On July 15 and 18, SCB announced the closure of 9 transaction offices. On July 15, the bank announced the closure of 4 transaction offices in Ho Chi Minh City and Binh Dinh. Then, on July 18, 5 transaction offices in Ho Chi Minh City, Dong Nai and Hai Phong had to close.
According to the reporter's statistics, SCB has closed 91 transaction offices nationwide since Ms. Truong My Lan was arrested in connection with the Van Thinh Phat case.
Of which, the number of transaction offices announced to close in 2023 is 47. And in the first 7 months of 2024, 44 more SCB transaction offices had to close.
The peak was in June 2024, when 16 SCB transaction offices stopped operating. Next were October and December 2023, when each month, 14 transaction offices had to close.
Ms. Truong My Lan, former Chairwoman of Van Thinh Phat Group, a major shareholder controlling the majority of shares at SCB, was prosecuted in October 2022. After that time, SCB's difficulties officially became clear, especially when customers came to claim their rights for having purchased bonds arranged by SCB.
However, it will not be until June 2023 that this bank will begin to terminate the operations of a series of transaction points.
Since then, there has not been a month when this bank has not announced the termination of operations of at least one transaction office.
According to SCB's introduction at the time before the Van Thinh Phat scandal occurred, the bank's transaction network reached 239 transaction points, across 28 provinces and cities nationwide.
The number of SCB transaction points that have ceased operations over the past year is even greater than the number of "best" awards that this bank has ever achieved. According to the reporter's statistics, in just 8 years, from 2015-2022, this bank has been awarded 72 "prestigious" awards by domestic and international organizations with the phrases "top" and "best in Vietnam".
Along with terminating the operations of many transaction points, this bank also announced the liquidation of 23 specialized cash transport vehicles and 27 used ATMs.
This entire batch of specialized vehicles was announced by SCB for the first auction in January 2024 and will only be sold in batches, totaling 3,987 billion VND.
However, due to lack of buyers, last June, the bank said it could sell each unit at the same price, ranging from 127-220 million VND/unit.
Meanwhile, SCB did not announce the starting price for the ATMs.
SCB currently has a charter capital of VND20,000 billion and is under special control by the State Bank. According to the investigation conclusion of the Ministry of Public Security, Ms. Truong My Lan is the controlling person, owning the majority of shares at SCB with a ratio of up to 91.5%.
