Nghe An's growth rate in the first 6 months of the year ranked 26th in the country.

On the morning of June 25, the Provincial People's Committee held a regular meeting in June to assess the implementation of the socio-economic development plan in the first 6 months of the year, key tasks and solutions for the last 6 months of 2024; listen to and give opinions on a number of important contents under its authority. The meeting was held online with 21 districts, cities and towns.

In the first 6 months of 2024, in general, the socio-economic situation of Nghe An province continued to maintain growth momentum, with positive changes. The 6-month GRDP growth rate is estimated at 6.76%, ranking 3rd in the North Central region and 26th in the country, higher than the same period in 2023 (6.15%). In particular, the agriculture, forestry and fishery sector is estimated to increase by 4.13%; the industry - construction sector is estimated to increase by 9.95%; the service sector is estimated to increase by 5.85%; product taxes minus product subsidies are estimated to increase by 6.77%.

Director of the Department of Planning and Investment Pham Hong Quang reported on the socio-economic situation in the first 6 months of the year and key tasks and solutions for the last 6 months of 2024.

State budget revenue is estimated at nearly VND11,900 billion, equal to 140.2% of the same period and exceeding the set scenario. The province has granted 39 new projects and adjusted 77 projects with a total newly granted and adjusted capital of over VND16,920 billion, an increase of 1.14 times over the same period.

The total public investment plan has disbursed nearly 3,282 billion VND, reaching 36.16% - higher than the same period in 2023. Nghe An Education sector continues to maintain its key educational achievements, ranking 4th in the country in the National Excellent Student Exam for the 2023-2024 school year. In the first 6 months of the year, the whole province has created jobs for 30,300 people, reaching 64.47% of the plan, up 12.43% over the same period.

In addition to the achieved results, there are still some shortcomings and limitations in the first 6 months of 2024 that have been pointed out. That is, the GRDP growth rate has not reached the set scenario (scenario 8.7 - 9.7%). Site clearance work continues to face many difficulties, affecting the progress of key projects of the Central and localities being implemented.

Up to now, there are still 7 units that have not disbursed public investment capital according to the plan and the disbursement progress of 2 national target programs including socio-economic development in ethnic minority and mountainous areas, sustainable poverty reduction still reaches a low rate. Some sectors and localities have not really paid attention to handling procedures for investors. The work of handling complaints and denunciations for people is still not timely. Drowning accidents of children in the area occur quite often. Since the beginning of summer until now, the whole province has had 21 cases, causing the death of 26 children.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that, despite many difficulties, the results achieved in implementing socio-economic development tasks in the first 6 months of the year were very positive. The growth rate has not reached the target, but the positive trend is that the growth rate of the following quarter is higher than the previous quarter. In the economy, there are 5 positive areas with growth rates: industry, export, budget collection, public investment disbursement and investment attraction. Culture and society are also regularly concerned.

The head of the Provincial People's Committee also said that in the first 6 months of the year, the province has also implemented and basically completed a number of key tasks. That is, coordinating with the Central Ministries and branches to complete the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Preparing conditions for approving the plan to implement the provincial planning; Proposing the Provincial People's Council to organize 3 thematic meetings to promptly resolve the province's tasks; Coordinating the implementation of key projects of the Central Government passing through the area such as the 500kV line 3 and the North-South expressway. In addition, the general management and operation of the Provincial People's Committee and all levels, branches and localities have had many more positive and drastic changes. Based on the analysis of the existing problems and causes, the Chairman of the Provincial People's Committee emphasized a number of directions and tasks in the last 6 months of 2024. In particular, it requires sectors and localities to focus on reviewing the tasks, goals and solutions set out at the beginning of the year to ensure progress and quality. Pay attention to 12 groups of main tasks and solutions and 178 specific tasks specified in Decision 152 dated January 18, 2024. At the same time, closely follow the Resolutions approved by the Provincial People's Council related to socio-economic indicators, public investment and budget revenue and expenditure estimates. Make efforts, strive and be determined to achieve the highest goals according to the set plan. Request the Provincial People's Committee Office to review the completed, ongoing and uncompleted tasks to include in the conclusion in the last 6 months of the year.

The head of the Provincial People's Committee stated: from now on, departments, branches and localities must pay attention to building socio-economic development plans and state budget revenue and expenditure estimates for 2025. At the same time, review the fields and products and services that still have room to create conditions to promote development; promptly remove obstacles to support production and business activities, contributing to the overall growth of the economy.
Regarding some key tasks in July, the Chairman of the Provincial People's Committee requested departments and branches to prepare well for the contents so that the 21st session of the Provincial People's Council can take place with quality assurance; carefully review reports and draft resolutions; promptly explain issues that delegates and voters are interested in. The Department of Planning and Investment proactively coordinates with branches to develop a plan to implement the Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, which will be approved by the National Assembly and take effect from January 1, 2025. Urgently complete the plan to implement the provincial planning. The Department of Home Affairs closely follows up to handle the contents after the Ministry of Home Affairs appraises the two projects: adjusting and expanding the administrative boundaries of Vinh city and arranging commune-level administrative units for the period 2023 - 2025.

The Agriculture and Rural Development sector is concerned with the following contents: completing the approval dossier for the planning of the High-tech Forestry Zone; strengthening forest fire prevention in localities; coordinating with border guards and coastal localities to thoroughly handle the situation of fishing boats losing connection to their journey monitoring devices and the rate of fishing boats entering and leaving ports that have not been monitored; coordinating with the Finance sector to disburse capital related to the land acquisition and clearance work for Ban Mong Lake and focusing on the land acquisition and clearance of Khe Lai - Vuc Mau Lake.

The Department of Planning and Investment and the Department of Home Affairs in coordination with the Ministry of Planning and Investment will organize a conference to implement the cooperation agreement between the governments of Vietnam and Laos, which will be held in Nghe An.

The Department of Labor, Invalids and Social Affairs coordinated with the Management Board of the Southeast Economic Zone to organize a conference to resolve difficulties in labor resources, especially labor for FDI enterprises investing in Nghe An. The viewpoint is to expand labor recruitment to other provinces and cities.

The Chairman of the Provincial People's Committee requested departments, branches and localities to pay attention to site clearance work to implement key projects of the Central and the province. Quickly complete the acceptance of site clearance for the 500kV line 3 project. Continue to mobilize people to hand over the site for the project to upgrade and expand National Highway 7 and take into account the construction protection plan. The head of the provincial People's Committee requested the Finance sector to manage the budget closely and economically, within the budget estimate; cut unnecessary spending tasks and items assigned from the beginning of the year but not spent by June 30. Guide sectors to develop budget estimates to allocate the budget in accordance with regulations. The tax sector is determined to apply electronic invoices; strengthen tax debt collection. Departments, sectors, localities, and investors continue to review and regularly remove obstacles and difficulties of each project to speed up the disbursement of public investment capital. The Planning and Investment sector reviews the disbursement capacity of each project to advise on capital adjustment of projects that have not been disbursed or have been disbursed slowly in July.

Regarding the field of culture and society, the Chairman of the Provincial People's Committee requested departments and branches to focus on implementation according to their assigned functions and tasks. In particular, the Department of Education and Training should closely coordinate with localities to organize the high school graduation exam well in 2023-2024; not to allow violations and negativity in exams. The Department of Labor, Invalids and Social Affairs and localities should prepare well for the activities to celebrate the War Invalids and Martyrs Day on July 27, in the spirit of ensuring solemnity, practicality, meaning and suitability to the actual situation.

Continue to improve the investment environment, promote administrative reform, digital transformation, and implement Project 06. The Department of Home Affairs coordinates with the Provincial People's Committee Office to monitor the strict implementation of the spirit of Directive 20 of the Provincial People's Committee on strengthening discipline, administrative discipline, improving quality and efficiency in performing the work of units and localities. Develop an implementation plan, regularly report on the implementation results every 6 months and annually. Pay attention to resolving the concerns raised by localities at the meeting, which is to encourage and protect cadres who dare to think and dare to do in accordance with the spirit of Decree 73 of the Government.

The Chairman of the Provincial People's Committee also requested the Provincial Police to pay attention to fire prevention and fighting, and strengthen inspections of service businesses, rental accommodation, and apartments. Proactively prepare important events: a rally to respond to the month of action against drugs associated with commending advanced models in the project of clean border communes on drugs; and the launching ceremony of the security and order protection force at the grassroots level.

Also at this morning's meeting, the meeting members listened to and commented on a number of draft decisions within the scope and authority of the Provincial People's Committee; and contributed comments to the draft Resolution submitted to the Provincial People's Council.
