In the joyful, excited and proud atmosphere of the glorious 94-year tradition of the glorious Communist Party of Vietnam and celebrating the New Year of the Dragon, on behalf of the provincial leaders, Secretary of the Provincial Party Committee Doan Minh Huan sent the best wishes to the delegates and their families.
Informing about some outstanding results achieved by the province in 2023, the Provincial Party Secretary affirmed: Continuing and promoting the revolutionary tradition of the homeland, under the leadership of the Party, in recent years, the Party Committee, government and people in the province have united, strived, overcome many difficulties and challenges and achieved very important achievements in all fields. Completed and exceeded 14/17 planned targets, of which 11 targets exceeded the plan; the economy maintained development, the GRDP growth rate was estimated at 7.27%, ranked 23/63 provinces and cities, higher than the national average. The economic structure is quite harmonious between industry, agriculture and tourism and services. New rural construction has been focused on implementation, strategic infrastructure has been promoted, especially connecting traffic infrastructure. Party building, political system, military, local defense, political security, social order and safety are strengthened; internal solidarity and unity; social security is ensured. In particular, the vote of confidence for leadership and management positions in the province's political system in 2023 according to Regulation No. 96-QD/TW dated February 2, 2023 of the Politburo is strictly implemented, ensuring compliance with regulations, effectiveness and substance.
"The results achieved in 2023 are the efforts of Party committees at all levels, the government, the entire people and the business community, the dedication, intelligence and contributions of generations of leaders through the periods, and the results of the province's development policies from many previous terms and up to now have been and are being effective" - the Provincial Party Secretary affirmed.
Sharing some issues on the vision, goals, and development perspectives of Ninh Binh to 2030, 2035, and the vision to 2045, the Provincial Party Secretary said: At the mid-term review conference on the implementation of the Resolution of the 22nd Provincial Party Congress, the Provincial Party Executive Committee comprehensively assessed the results achieved; pointed out difficulties, limitations, and causes; analyzed and forecasted the situation, proposed new policies and decisions, key tasks, and key solutions that need to be focused on leading and directing implementation in the coming time. In particular, Ninh Binh sets the goal of striving to become a fairly developed province, a growth pole in the South of the Red River Delta region by 2030 and basically meet the criteria of a centrally-run city according to the characteristics of a heritage urban area, taking tourism and cultural industry as spearheads, taking the automobile mechanical industry and high-tech industries as driving forces, taking innovative startups and creativity as a breakthrough. Strive to become a centrally-run city by 2035.
With that strategic goal and vision, the Provincial Party Secretary emphasized: The implementation of tasks in the coming time will set new, higher requirements, with greater depth, vision and aspirations. Therefore, the Party Committee, government and people in the province need to be more determined to gradually realize the development goals and aspirations of the province.
Regarding some key tasks in 2024, the Provincial Party Secretary proposed: Continue to consolidate, maintain and promote the spirit of solidarity and unity; determination and resoluteness in leadership, direction and administration; enhance the sense of responsibility, proactiveness, creativity, self-reliance and self-improvement of Party committees at all levels, authorities, departments, branches, unions, cadres, party members and each citizen. Focus on leading and directing the work of building and rectifying the Party and the political system to be clean, strong, comprehensive and effective in all aspects of politics, ideology, ethics, organization and cadres. Well implement the 2024 working theme of the Provincial Party Executive Committee "Maintaining discipline, enhancing responsibility, innovation, creativity, and practical efficiency". Focus on leading and directing the work of preparing for Party congresses at all levels towards the 23rd Provincial Party Congress.
Continue to adhere to the socio-economic development goals in the direction of "Green, sustainable and harmonious"; select fundamental and core tasks and solutions, remove bottlenecks to more effectively implement the 3 breakthroughs, 6 key work programs and "Four boosts" identified by the Provincial Party Executive Committee.
Focus on implementing the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050 after being approved by the Prime Minister. Lead and direct the effective implementation of the arrangement of administrative units at the district and commune levels for the period 2023-2025, especially the arrangement of public assets and staff arrangement, do a good job of propaganda and mobilization to create consensus among cadres and people of localities and units subject to the arrangement, ensuring public security and stability in the area.
On this occasion, on behalf of the Provincial Party Committee, Secretary of the Provincial Party Committee Doan Minh Huan thanked the great and important contributions of all levels, sectors, cadres, party members and people of the whole province in successfully completing the tasks in 2023, as well as in the past years. He also sincerely thanked and hoped to continue to receive the attention, leadership and direction of the Central Party Committee, the National Assembly, the Government, ministries, departments and central branches so that Ninh Binh can develop further in the coming time.
At the meeting, delegates enjoyed an art program with unique songs and dances praising the glorious Party, great Uncle Ho, praising the new spring and the development of the homeland and country.
