The national power plan for the 2021-2030 period, with a vision to 2050 (power plan 8) sets a target that by 2030, renewable energy will account for about 30 - 40% of the total installed capacity of the national power system and this rate can reach 50 - 60% by 2045. Along with encouraging enterprises to invest in self-consumption renewable energy power systems, Thanh Hoa province is actively implementing solutions to promote attracting new projects according to this roadmap.

Continue to orient renewable energy development Operating the waste heat recovery system for power generation at Long Son Cement Plant.

According to statistics from the Department of Industry and Trade, the province currently has 39 planned power plant projects with a total capacity of 5,486MW. Currently, 19 projects have been put into operation with a total capacity of more than 2,488MW; 6 projects are being invested in and are preparing to invest with a total capacity of 906MW. In particular, the renewable energy sector has developed 5 power generation systems utilizing residual heat with a total capacity of 99.2MW; Yen Thai Solar Power Plant located in Yen Thai commune (Yen Dinh) with a capacity of 30MW; 3 biomass power plants with a total capacity of 47.7MW of 3 sugar factories Lam Son, Viet Dai and Nong Cong. The province has also developed 619 rooftop solar power systems with a total capacity of 67,126.6KWp. Many renewable energy projects have been effective in providing clean electricity, contributing to reducing greenhouse gas emissions and initially meeting the criteria for green and sustainable production following the inevitable market trend.

Yen Dinh Solar Power Plant has been in operation since early 2019, after nearly 5 years it has reached its designed capacity. According to the plant representative, the geographical location and power generation conditions in Thanh Hoa are quite good for solar power development, typically radiation intensity and radiation time - decisive factors for solar power production. Therefore, the unit is waiting for specific mechanisms in the near future to carry out procedures to implement the construction steps of phase 2, increasing the plant's capacity to 60MW.

At Long Son Cement Factory (Bim Son town), the system of recovering excess heat for electricity generation has produced about 260 million kWh of electricity per year. This amount of electricity meets more than 40% of the factory's electricity demand, helping the company save from 300 - 400 billion VND in electricity costs each year. According to production director Truong Van Loi, in addition to the benefits of utilizing excess heat to generate electricity, significantly reducing grid power consumption, increasing production efficiency, this system also plays an important role in protecting the environment. In particular, this is a big "plus" in the "green" production criteria, helping the company's products successfully conquer many demanding export markets such as the US, Korea, Malaysia, Taiwan, etc.

In the Power Plan 8, Thanh Hoa has planned a number of new renewable energy projects, including a number of large-scale projects in the fields of gas and wind power. The Management Board of Nghi Son Economic Zone and the province's Industrial Zones are actively carrying out procedures to select investors for the Nghi Son LNG Gas Power Project with a capacity of 1,500 MW. The Bac Phuong - Nghi Son Wind Power Project with a capacity of 100 MW and the Muong Lat Wind Power Project with a capacity of 200 MW have also been approved by the Provincial People's Committee to install wind measuring columns for survey.

Continue to orient renewable energy development Many enterprises in Dinh Huong Industrial Park - Tay Bac Ga invest in rooftop solar power to serve production and business.

In order to increase the proportion of renewable energy in the power source structure, the Provincial People's Committee has submitted to the Ministry of Industry and Trade and the Prime Minister for approval to supplement and update a number of contents of the Power Plan 8 implementation plan; in which Thanh Hoa is proposing to prioritize planning and update additional energy and renewable energy projects in the Power Plan 8 implementation plan in the spirit of Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo, forming and developing a number of renewable energy centers in advantageous regions and localities, including Thanh Hoa province. Accordingly, the province proposes to add renewable power plants such as the project: Nhu Thanh Biomass Power (10MW), Nghi Son Waste-to-Energy Plant (20MW), Tho Xuan Waste-to-Energy Plant (12MW), Thanh Hoa I Solar Power Plant (160MWp)... to the Power Plan 8 implementation plan.

Currently, in order to improve the investment environment, successfully attract experienced, financially and capable investors in the fields of wind power, gas power, and biomass power, Thanh Hoa province is continuing to implement many solutions to promote site clearance, create clean sites, improve administrative procedures, shorten investment procedures; at the same time, actively organize investment promotion conferences to promote the image of Thanh Hoa's investment environment to foreign investors, aiming to attract large investors in the world in the field.

According to the representative of the Department of Industry and Trade, along with the above solutions, the unit will continue to advise all levels of organizations to effectively implement the National Energy Master Plan for the 2021-2030 period, with a vision to 2050, the National Power Development Plan for the 2021-2030 period, with a vision to 2050 in the province in line with the goal of reducing greenhouse gas emissions towards eliminating coal-fired thermal power before 2040; advising on attracting investment in developing clean energy, renewable energy and new energy to ensure energy security for industrial and commercial development in the province. Along with that, the unit will work with the electricity sector to advise and pay attention to planning the development of smart grid systems, improving energy storage technology, upgrading power transmission systems to increase energy efficiency and connectivity between regions.
