In recent years, Hau Loc district has issued a number of policies to support the restructuring of the fisheries sector, integrated with central and provincial policies to support aquaculture facilities. In addition, the district focuses on attracting businesses to invest in the fisheries sector; encouraging research and application of technology to produce crab, clam, and tiger prawn breeds; developing concentrated intensive aquaculture areas applying high technology. Up to now, Hau Loc has built many high-tech aquaculture models, concentrated in communes such as Da Loc, Minh Loc, Xuan Loc, Hoa Loc... some areas bring in billions of VND per hectare each year.

In the field of aquaculture, Thanh Hoa has so far accumulated and concentrated over 3,500 hectares, mostly in the districts of Nga Son, Hau Loc, Hoang Hoa, Quang Xuong, Nong Cong, and Nghi Son town. From there, it has created favorable conditions to attract organizations and individuals to invest in converting production models, developing large-scale concentrated aquaculture, applying high technology. In which, shrimp is the main farming object. Up to now, the whole province has over 700 hectares of intensive shrimp farming applying high technology, with an average yield of 18.5 tons/ha/year; contributing to bringing Thanh Hoa's aquaculture output in 2023 to over 73,800 tons, an increase of more than 3,000 tons compared to the previous year. In 2024, Thanh Hoa aims to reach 74,500 tons of aquaculture output.
