Long An restarts investment project to upgrade and renovate Provincial Road 830C with a budget of 1,851 billion VND

After a temporary suspension, the project to upgrade and renovate Provincial Road 830C (Ben Luc District, Long An Province) connecting to Ho Chi Minh City has been restarted. The total investment of the project has been adjusted to nearly double compared to before.

Provincial Road 830C passes through Tan Buu, Thanh Phu, My Yen communes and Ben Luc town (Ben Luc district)

On July 13, 2022, the People's Council of Long An province issued Resolution No. 28/NQ-HDND on the investment policy to upgrade and renovate DT830C. On December 7, 2022, the Provincial People's Committee approved the project in Decision No. 11543/QD-UBND.

The project has a total length of 9km, passing through the communes of Tan Buu, Thanh Phu, My Yen and Ben Luc town (Ben Luc district); the starting point intersects with Nguyen Huu Tho street in Ben Luc town and the end point is the border of Long An - Ho Chi Minh City.

The project belongs to group B, designed according to the standards of grade II traffic roads. In particular, the section from Nguyen Huu Tho Street to Nguyen Van Tiep Street, about 0.7km long, will remain in its current state with a 12m wide asphalt concrete road surface and a 22m wide roadbed.

The section from Nguyen Van Tiep Street to the Ho Chi Minh City border, about 8.3km long, will be upgraded with a 20m wide asphalt concrete road surface and a 30m wide roadbed; at the same time, technical infrastructure systems such as drainage, curbs, sidewalks, trees and lighting will be completed.

The total initial investment of the project is 971 billion VND, of which the cost of site clearance is about 220 billion VND.

The project was approved for implementation in the period of 2023-2025 and is expected to start construction in the fourth quarter of 2024. The inventory and inventory work has been carried out on 1,289 land plots belonging to 792 individuals and organizations with land subject to site clearance in the communes of Tan Buu, Thanh Phu, My Yen and Ben Luc town with an area of ​​over 68,886m2 .

However, due to many reasons such as people not agreeing with the compensation price list for site clearance; comparing the compensation price with some other neighboring projects and difficulties in arranging capital, the project had to be temporarily suspended from implementation as planned.

After a temporary suspension, the project to upgrade and renovate DT830C has been restarted. Recently, on March 25, 2025, the People's Committee of Long An province decided to adjust the investment policy for the project to upgrade and renovate DT830C.

According to this new decision, the project implementation period is adjusted to 2024-2027. The total investment of the project is adjusted to increase to 1,851 billion VND, of which the cost of site clearance is about 1,100 billion VND.

According to the Provincial Construction Investment Project Management Board, the increase in total investment is to ensure balance of budget resources, adjust the roadmap and capital allocation plan to effectively implement the project, and avoid causing outstanding debt.

According to information from the People's Committee of Ben Luc district, the upgrading and renovation of DT830C is very important in connecting traffic between provincial roads with National Highway 1, Ring Road 3, Ring Road 4 of Ho Chi Minh City, DT830C, DT830.

The implementation of the DT830C upgrading and renovation project not only helps synchronize the transport infrastructure system but also increases the connection of the national transport network with Ho Chi Minh City, creating an important driving force for the socio-economic development of Long An province in particular and the Mekong Delta region in general.

Also related to DT830C, in a recent meeting with Deputy Prime Minister Tran Hong Ha, a representative of the Long An Provincial People's Committee informed about the importance and urgency of investing in upgrading and renovating to promote socio-economic development, facilitate travel and transport of goods. From there, the representative of Long An Province also proposed that the Government support capital to implement the project.

The project to upgrade and renovate Provincial Road 830C has its budget adjusted to increase from nearly VND 971 billion to VND 1,851 billion.

Currently, Long An province focuses its investment resources on building regional linkage projects connecting with Ho Chi Minh City such as Ho Chi Minh City Ring Road 3, Provincial Road 823D and regional linkage projects connecting with Tien Giang province such as Tan An City Ring Road. These projects have a spillover effect, creating a driving force to attract investment and contributing to the socio-economic development of the province.

"Therefore, to create conditions for the province to complete the synchronous and inter-regional transport infrastructure system between the Mekong Delta with Ho Chi Minh City and the Southeast region, the Provincial People's Committee proposes that the Government support investment capital for the DT830C project" - the representative of the Provincial People's Committee proposed./.

The current status of DT830C route through Ben Luc district is about 9km long. However, the cross-section of the route is not uniform. Specifically, the section from Nguyen Huu Tho Street to Nguyen Van Tiep Street (0.7km) currently has a 12m wide asphalt concrete road surface, a 22m wide roadbed and has been invested in complete infrastructure. Meanwhile, the section from Nguyen Van Tiep Street to the border of Ho Chi Minh City (8.3km) has a 11m wide road surface, 0.5m wide dirt shoulders on both sides, a 12m wide roadbed, and no uniform drainage system, so rainwater flows naturally onto both sides of the road.
