On the occasion of the Lunar New Year 2025, on the afternoon of January 22, General Secretary To Lam, Secretary of the Central Military Commission, visited, worked, inspected combat readiness work and wished a Happy New Year to officers and soldiers of the Border Guard Command. The conference was broadcast online to the Border Guard Commands of the provinces and border posts across the country. Attending the conference at the Quang Ninh bridge were comrades: Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Van Thiem, Commander of the Provincial Border Guard Command. The conference was also broadcast online to 15 bridges of border posts, training battalions, and border squadrons in the province.
After listening to the report of the Border Guard Commander on the results of Border Guard work and Border Guard force building in recent times, the General Secretary expressed his joy, acknowledged and highly appreciated the efforts of the Party Committee, Border Guard Command, Party committees, commanders at all levels and all officers and soldiers in effectively implementing military, defense and Border Guard tasks.
Under the absolute and direct leadership in all aspects of the Party Central Committee, directly the Central Military Commission, the Ministry of National Defense, the close coordination of the Central Committees, ministries, branches, Party committees and authorities of border localities and especially the trust, support and help of the people of all ethnic groups, the Party Committee and the Border Guard Command have comprehensively deployed, focused and key; led and directed the entire force to unite, unite, strive, overcome difficulties, and successfully complete the Border Guard tasks in 2024, in which many contents and tasks were excellently completed.
General Secretary To Lam emphasized that over the years, the Border Guard force has continued to promote its glorious tradition, successfully completed all tasks, achieved many feats and achievements, and is worthy of being the core force specializing in protecting sovereignty and border security; firmly maintaining every inch of the sacred land of the Fatherland. The Border Guard has done a good job of advising the Central Military Commission, the Ministry of National Defense, as well as Party committees and authorities at all levels, promoting the combined strength in the cause of border protection, doing a good job in border foreign affairs, maintaining close relations with border protection forces of neighboring countries to jointly protect the common border, ensuring security and order, ensuring peace and stability so that people can settle down, do business, live, and develop the economy, contributing to making the appearance of the border area increasingly prosperous, and the people's trust in the Party increasingly strong.
Border Guard officers and soldiers have proactively implemented programs towards the border, islands, and ethnic minorities, such as: "Spring on the Border warms the hearts of the villagers", "Spring on the Border, Islands - Tet warms the hearts of the army and people"... Thereby creating a high spread, contributing to supporting tens of thousands of policy families, those in difficult circumstances to rise up in life, to have a warm and prosperous Tet.
The General Secretary shared that having visited border guard units many times, he understood and shared the difficulties and hardships that border guards had to face, and further appreciated the determination and will of the officers and soldiers in the entire force.
General Secretary To Lam emphasized that entering 2025, a year filled with important events and urgent tasks that we must complete to create the premise for the nation's "take-off" period, the Border Guard also needs to focus highly to achieve the targets and plans of the 2025 working year. Therefore, the General Secretary requested the Border Guard: Continue to maintain and strengthen the Party's leadership, improve the effectiveness and efficiency of State management in the cause of building, managing and protecting the national border; study and improve the capacity to advise and organize the implementation of Border Guard work at all levels; regularly grasp and correctly assess the security and political situation in border areas, islands, key areas, and traditional and non-traditional security issues... promptly advise and effectively handle situations, avoid being passive and surprised, firmly protect territorial sovereignty and national border security.
The Border Guard also needs to strongly innovate in management thinking, protect territorial sovereignty, national border security; perfect mechanisms, policies, and legal systems on building and protecting national borders; focus on researching and proposing issues on technology, digital transformation in border and border gate management and protection activities; coordinate to widely and effectively implement the National Border Protection Strategy, the Vietnam Border Law and related legal documents. Prepare well the conditions for successfully organizing Party Congresses at all levels; streamline the apparatus; effectively implement military rear policies. Coordinate with authorities at all levels to do a good job of protecting border security, protecting ideological foundations, protecting internal politics, and serving the important tasks of the Party.
At the same time, mobilize the strength of the entire political system and the entire population in managing and protecting territorial sovereignty and national border security; thoroughly implement policies and viewpoints, foreign affairs nationwide, improve the effectiveness of border foreign affairs; be ready to participate in natural disaster prevention and control, search and rescue.
General Secretary To Lam also requested the Border Guard to thoroughly grasp and implement the Party and State's foreign policy and viewpoints, improve the effectiveness of defense diplomacy, border diplomacy and international cooperation in the field of Border Defense, contributing to ensuring a peaceful environment, maintaining territorial sovereignty, facilitating economic, cultural and social development and consolidating and strengthening defense and security in border and island areas.
Regarding the organization of the Lunar New Year 2025, the General Secretary requested the Border Guard to thoroughly grasp and strictly implement the directives of the Secretariat, the Prime Minister and the directives and plans of the Ministry of National Defense; organize patrols, inspections and strict control of borders and border gates, maintain political security and social order and safety in border areas and border gates during Tet; ensure full standards and Tet regimes, organize for soldiers to welcome Spring and enjoy Tet in a warm, safe and economical manner; care for policy beneficiaries and poor households in border, sea and island areas.
The General Secretary emphasized that the Party, State, Central Military Commission and people always have special affection, firm trust and always care and look after building the Vietnam People's Army in general and the Border Guard in particular to always be a revolutionary, disciplined, elite and modern army; politically strong, absolutely loyal to the Fatherland, the Party, the State and the people.
The General Secretary also requested the Ministry of National Defense, ministries, branches and localities to continue to pay attention, direct, coordinate and assist, creating more favorable conditions for the Border Guard to excellently fulfill the important tasks entrusted by the Party, State and people.
Talking to the soldiers and people in the border units in Truong Sa, Lung Cu, Dat Mui Ca Mau and officers and soldiers of the border patrol boat via live video conference, General Secretary To Lam kindly asked about the life, work and preparations for Tet of officers and soldiers of the Border Guard Station and the local people. The General Secretary warmly welcomed the practical and meaningful activities of the officers and soldiers of the Border Guard Station, especially strengthening the close bond between the army, especially the Border Guard, and the local people. The General Secretary asked the officers and soldiers of the Border Guard Station to promote the heroic tradition of the areas where they are stationed in the cause of innovation, in the cause of building and defending the country, and to continue to perform well all assigned tasks.
