Finding ways to remove difficulties in vehicle and aviation equipment inspection

According to the provisions of Circular 29/2021/TT-BGTVT detailing the management of airport operations, airports, specialized aviation vehicles and equipment must be inspected, including 24 types of vehicles. These specialized vehicles and equipment do not have road vehicle registration plates, so they cannot be moved to inspection facilities for inspection. In case these vehicles have to be transported to inspection facilities for inspection, it may disrupt the aviation service chain, greatly affecting the operation of the airport. Therefore, the vehicles need to be inspected right at the airport (inspection outside the inspection facility).

However, recently, the Civil Aviation Authority of Vietnam has received documents from many agencies and units reflecting difficulties and problems in inspection. Specifically, when aviation units contacted local inspection facilities to request inspection of specialized aviation vehicles outside the inspection facility, some inspection facilities responded that they did not accept the application and did not have the capacity to perform the inspection.

If specialized aviation vehicles are not inspected soon, it will affect general aviation activities.

The reason is that the inspection facility is not fully equipped with tools and testing equipment as prescribed in Circular No. 47/2024/TT-BGTVT (such as brake testing equipment, emission testing equipment, lighting equipment, etc.). The location where the inspection is performed outside the inspection facility (airports) does not meet the required conditions (such as: there is no road to test braking efficiency and sideslip to meet the regulations in the National Technical Regulations).

In addition, the inspection facility does not have inspectors with degrees or professional certificates related to specialized motorbikes; some inspection facilities refuse to accept applications because they are no longer authorized to inspect specialized motorbikes from January 1, 2025. On the other hand, according to the Civil Aviation Authority of Vietnam, current specialized aviation vehicles only have license plates issued by the Airport Authority according to Article 61 of Decree No. 05/2021/ND-CP, and do not have specialized motorbike registration. Therefore, a registration facility does not inspect vehicles that do not have specialized motorbike registration. Some inspection facilities do not inspect airport lawn mowers; do not inspect some old specialized vehicles that do not have original vehicle documents.

According to the Civil Aviation Authority of Vietnam, upon receiving feedback from a number of units on the above difficulties, the Authority sent a document to the Vietnam Register to request support and guidance in resolving the difficulties. At the same time, it also recommended that the Ministry of Construction direct the Vietnam Register to promptly develop a plan to support and resolve the above difficulties and problems of agencies and units at airports to ensure that hundreds of specialized aviation vehicles and equipment are inspected according to regulations, ensuring that operations at airports are maintained smoothly and continuously.

Discussing this issue, the leader of the Vietnam Register said that he had received feedback from the Civil Aviation Authority of Vietnam. At the same time, the Register is urgently contacting inspection facilities and guiding aviation units to resolve the above difficulties and problems.
