tưởng chỉ đạo, định hướng xuyên suốt cho Chính phủ, các cấp, các ngành, các địa phương triển khai thực hiện nhiệm vụ năm 2025 và thời gian tới.
Nhân dịp này, Chính phủ một lần nữa tri ân, cảm ơn, đánh giá cao những đóng góp rất quan trọng của đồng chí Tổng Bí thư Tô Lâm trong suốt gần 9 năm là thành viên Chính phủ.
Thủ tướng nêu rõ, Chính phủ xin tiếp thu toàn bộ ý kiến chỉ đạo tâm huyết, trách nhiệm của đồng chí Tổng Bí thư để đưa vào Nghị quyết. Ngay sau Hội nghị, Chính phủ, các Bộ, ngành, địa phương tập trung quán triệt sâu sắc và nghiêm túc triển khai thực hiện bằng những hành động cụ thể, sản phẩm rõ ràng, thiết thực, hiệu quả, nhất là khắc phục những hạn chế, tồn tại đã được chỉ ra.
Thay mặt Chính phủ, Thủ tướng trân trọng cảm ơn sự lãnh đạo, chỉ đạo, giúp đỡ, tạo điều kiện của cố Tổng Bí thư Nguyễn Phú Trọng và Tổng Bí thư Tô Lâm, Chủ tịch nước Lương Cường, Chủ tịch Quốc hội Trần Thanh Mẫn và các đồng chí Lãnh đạo Đảng, Nhà nước, Mặt trận Tổ quốc Việt Nam, Quốc hội, các Ban Đảng, Tòa án Nhân dân Tối cao, Viện Kiểm sát Nhân dân Tối cao, các tổ chức chính trị - xã hội, đoàn thể nhân dân trong việc thực hiện chức năng, nhiệm vụ, quyền hạn của Chính phủ, chính quyền địa phương trong năm 2024.
Nhấn mạnh, làm rõ và khái quát một số nội dung chủ yếu, Thủ tướng đánh giá năm 2024, tình hình kinh tế xã hội năm 2024 tiếp tục xu hướng phục hồi rất tích cực, đạt và vượt toàn bộ 15/15 chỉ tiêu chủ yếu, trong đó 12/15 chỉ tiêu vượt mục tiêu đề ra.
Nêu một số kết quả nổi bật, Thủ tướng cho biết kết quả tăng trưởng GDP đã giúp nâng quy mô và xếp hạng GDP của Việt Nam, tăng thu nhập bình quân đầu người và tăng năng suất lao động.
Thứ hai, thu chi ngân sách đạt cao, vượt thu 337 nghìn tỷ đồng trong khi giảm thuế, phí, lệ phí gần 200 nghìn tỷ đồng. Đầu năm tiết kiệm 10% chi phí thường xuyên cho các công trình trọng điểm; giữa năm tiết kiệm 5% (khoảng 6 nghìn tỷ đồng) để xóa nhà tạm, nhà dột nát cho nhân dân. Các cân đối lớn khác được bảo đảm và có thặng dư cao.
Một điểm nổi bật khác là chỉ số hạnh phúc tăng 11 bậc, xếp thứ 54/143 quốc gia, vùng lãnh thổ (theo Liên hợp quốc đánh giá). Mục tiêu cuối cùng của chúng ta là làm sao để nhân dân được hạnh phúc, ấm no.
Những kết quả này là minh chứng cho nỗ lực vượt bậc của chúng ta, có ý nghĩa đặc biệt quan trọng, góp phần tạo đà, tạo lực, tạo thế, tạo niềm tin, hy vọng để đạt được kết quả cao hơn, tăng cường tính tự chủ trong năm 2025 và giai đoạn 2026-2030.
Theo Thủ tướng, nguyên nhân kết quả đạt được là: (i) Chính phủ, chính quyền địa phương đã chấp hành nghiêm túc sự lãnh đạo của Trung ương, Bộ Chính trị, Ban Bí thư, đồng chí Tổng Bí thư, các đồng chí lãnh đạo chủ chốt và các đồng chí Lãnh đạo Đảng, Nhà nước; (ii) Chính phủ, chính quyền địa phương đã đoàn kết, thống nhất với quyết tâm cao, nỗ lực lớn, phấn đấu tích cực, hành động quyết liệt, có trọng tâm, trọng điểm; (iii) có sự phối hợp chặt chẽ, hiệu quả của các cơ quan trong hệ thống chính trị, sự đồng tình, ủng hộ của Nhân dân, cộng đồng doanh nghiệp, sự giúp đỡ, hợp tác của bạn bè, đối tác quốc tế.
Bên cạnh những kết quả đạt được là cơ bản, tình hình kinh tế - xã hội còn những tồn tại, hạn chế mà các báo cáo và phát biểu chỉ đạo của Tổng Bí thư đã chỉ ra. Thủ tướng nhấn mạnh 5 bài học kinh nghiệm quan trọng:
(1) Nắm chắc tình hình KTXH, an ninh quốc phòng, đối tác, đối tượng, địa bàn để phản ứng chính sách linh hoạt, kịp thời, phù hợp, hiệu quả với các vấn đề mới phát sinh, nhạy cảm, khó, phức tạp trong thực tiễn.
(2) Đoàn kết nhất trí,"trên dưới đồng lòng, dọc ngang thông suốt"; tất cả vì lợi ích quốc gia, dân tộc; phải dám nghĩ, dám làm, dám chịu trách nhiệm vì lợi ích chung.
(3) Phát huy tinh thần tự lực, tự cường, tự tin, tự chủ, tự hào dân tộc; không trông chờ, ỷ lại; không lơ là, chủ quan, mất cảnh giác, tự kiêu, tự mãn, say sưa với những kết quả đạt được mà ngược lại phải khiêm tốn, cầu thị lắng nghe, nhất là ý kiến góp ý xác đáng của những người có trách nhiệm, tâm huyết, của Nhân dân, nhà khoa học, chuyên gia…
(4) Coi trọng thời gian, trí tuệ, sự quyết đoán kịp thời; nhìn xa, trông rộng, nghĩ sâu, làm lớn; vượt qua chính mình, vượt qua giới hạn bản thân; nguồn lực bắt nguồn từ tư duy, động lực bắt nguồn từ sự đổi mới, sức mạnh bắt nguồn từ Nhân dân, doanh nghiệp.
(5) Càng khó khăn, thách thức, áp lực thì càng phải quyết tâm cao, nỗ lực lớn, hành động quyết liệt hơn, tập trung có trọng tâm, trọng điểm, làm việc nào ra việc đó, làm việc nào dứt việc đấy; phân công nhiệm vụ bảo đảm "5 rõ": rõ người, rõ việc, rõ trách nhiệm, rõ thời gian, rõ kết quả.
Rà soát, giao nhiệm vụ, chỉ tiêu cụ thể về tốc độ tăng trưởng cho các bộ, ngành, địa phương
Thủ tướng nêu rõ, năm 2025 là năm cuối của Kế hoạch 5 năm 2021 - 2025, chúng ta phải rà soát các chỉ tiêu, nhiệm vụ của cả 5 năm để phát huy, làm tốt hơn với những chỉ tiêu đã đạt và vượt; nỗ lực hoàn thành các chỉ tiêu chưa đạt để phấn đấu đạt mức cao nhất kế hoạch 5 năm 2021-2025.
Cùng với đó, tập trung kiện toàn tổ chức bộ máy, bảo đảm đi vào hoạt động bình thường, thông suốt, hiệu quả; tổ chức tốt các ngày lễ lớn, các sự kiện trọng đại của đất nước (kỷ niệm 95 năm thành lập Đảng, 50 năm giải phóng miền Nam, thống nhất đất nước, 135 năm ngày sinh Chủ tịch Hồ Chí Minh, 80 năm thành lập Nước); tổ chức thành công Đại hội Đảng bộ các cấp, tiến tới Đại hội lần thứ XIV của Đảng.
Trong bối cảnh đó, Chính phủ, các Bộ, ngành, địa phương tập trung quán triệt phương châm "Kỷ cương trách nhiệm; chủ động kịp thời; tinh gọn hiệu quả; tăng tốc bứt phá", thực hiện đúng quan điểm "Đảng lãnh đạo, Chính phủ thống nhất, Quốc hội đồng tình, Nhân dân ủng hộ, Tổ quốc mong đợi thì chỉ bàn làm, không bàn lùi, làm việc nào ra việc đấy, làm việc nào dứt việc đó".
Hội nghị cơ bản thống nhất những định hướng, nhiệm vụ, giải pháp theo báo cáo, các bộ, ngành và ý kiến của các đại biểu dự họp. Thủ tướng yêu cầu các cơ quan nghiêm túc tổng hợp, tiếp thu các ý kiến đóng góp, đặc biệt là định hướng, chỉ đạo của đồng chí Tổng Bí thư Tô Lâm để sớm hoàn thiện, trình ban hành Nghị quyết 01 và 02 để tập trung thực hiện ngay từ những ngày đầu năm 2025.
Thủ tướng nhấn mạnh một số nhiệm vụ, giải pháp trọng tâm năm 2025.
Theo đó, ưu tiên thúc đẩy tăng trưởng gắn với ổn định kinh tế vĩ mô, kiểm soát lạm phát, bảo đảm các cân đối lớn của nền kinh tế. Phấn đấu tăng trưởng ít nhất 8% hoặc cao hơn, Chính phủ sẽ rà soát, giao nhiệm vụ, chỉ tiêu cụ thể về tốc độ tăng trưởng cho các bộ, ngành, địa phương.
Xây dựng các kịch bản để đạt mục tiêu tăng trưởng, tập trung làm mới các động lực tăng trưởng truyền thống (đầu tư, tiêu dùng, xuất khẩu); đồng thời tạo đột phá thúc đẩy các động lực tăng trưởng mới, lực lượng sản xuất mới, tiên tiến (như chuyển đổi số, chuyển đổi xanh, chíp bán dẫn, dữ liệu lớn, trí tuệ nhân tạo, internet vạn vật, điện toán đám mây, quang điện tử, y sinh học, công nghiệp văn hóa, công nghiệp giải trí, năng lượng sạch...).
Xây dựng các chính sách tạo đột phá huy động các nguồn lực xã hội, khai thác hiệu quả nguồn lực từ doanh nghiệp, phát triển mạnh doanh nghiệp tư nhân (phấn đấu khu vực này đóng góp khoảng 65-70% GDP).
Cùng với đó, triển khai hiệu quả tổng kết Nghị quyết số 18; đẩy mạnh sắp xếp tổ chức bộ máy "Tinh - Gọn - Mạnh - Hiệu năng - Hiệu lực - Hiệu quả". Những việc làm được thì làm ngay theo chỉ đạo, những vấn đề còn vướng mắc thì tiếp tục lắng nghe các ý kiến xác đáng, báo cáo cấp có thẩm quyền để tiếp tục hoàn thành. Thủ tướng cho biết đến giờ này, trung bình các cơ quan của Chính phủ giảm khoảng 30% đầu mối bên trọng, có nơi giảm tới 50%, trên cơ sở đó cơ cấu lại đội ngũ lãnh đạo và cán bộ, công chức, viên chức.
Tổ chức thực hiện có hiệu quả Chương trình hành động của Chính phủ thực hiện Nghị quyết 57 của Bộ Chính trị về khoa học công nghệ, đổi mới sáng tạo và chuyển đổi số. Đây cũng là động lực mới, như "khoán 10" trong khoa học công nghệ và đổi mới sáng tạo. Việc triển khai đòi hỏi lưc rất lớn, hành động quyết liệt với phương pháp, cách tiếp cận đúng.
Đẩy mạnh thực hiện 3 đột phá chiến lược; tiếp tục xây dựng và hoàn thiện thể chế, "đột phá của đột phá", "chính sách thông thoáng, hạ tầng thông suốt, quản trị thông minh" để giảm chi phí tuân thủ cho người dân, doanh nghiệp; giảm chi phí logistics, chi phí đầu vào cho sản xuất kinh doanh, tăng tính cạnh tranh của sản phẩm và nâng cao năng suất lao động.
Đẩy mạnh phát triển kết cấu hạ tầng chiến lược; nghiên cứu khai thác không gian vũ trụ, không gian biển, không gian ngầm. Phấn đấu hết năm 2025 hoàn thành 3.000 km đường bộ cao tốc và trên 1.000 km đường bộ ven biển; cơ bản hoàn thành sân bay Long Thành, mở rộng sân bay Tân Sơn Nhất, sân bay Nội Bài. Khởi công đường sắt kết nối với Trung Quốc, tiếp tục các dự án đường sắt đô thị tại Hà Nội, TP.HCM; hoàn thiện việc xây dựng các dự án khả thi đường sắt tốc độ cao Bắc - Nam, nhà máy hạt nhân Ninh Thuận; xây dựng Trung tâm tài chính quốc tế tại TP. Hồ Chí Minh và TP. Đà Nẵng... Chú trọng phát triển hạ tầng xã hội, y tế, giáo dục, văn hoá, thể dục thể thao…
Tập trung đào tạo, phát triển nguồn nhân lực, nhất là nhân lực chất lượng cao. Triển khai hiệu quả Đề án đào tạo 50-100 nghìn kỹ sư bán dẫn.
Chú trọng phát triển văn hóa, bảo đảm an sinh xã hội, chủ động phòng, chống thiên tai, ứng phó với biến đổi khí hậu. Phát huy mạnh mẽ tinh thần tương thân, tương ái, tình dân tộc, nghĩa đồng bào, đây cũng là nguồn lực lớn.
Phát triển văn hóa là sức mạnh nội sinh; đẩy mạnh phát triển công nghiệp văn hóa, công nghiệp giải trí. Tổ chức tốt hoạt động kỷ niệm các ngày lễ lớn, sự kiện trọng đại của đất nước trong năm 2025.
Tiếp tục quan tâm chăm lo cho người nghèo, người có công với cách mạng, người yếu thế, đồng bào dân tộc thiểu số, vùng sâu, vùng xa. Trong năm 2025, quyết tâm, quyết liệt xóa nhà tạm, nhà dột nát và xây dựng 100 nghìn căn nhà ở xã hội.
Triển khai các dự án lớn: dự án chống sạt lở, sụt lún, ngập úng, khô hạn, ngập mặn ở đồng bằng sông Cửu Long; dự án chống sạt lở ở miền núi phía Bắc và miền Trung; dự án chống ô nhiễm không khí ở các thành phố lớn; xử lý ùn tắc giao thông…
Giữ vững độc lập chủ quyền, bảo đảm ổn định chính trị, trật tự an toàn xã hội. Tăng cường tiềm lực quốc phòng, an ninh. Xây dựng thế trận quốc phòng toàn dân sâu rộng, thế trận an ninh nhân dân toàn diện, thế trận lòng dân vững chắc.
Đẩy mạnh đối ngoại và hội nhập quốc tế, giữ vững môi trường hòa bình, hợp tác, phát triển để xây dựng đất nước.
Tập trung làm tốt công tác xây dựng Đảng, xây dựng hệ thống chính trị, nâng cao năng lực, sức lãnh đạo và sức chiến đấu của tổ chức đảng và đảng viên, đổi mới phương thức lãnh đạo của Đảng, đặc biệt là phương thức nêu gương và tăng cường kiểm tra, giám sát. Đẩy mạnh phòng, chống tham nhũng, lãng phí, tiêu cực.
Cùng với đó, tiếp tục tập trung tháo gỡ khó khăn, vướng mắc cho các dự án tồn đọng kéo dài trong các lĩnh vực ở các địa phương, đặc biệt là các dự án bất động sản, các dự án liên quan đất đai, tài sản công, các dự án điện năng lượng tái tạo, các dự án tại Hà Nội, TPHCM…
Một lần nữa, thay mặt Chính phủ, Thủ tướng Phạm Minh Chính trân trọng cảm ơn và mong tiếp tục nhận được sự quan tâm, ủng hộ của các đồng chí Lãnh đạo Đảng, Nhà nước, đặc biệt là sự lãnh đạo, chỉ đạo sâu sát, thường xuyên của Tổng Bí thư Tô Lâm, các đồng chí lãnh đạo chủ chốt, đồng chí Thường trực Ban Bí thư; sự phối hợp chặt chẽ, hiệu quả của các cơ quan trong hệ thống chính trị; sự ủng hộ, tham gia tích cực của Nhân dân, cộng đồng doanh nghiệp; sự giúp đỡ của bạn bè quốc tế.
Tập thể Chính phủ, từng thành viên Chính phủ, Lãnh đạo các bộ, ngành, địa phương cam kết nêu cao tinh thần đoàn kết, chung sức đồng lòng và trách nhiệm trước Đảng, Nhà nước, Nhân dân; cùng đồng bào, chiến sĩ cả nước, cộng đồng doanh nghiệp và toàn thể đội ngũ cán bộ, công chức, viên chức, người lao động quyết tâm phấn đấu thực hiện thắng lợi kế hoạch năm 2025, tạo đà, tạo lực, tạo khí thế, tạo niềm tin, tạo hy vọng, tạo nền tảng vững chắc đưa đất nước vững bước tiến vào kỷ nguyên mới - kỷ nguyên vươn mình phát triển giàu mạnh, văn minh, thịnh vượng của dân tộc.
Về các kiến nghị, đề xuất của các đại biểu, Thủ tướng cho rằng đều rất sát tình hình, đã và đang được giải quyết, trong đó tập trung vào một số việc: Phân cấp, phân quyền đi đôi với phân bổ nguồn lực, nâng cao năng lực thực thi và tăng cường kiểm tra, giám sát; xóa bỏ cơ chế xin cho; cắt bỏ thủ tục rườm rà, không cần thiết.
Nhân dịp năm mới 2025 và chuẩn bị đón Tết cổ truyền của dân tộc, thay mặt Chính phủ, Thủ tướng kính chúc Tổng Bí thư Tô Lâm, các đồng chí lãnh đạo Đảng, Nhà nước, Quốc hội, Chính phủ, Mặt trận Tổ quốc Việt Nam, các đồng chí lãnh đạo các ban, bộ, ngành, địa phương, các đại biểu cùng gia đình dồi dào sức khỏe, hạnh phúc và thành công; chúc năm 2025 thành quả cao hơn năm 2024.
