Provincial Party Committee listens to report on digitizing party member records

On the afternoon of March 24, the Provincial Party Committee held a conference to listen to reports on the implementation of digitizing party member records of Party agencies in the area. Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee chaired the conference.

At the conference, the representative of the provincial police reported on the contents and work needed to prepare for the implementation of digitizing party member records in the area. In particular, it clearly stated the documents that need to be digitized, including: Party member records (storing party member's personal information, documents of the records include: Personal statement; CV; declaration of documents and other types of documents...); cadre records (storing personal information of cadres currently working at the unit); cadre appointment records (storing information on appointment of cadres who are leaders of units. Documents of the records are stored in each file and are supplemented annually); advisory documents, official dispatches, directives, resolutions. Along with that, it clearly stated the general principles and requirements for document digitization. In principle, do not digitize top secret and confidential documents. For confidential documents, personnel records must be submitted to the competent authority for approval and apply the encryption and security solutions of the Government Cipher Committee. When digitizing, it must ensure accuracy and originality in terms of content and layout compared to the original document. It is required that archived documents be edited, classified, arranged scientifically and fully collected before digitizing.

Discussing at the conference, representatives of the Provincial Party Committee's Organizing Committee, local Party Committees and units raised difficulties and issues that need attention in the process of digitizing party member records. In particular, focusing on difficulties in equipment and human resources to serve the digitization of party member records, meeting the requirements of time schedule, digitization quality, and not violating regulations on procedures and principles in the digitization process.

Concluding the conference, Standing Deputy Secretary of the Provincial Party Committee Dinh Thi Lua affirmed that digitizing party member records is one of the tasks of the Provincial Party Committee in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; implementing Project No. 204-DA/TW of the Central Party Secretariat on digital transformation in Party agencies. The Standing Deputy Secretary of the Provincial Party Committee requested that the Provincial Party Committee Office preside over and advise on the issuance of an Official Dispatch of the Provincial Party Committee Standing Committee to lead and direct district, town, city and affiliated Party Committees to focus on implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo and Action Program No. 134-CTr/TU dated February 28, 2025 of the Provincial Party Committee Standing Committee to effectively implement Resolution 57-NQ/TW; in the immediate future, focus on digitizing Party member records of Party agencies to be completed in April 2025.

Advise on the establishment of a team to monitor the progress of digitization implementation of units and localities; guide agencies, units and localities to edit records and documents in accordance with regulations. The Provincial Party Committee's Organization Board advises on the development of the Provincial Party Committee's Standing Committee's Plan on digitizing party member records of Party agencies according to the direction of the Central Committee; directs and guides branches and Party committees to arrange and assign file codes according to the official and civil servant numbers for cadre records, appointment records, and party member card numbers for party member records to implement digitization. The Provincial Police arrange computers and scanners to scan records and documents; coordinate with agencies, units and localities to arrange human resources to organize implementation, meeting the requirements of the Central Committee's direction.

District Party Committees, Town Party Committees, City Party Committees, and affiliated Party Committees focus on directing the implementation of digitalization of records at agencies and units; actively and proactively coordinate with relevant agencies and units in the implementation process to ensure the content, requirements, and progress set forth.
