Social policy credit actively contributes to poverty reduction

After 10 years of implementing Directive No. 40-CT/TW of the Central Party Secretariat on strengthening the Party's leadership over social policy credit, the awareness of Party committees, authorities, grassroots organizations and people who benefit from preferential loan policies in Lao Cai has changed significantly, contributing significantly to poverty reduction in the locality.

Contribute to effective poverty reduction

10 years ago, the family of Ms. Ly Thi Hanh, Sin Chai village, Na Hoi commune, Bac Ha district, Lao Cai was a poor household, the family's main income depended on rice. After Directive 40 was issued, with the support of local policy bank officials, Ms. Hanh's family boldly borrowed 50 million VND to develop a plum garden. After more than 3 years, when the plum trees were harvested, the family was able to pay off the debt and gradually became a well-off household in the locality. Ms. Hanh took us to visit the plum garden and excitedly said that currently the family has more than 200 plum trees for harvest and a year the harvest is about 100 million VND. From the capital earned annually, Ms. Hanh's family also develops livestock and poultry farming to increase income.

Similar to Ms. Hanh's family, Ms. Hoang Thi Thuy's family in Na Kim village, Ta Chai commune, Bac Ha district was previously a poor household. After accessing a loan from the policy bank, Ms. Thuy's family borrowed 50 million VND to develop a plum garden. After the plum trees were harvested, Ms. Thuy's family paid off all their debts and boldly invested in homestay services to serve tourists coming to Bac Ha. Up to now, Ms. Thuy's family has a stable economic source with an annual income of 50 million VND or more.

Mr. Nguyen Duy Hoa, Secretary of Bac Ha District Party Committee, affirmed that social credit policy has contributed to poverty reduction in Bac Ha in recent years. Along with the national target program, other resources from the central government, the province and the locality, social policy credit sources have made an important contribution to the average annual poverty reduction of over 8% in Bac Ha district. However, in the implementation process, there are also certain difficulties such as the resources for social policy credit are still low compared to the actual needs. Secondly, the local budget source along with this social policy source is still difficult, so there are still many people in need but have not yet accessed it.

In recent years, policy capital in Lao Cai province has been constantly growing, increasingly meeting the borrowing needs of poor households, near-poor households, newly escaped-poverty households and other policy subjects. The implementation, dissemination and concretization of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat have been carried out quite seriously by Party committees and authorities at all levels in Lao Cai province. Through the implementation, dissemination and organization of implementation, the combined strength of the entire political system has been promoted in implementing social policy credit. Contributing significantly to the implementation of the goals and tasks set by the Party and State on poverty reduction, job creation, new rural construction, human resource development, ensuring social security, political stability and socio-economic development in the locality.

Mr. Do Minh Tri, Secretary of the Party Committee of Ta Phin Commune, Sa Pa Town, shared that out of more than 700 households in this locality, more than 330 households have access to and used loans from the Policy Bank. From accessing resources, the rate of poor and near-poor households is now down to 5.7%, which is currently 48%. Mr. Bui Ngoc Quang, Director of the Sa Pa Town Policy Bank Transaction Office, added that after 10 years of implementing Directive 40 on strengthening the Party's leadership in social policy credit in the locality, the sustainable poverty reduction rate in the locality has achieved many positive results, contributing to the annual poverty reduction rate in the locality reaching 7%.

Improving the efficiency of policy loans

Mr. Nguyen Hai Ha, Director of Lao Cai Provincial Policy Bank, shared that to improve the effectiveness of policy loans, Lao Cai Provincial Social Policy Bank has coordinated with the Fatherland Front Committee and 4 socio-political organizations entrusted with propaganda at the meeting of commune transaction points, regular meetings of savings and loan groups, at village and residential group party cell meetings, through local loudspeakers; distributed leaflets to customers...

Thereby, the role and responsibility of Party committees and authorities at all levels has been enhanced, creating unity in perception and action, promoting the combined strength of the entire political system in implementing social policy credit. Borrowers are more aware and responsible for their loans and fully exercise their rights and obligations when borrowing capital, using capital for the right purpose.

Social policy credit has made an important contribution to implementing the policies, goals and tasks set by the Party and State on poverty reduction, job creation, new rural construction, human resource development, social security, political stability and socio-economic development in the locality.

To ensure that loans reach the right recipients, every year, Lao Cai Provincial Social Policy Bank branch conducts internal control inspections of 100% of district-level Social Policy Bank transaction offices; inspections of socio-political organizations receiving trust at district and commune levels; savings and loan groups; and inspections of loan use by borrowers.

After 10 years of implementing Directive No. 40-CT/TW of the Secretariat on strengthening the Party's leadership in social policy credit work, the total capital of Lao Cai Provincial Social Policy Bank has reached 4,576 billion VND, an increase of 2,728 billion VND compared to 2014. The capital entrusted to the locality reached 366 billion VND, an increase of 350 billion VND compared to 2014, accounting for 8% of the total capital. The capital mobilized locally reached 479 billion VND, an increase of 387 billion VND compared to 2014, accounting for 10.5% of the total capital.

In addition to the central government's capital, Lao Cai province has also entrusted the social policy bank with VND350 billion to supplement the loan capital, meeting the needs of the poor and other policy beneficiaries, contributing to the implementation of annual goals of rapid and sustainable poverty reduction, job creation, new rural construction, and ensuring social security in the area.
