Scarce source of interdisciplinary teachers in the next 3 years
For secondary school level, although entering the third year of implementation, in each teacher training program, the Department of Education and Training of Ho Chi Minh City always emphasizes that this is a large and important content, requiring determination and efforts of each school and each teacher. According to a head of the Department of Education and Training, with two integrated subjects of natural sciences (KHTN) and history - geography, it is impossible to recruit new teachers to replace teachers who are teaching physics, chemistry, biology... alone, and if they want to recruit, there is no source. Therefore, it is necessary to take advantage of the existing source of teachers, while promoting in-depth professional training to meet the program's goals.
During the meeting between the Ho Chi Minh City Department of Education and Training and the specialized training faculties of Saigon University on the training and fostering of teachers according to the 2018 General Education Program in March 2023, Dr. Vo Van That, Vice Principal of the school, said that the unit opened a major to train teachers of two new subjects of the 2018 General Education Program, namely Natural Sciences and History - Geography from the 2019 - 2020 school year. This year, 24 Natural Sciences teachers and 9 History - Geography teachers graduated. It is expected that in 2024, there will be 31 more Natural Sciences teachers and 28 History - Geography teachers graduating. In the next two years, the number of teachers graduating from these two majors will be less than 120. Thus, the problem of shortage of teacher recruitment sources will continue to be difficult in the next 3 years.
Candidates for teacher recruitment in Ho Chi Minh City took the general knowledge test in mid-July this year.
Regarding the arts, the leaders of Saigon University said that the annual enrollment target for the fine arts education major is 30 students. However, in some years, if lucky, only 15 students enroll, and in other years, the actual enrollment number is even lower.
SCHOOL PROACTIVELY BUILD TRAINING PLAN
According to Mr. Le Duy Tan, Head of Secondary Education Department of Ho Chi Minh City Department of Education and Training, to implement the 2018 General Education Program for the 2023-2024 school year, for the subject of history and geography, districts and towns will nominate teachers to participate in training and coaching to meet professional requirements to take on the teaching of the subject program. Strengthen professional activities and support training for colleagues to effectively implement teaching.
For Natural Science, schools need to proactively develop plans and nominate teachers to participate in training programs so that teachers meet professional requirements to teach topics or the entire subject program.
The person in charge of secondary school professional work also said that the Department of Education and Training is not rigid but creates initiative for each school in developing a subject teaching plan suitable to the school's teaching organization conditions to ensure the goals and orientation of the program.
Mr. Nguyen Cong Phuc Khanh, Vice Principal of Nguyen Du Secondary School (District 1), said that schools with enough teachers to ensure the full coverage of the three main topics of Natural Science are optimal. Otherwise, it is possible to assign and organize teaching of this subject in a linear manner.
Specifically, based on the content, the school can assign a single subject teacher to take charge of each topic in turn. After finishing a subject, another teacher will be assigned to teach the next subject. At the same time, it will not put pressure on students to study 3 subjects of physics, chemistry, and biology independently as before.
In addition, according to the vice principal of Nguyen Du Secondary School, to be confident with the integrated subjects of the new program, teachers should not always maintain the view that they are the ones who grasp all the knowledge to convey to students with the mindset of knowing 10 to teach 1, but together with students build a "win-win" mindset, because knowledge is broad and always changing. Teachers accept that they have to learn and research on their own to adapt.

SOLUTIONS WHEN THERE ARE NOT ENOUGH TEACHERS
The 2023-2024 school year is the second year the program has been applied to high schools and Ho Chi Minh City is in the process of recruiting teachers for the new school year. According to statistics from the Ho Chi Minh City Department of Education and Training, this year, high schools across the city need to recruit 251 teachers in many subjects. The number of qualified candidates for recruitment is 838 people. Review shows that for subjects in the field of natural sciences, the number of candidates is many times higher than the quota. For subjects in foreign languages and social sciences, the number of candidates is almost equal to the quota, but for subjects related to the arts, there is a high demand but candidates "can't find any".
For example, in music, there were only 2 candidates applying for 12 teaching positions in high schools. Or in fine arts, the city needed to recruit 8 teachers, but there were only 5 candidates applying...
In the 2023-2024 school year, Gia Dinh High School (Binh Thanh District) needs to recruit 1 music teacher, 1 IT teacher and 1 technology teacher, but there are only 2 candidates for technology, while there are no applicants for music and IT.
Mr. To Lam Vien Khoa, Vice Principal of Gia Dinh High School, said that last year, Gia Dinh School had contracted with 1 music teacher from the conservatory and 1 art teacher at the secondary school level. For technology, in the new school year, the school will continue to contract and invite teachers to teach to ensure that teachers can meet the learning requirements of the elective subjects of grade 10 and 11 students according to the new curriculum.
The principal of a high school in Binh Tan District said that for the 2022-2023 school year, the school had to sign a contract with an art teacher who was teaching at an elementary school. This year, the school registered to recruit 1 music teacher and 1 art teacher but "there was almost no hope". Therefore, according to the school's leader, having a guest teacher is still the optimal solution in the new school year.
Mr. Tong Phuoc Loc, Head of the Department of Personnel Organization, Ho Chi Minh City Department of Education and Training, said that it is expected to recruit teachers in 2 rounds. For schools that do not recruit enough teachers in the first round, the Ho Chi Minh City Department of Education and Training will continue to count the needs in the missing subjects and organize a second round of recruitment, ensuring enough teachers to teach in the classroom.
Particularly for subjects such as music and fine arts, according to Mr. Loc, Ho Chi Minh City will consider sharing teachers in clusters. Secondary and high schools will support each other's teachers to effectively implement the 2018 General Education Program.
TEACHERS no longer play the role of traditional knowledge transmitters.
Mr. Trinh Vinh Thanh, Head of the Department of Education and Training of Go Vap District, pointed out that a number of teachers are affected by the "inertia" of their profession, which is to focus on maximizing knowledge. Meanwhile, the goal of the 2018 General Education Program is to equip students with skills and methods. In addition, innovative teaching does not put too much pressure on imparting knowledge in class, but focuses more on lesson preparation, self-study and research skills of students.
Therefore, Mr. Le Duy Tan, Head of Secondary Education Department of Ho Chi Minh City Department of Education and Training, said that with this new program, teachers no longer play the role of traditional knowledge transmitters but become methodical people, good at guiding and guiding students to access rich and diverse knowledge on all platforms.
