On the side of Quang Nam province, there were alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet and comrades in the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee.
Many positive results
At the meeting, Secretary of the City Party Committee Nguyen Van Quang reported on the implementation results of the Resolution of the 13th National Party Congress and the Resolution of the 22nd National Party Congress of the City; the implementation of Resolution No. 18-NQ/TW; Resolution No. 57-NQ-TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation.
Accordingly, in recent times, the City Party Committee and the Standing Committee of the City Party Committee have led and directed the serious and effective implementation of the Resolution of the 13th National Party Congress and the Resolution of the 22nd National Party Congress of the City, achieving many positive results.
In terms of economy, GRDP in the 2012-2025 period is estimated to increase by 6.8% per year; the first quarter of 2025 is expected to grow by over 11%; GRDP per capita (current price) in 2025 is estimated to reach 5007 USD. The city has implemented humane, outstanding, and unique social security programs such as: monthly allowance for the elderly from 75 to 80 years old; health insurance support policy; complete exemption of tuition fees for preschool children and students of all levels... In 2025, Da Nang strives to achieve an economic growth target of over 10%.

In particular, implementing the direction of General Secretary To Lam at the conference to deploy the 10th Central Resolution, the city organized research, discussion and drew conclusions from the city's practice on "Building a socialist social model, focusing on building socialist people - viewed from the practice of Da Nang city" and drew out "6 characteristics" of socialist people in the city during the period of international integration; building a socialist model in Da Nang according to the criteria of "5 high" and "3 sustainable".
On that basis, the city will continue to research, complete and supplement the documents of the 23rd Congress of the City Party Committee. The city's national defense and political security are maintained stably; social order and safety are ensured, creating a favorable environment for attracting investment.
The City Party Committee and the Standing Committee of the City Party Committee lead, direct, and organize the serious, systematic, synchronous, and effective implementation of Directive No. 35-CT/TW and Conclusion No. 118-KL/TW. Preparations for organizing Party Congresses at all levels were proactively and promptly implemented, ensuring progress and quality according to set requirements.
The summary of Resolution No. 18-NQ/TW was implemented seriously, promptly, and in accordance with the city's reality. The Standing Committee of the City Party Committee promptly directed the development and promulgation of Project No. 09-DA/TU on the arrangement and streamlining of the political system's apparatus and Plan No. 269-KH/TU on the implementation of Project No. 09-DA/TU.
Up to now, the city has completed in accordance with the requirements and directions of the Central Government. The city has reported on the plan to arrange administrative units of wards and communes, without organizing district-level governments. Accordingly, the city is expected to have 12 wards and communes and 1 special zone (Hoang Sa), reducing 75% of the focal points. At the same time, it has done a good job of ideological work and directing research, building mechanisms and policies to support affected cadres, civil servants, public employees and workers, thereby creating high consensus in the implementation process.
Regarding the development and completion of mechanisms and policies to promote science, technology, innovation and digital transformation, Secretary of the City Party Committee Nguyen Van Quang said that before Resolution No. 57-NQ/TW was issued, in the period of 2019-2024, the city had issued about 70 policies, mechanisms and related policies to support enterprises in technological innovation, innovative startups; intellectual property development, digital transformation and information technology development.
The city has proposed specific and outstanding mechanisms and policies in the fields of science and technology, innovation, microchips, semiconductors, and artificial intelligence, which were approved by the National Assembly in Resolution No. 136/2024/QH15 dated June 26, 2024 with 7 specific policy groups, creating a legal basis for immediate implementation of the policies of Resolution No. 57-NQ/TW.
In particular, after the Politburo issued Resolution No. 57-NQ/TW, the Standing Committee of the City Party Committee promptly directed and established Steering Committee 57 and issued 25 relevant documents for implementation; issued Action Program No. 43-CTr/TU on implementing Resolution No. 57-NQ/TW in conjunction with implementing Resolution No. 03/NQ-CP of the Government, Notice No. 01-TB/BCDTW of the Central Steering Committee on implementing Resolution No. 57-NQ/TW on the conclusion of General Secretary To Lam, Head of the Central Steering Committee.
Regarding priority investment areas, the city has increased investment in science, technology and innovation infrastructure; established a Center for Research and Training in Microchip Design; and developed a Project for Development of Microchips, Semiconductors and Artificial Intelligence in the area. Currently, high-tech zones and concentrated information technology zones have been completed and researched for expansion. The city has 4 concentrated information technology zones with an area of 140.8 hectares with more than 10,000 employees.
The city has invested nearly VND 1,400 billion to build and put into operation Software Park No. 2 with a working floor area of 92,000m2; built a special mechanism to attract many enterprises in semiconductors and artificial intelligence such as: Marvell, FPT, Mixel, Synopsys and 19 registered startups.
The city has also decided to invest in a Center for Supporting Innovative Startups worth over VND500 billion to serve the city's startup ecosystem along with 3 non-budgetary IT parks that are currently being invested in. After Resolution No. 57-NQ/TW was issued, the city directed the allocation of resources, focusing on promoting investment in projects such as: Laboratory combined with small-scale production of advanced semiconductor packaging technology (Lab-Fab), Lab on artificial intelligence, attracting investment in large data centers.
Regarding the construction of the Da Nang City Financial Center, implementing the Conclusion Notice No. 47-TB/TW of the Politburo, the Standing Committee of the City Party Committee established a Steering Committee and directed relevant agencies to actively coordinate with the Ministry of Planning and Investment (now the Ministry of Finance) to advise on the development of the National Assembly's Resolution on the Financial Center in Vietnam.
Accordingly, the city has planned clean land funds of more than 16 hectares and has the potential to expand by 62 hectares. The city is implementing tasks to attract investment in the infrastructure of the Financial Center area, training human resources, especially the management apparatus of the Financial Center.
At the same time, the city is speeding up the process of calling for investors for the overall Lien Chieu Port project. Focusing on removing difficulties and obstacles in inspection and examination conclusions...
Many recommendations to create mechanisms and motivations to continue developing the city
At the meeting, the Standing Committee of the Da Nang City Party Committee proposed many important issues to create mechanisms and motivation to continue developing the city in the coming time.
In particular, it is proposed that the Politburo allow Da Nang city (after the merger and formation of a new administrative unit) to continue to inherit all development orientations according to Conclusion No. 79-KL/TW dated May 13, 2024 of the Politburo, Resolution No. 136/2024/QH15 dated June 26, 2024, Resolution No. 170/2024/QH15 of the National Assembly on specific mechanisms and policies for city development, and approved plans of the two localities to continue to be implemented and adjusted in accordance with the new orientation and scale.
Regarding the implementation of Resolution No. 57-NQ/TW, Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation, a number of small mechanisms in the use of State budget resources are mentioned.
Therefore, it is recommended that the Politburo direct the National Assembly Party Committee, the Government Party Committee, and relevant functional agencies to research and soon have specific and special mechanisms and policies to attract social resources to quickly invest in infrastructure of science, technology, and innovation, such as: direct land allocation, no land use fees; deciding on investment policies according to special procedures; soon promulgating special mechanisms and policies to promote and attract talents in a number of industries and fields identified in Resolution No. 57-NQ/TW; establishing a carbon credit trading floor and a capital trading floor for innovative startups.
Regarding the construction of an international and regional financial center in Vietnam, the Politburo is requested to direct relevant ministries, branches and units to closely coordinate with the Ministry of Finance and need to have a mindset and viewpoint that goes beyond current regulations to institutionalize it in the National Assembly's Resolution on the Financial Center in Vietnam with specific and breakthrough mechanisms.
That is, allowing members of the Financial Center to invest, transfer capital, profits and legal income abroad when members of the Financial Center comply with regulations on the reporting regime; allowing management and supervision agencies of the Financial Center to apply special administrative procedures; allowing pilot transactions in the Financial Center of crypto assets, popular cryptocurrencies on the market, large capitalization, high liquidity; piloting transactions, payment of some tourism and commercial services with crypto currencies...
Better promote potential and advantages, bring Quang - Da land to the big sea, worthy of national and international stature
After listening to the reports of the two localities, the suggestions and recommendations, General Secretary To Lam affirmed that the policy of merging provinces and not organizing at the district level is a major, strategic orientation of the Central Government that is being implemented very drastically, resolutely and decisively on the basis of extensive consultation and high consensus. This is an institutional breakthrough to prepare for the 100-year vision of national development. All institutional reforms are for the practical, long-term interests of the people and for the development of the country.
The reform of the administrative apparatus and the merger of administrative boundaries this time focus on the goals of repositioning the natural economic development space, linking cultural history and geography, thereby expanding the development vision, forming an economic administrative entity with a large enough scale, strong enough governance capacity, and high competitiveness to deeply integrate into the national and global value chain. Reducing management levels and shortening work processing procedures to reallocate resources, focusing resources on priority areas.
The General Secretary said that in the near future, the Central Government and the National Assembly will discuss the issue of provincial mergers, in which it is expected that Quang Nam will likely merge with Da Nang.
The General Secretary suggested that it is necessary to promote the work of building the Party and the political system, associated with innovation of the organizational model, tightening discipline, and improving the capacity and quality of cadres. Cadres must truly be the center of innovation, people who are close to the people, dare to think, dare to do, dare to take responsibility, and are people who spread trust among the people. The reduction of staff must retain talented people. Social security policies, people with meritorious services, and the disadvantaged must continue to be top priorities.
Regarding Quang Nam and Da Nang, the General Secretary said that each locality is facing problems. Therefore, the research and implementation of new models, including administrative unit adjustments, has become an urgent requirement to expand growth space and restructure development space. The new Da Nang - Quang Nam must better promote the potential and inherent advantages of the two localities.
From there, the General Secretary made some suggestions and orientations for building a new Da Nang - Quang Nam to ensure it becomes a growth pole of Vietnam and one of the cities with high competitiveness in the country and the Asia - Pacific region. A new Da Nang - Quang Nam needs to be positioned not only as the economic - social center of the Central region, but also to demonstrate a pioneering role in the process of modern development.
The General Secretary suggested that Da Nang and Quang Nam promote economic restructuring towards improving labor productivity, maximizing potential advantages, building an international financial center, a free trade zone, a modern urban area, and a high-quality resort tourism center. New development spaces must define their own strategic roles and advantages such as Chu Lai industrial and logistics development pole, Hoi An and My Son cultural tourism centers, high-tech agricultural zones, etc.
"There must be a comprehensive plan and balanced development. We cannot focus too much on Da Nang and forget the valuable potential of Quang Nam," the General Secretary emphasized.
The General Secretary also requested local leaders to focus on implementing the following tasks: Building Da Nang - Quang Nam into a national center for innovation, high technology and startups; immediately deploying digital government models, smart cities, and modern administration; focusing on improving human capital in Quang Nam, attracting talent, building a team of high-quality officials and organizing the Party in association with a new governance model.
At the same time, continue to improve people's lives and work to eliminate hunger and reduce poverty, care for the lives, ensure jobs for the young generation. Strengthen national defense and security capacity, protect sovereignty, maintain peace and stability. Promote the development of private enterprises, help enterprises access capital, technology, human resources, land resources, etc.; strengthen regional connectivity, develop according to the mindset of no administrative borders between localities.

According to the General Secretary, the merger is not just an administrative change, but it is a historic opportunity for Quang Nam and Da Nang to together build a leading economic, cultural and innovation center in the region; it is necessary to promote the strengths of both sides, plan long-term visions, share benefits, responsibilities and aspirations for development, so that the land of Quang - Da can truly reach out to the sea with a position worthy of national and international stature.
The General Secretary affirmed that the new Da Nang and Quang Nam after the merger will continue to inherit the development orientations, mechanisms and specific policies of Da Nang.
The General Secretary requested that the Central agencies, the National Assembly, and the Government continue to pay attention and support the new Da Nang - Quang Nam to effectively implement the Party's major policies, especially breakthrough proposals on financial mechanisms, planning, organizational apparatus, and testing new fields to create development momentum not only for the new Da Nang - Quang Nam, but also for the entire Central region and the country.
The General Secretary believes that the new Da Nang - Quang Nam will continue to be a strategic growth pole, a center for startups, innovation and a leading livable coastal city, contributing to bringing Vietnam firmly into the era of sustainable development and prosperity.
