Status of the Project to establish Da Nang Free Trade Zone

TPO - Deputy Prime Minister Nguyen Hoa Binh requested the People's Committee of Da Nang City to complete the project and dossier for establishing the Da Nang Free Trade Zone in December this year, send it to the Ministry of Planning and Investment for appraisal and submit it to the Prime Minister for promulgation.

Deputy Prime Minister Nguyen Hoa Binh signed and issued Decision No. 1088/QD-TTg assigning tasks to implement Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City.

The decision clearly states that in December 2024, the People's Committee of Da Nang City will complete the project and dossier to establish the Da Nang Free Trade Zone, send it to the Ministry of Planning and Investment for appraisal and submit it to the Prime Minister to issue a decision on establishment.

In the fourth quarter of 2024 - first quarter of 2025, the Ministry of Planning and Investment will preside over the appraisal and submit to the Prime Minister for issuance of a Decision on the establishment of Da Nang Free Trade Zone.

The pilot establishment of a free trade zone is expected to create new momentum for Da Nang's economic development.

The People's Committee of Da Nang City has prepared a draft document of the Prime Minister's decision on adding the management function of the Da Nang Free Trade Zone to the Management Board of the Da Nang High-Tech Park and Industrial Zones to send to the Ministry of Home Affairs for appraisal. In the fourth quarter of this year, the Ministry of Home Affairs must complete the appraisal.

The Ministry of Finance shall preside over the issuance of documents regulating customs procedures; customs inspection and supervision of goods brought into and out of the Da Nang Free Trade Zone; and shall issue documents regulating and guiding the application of priority regimes in the implementation of customs procedures, customs inspection and supervision of exported and imported goods of enterprises in the Da Nang Free Trade Zone.

The Ministry of Industry and Trade is studying to authorize the Management Board of High-Tech Parks and Industrial Parks to issue certificates of origin for goods produced in functional areas of the Da Nang Free Trade Zone.

The Ministry of Construction is assigned to preside over the development and submit to the Prime Minister for promulgation a decision on piloting decentralization and procedures for approving partial adjustments to the general planning for functional areas and partial adjustments to the general planning for urban areas of Da Nang City. This task must be completed before October 15.

In November, the People's Committee of Da Nang City prepared a draft decision of the Prime Minister on ending the pilot operation of the Da Nang City Food Safety Management Board and sent it to the Ministry of Home Affairs for appraisal.

Also in November, the Ministry of Home Affairs chaired the appraisal of the draft decision of the Prime Minister on ending the pilot operation of the Food Safety Management Board of Da Nang City.
