On August 19, at the Great Hall of the People, Beijing (China), General Secretary and President To Lam met with member of the Standing Committee of the Politburo of the Communist Party of China and Chairman of the Standing Committee of the National People's Congress of the People's Republic of China Zhao Leji.

In a sincere, friendly and open atmosphere, the two sides informed each other about the situation of each Party and each country; shared information on building a socialist rule-of-law state in Vietnam and comprehensively managing the country according to Chinese law. The two sides expressed their delight at the positive progress in the exchange and cooperation between the Vietnamese National Assembly and the Chinese National People's Congress in recent times; deepened exchanges and reached many common perceptions on measures further strengthen the comprehensive strategic cooperative partnership and build a Vietnam-China Community of Shared Future.
Sincere thanks for the special affection and deep affection that the Party, State and people of China had for the late General Secretary Nguyen Phu Trong, General Secretary, President To Lam affirming that the collective leadership of the Party and State of Vietnam is determined to inherit and promote the political legacy of the late General Secretary Nguyen Phu Trong; considering the consolidation and development of cooperative and friendly relations with China a consistent policy, strategic choice, and top priority in Vietnam's foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations.
General Secretary and President To Lam emphasized that he is ready to work with General Secretary and President of China Xi Jinping and other key Chinese leaders, including Party Chief Zhao Leji, to build a good and trustworthy working relationship, jointly guide and lead the relationship between the two Parties and two countries to continuously develop to new heights.
General Secretary and President To Lam respectfully invited Chairman Trieu Le Te to soon visit Vietnam, and together with Chairman of the Vietnamese National Assembly Tran Thanh Man, to chair the first session of the Vietnam-China inter-parliamentary cooperation mechanism; proposed that the Vietnamese National Assembly and the Chinese National People's Congress maintain and promote delegation exchanges at all levels, and exchanges between delegates, specialized committees, friendship parliamentarian groups, and local Chinese National People's Congresses with the People's Councils of provinces and cities of Vietnam, contributing to deepening the friendship and cooperation between the two legislative bodies, commensurate with the new position of the relationship between the two Parties and the two countries.
The two sides will promote the implementation and concretization of the contents of the Cooperation Agreement between the two National Assemblies; promote the exchange of experiences in legislative work, further promote the role of supervision and urging the two governments to implement common perceptions and agreements between the two countries' senior leaders; further strengthen the role of creating legal conditions and the function of urging and supervising to enhance the effectiveness of substantive cooperation in all fields, becoming increasingly deeper and more effective. The two sides will support each other at regional and international inter-parliamentary forums; strengthen coordination in ensuring the implementation of international treaties to which both sides are a party, for peace, stability, cooperation and development of the region and the world.
Affirming that China considers Vietnam a priority direction in its neighborly diplomacy, Chairman Zhao Leji emphasized that China and Vietnam are close neighbors, “mountains connected to mountains, rivers connected to rivers”, with a long-standing tradition of friendship, many similarities in political regimes, development paths, and socio-cultural traditions; both are led by the Communist Party and are building socialism in accordance with the specific situation and conditions of each country. The Party, State and people of China wish to join the Party, State and people of Vietnam in building socialism. Constantly consolidate, preserve and promote friendly neighborly relations, "both comrades and brothers"; actively implement the construction of a Community of Shared Future of strategic significance, deepen substantive development, and contribute to the construction of socialist modernization in each country.
Chairman Zhao Leji affirmed that the National People's Congress of China is willing to further promote and deepen friendly exchanges and practical cooperation with the National Assembly of Vietnam, actively contribute to the in-depth building of the China-Vietnam Community of Shared Future, bringing practical benefits to the two countries and peoples.
