Aquaculture has become a concentrated commodity production activity with advanced technical level, developed in all freshwater, brackish water and saltwater areas in a sustainable manner, bringing high economic value. Thanh Hoa province has encouraged economic sectors to promote land accumulation and concentration to develop large-scale concentrated aquaculture models, applying high technology, aiming at a high-quality aquaculture industry, with the ability to compete and develop sustainably.

To promote the advantages of tidal area, Hau Loc district has focused on supporting the restructuring of the aquaculture industry. The district has flexibly applied support policies of the Central, the province and local funding sources to invest in infrastructure for aquaculture areas and support people in applying advanced science and technology in production. Up to now, the district has developed 1,740 hectares of aquaculture; of which, freshwater area is 733 hectares, brackish water area is 540 hectares, saltwater area is 467 hectares. At the same time, large-scale brackish water aquaculture areas with high economic value have been formed, with diverse farming forms such as tiger shrimp farming with tilapia, tiger shrimp farming with crab. In particular, intensive white-leg shrimp farming models have been developed, with an area of 163 hectares in the whole district, with an output of over 1,400 tons/year. In particular, the district has promoted the effectiveness of land accumulation, large capital investment, super-intensive farming technology in greenhouses and tents on nearly 34 hectares in Hoa Loc, Da Loc and Phu Loc communes, initially achieving high efficiency and gradually expanding in the area.
Mr. Trinh Van Doanh, village 4 Xuan Tien, Hoa Loc commune, said: "With the encouragement and support of authorities at all levels, since 2020, my family has contracted and accumulated about 1.5 hectares of single-crop rice land from local people to invest in building infrastructure and converting to a white-leg shrimp farming model. With an investment of billions of VND, after about 1 year of efforts, my family has formed a modern white-leg shrimp farming area that meets VietGAP standards. With 4 farming crops/year and effective application of high technology, the farming area has brought in revenue of about 3 billion VND/year".
In Hoa Loc commune, there are currently dozens of aquaculture models with billion-dollar revenue, such as the families of Mr. Do Van Hai, Do Van Ngu, Tran Van Tuan, Trinh Van Thanh... gradually affirming the superiority and outstanding economic efficiency of accumulating and concentrating agricultural land to develop aquaculture.
Affirming its role as one of the leading cooperatives in the province in aquaculture, Quang Chinh Aquaculture Service Cooperative (Quang Xuong) has mobilized members to accumulate agricultural land with low economic efficiency to form farming areas with outstanding economic value. Mr. Pham Ba Thao, Director of the Cooperative, said: "Although it was only established in April 2017, the Cooperative has gathered members with many years of experience in aquaculture. Therefore, when implementing the plan to rent, contract, and accumulate land to expand commercial ponds, form nursery areas for releasing juveniles..., the members responded and implemented effectively. Up to now, each member of the Cooperative has 1.5 hectares or more of extensive aquaculture, the total accumulated area of the Cooperative is about 176 hectares. In addition, the Cooperative has also built a shrimp seed production farm in Quynh Luu district (Nghe An) to ensure the supply of juveniles with stable quantity and quality for member households and some models in Nong Cong, Quang Xuong districts, Nghi Son town... Thanks to that, the revenue in the first 5 months of 2024 reached nearly 23 billion VND".
The accumulation of agricultural land for aquaculture development has brought in billions of dong in income per year for dozens of households in Hoa Loc commune (Hau Loc).
According to statistics from the Department of Agriculture and Rural Development, from 2019 to present, implementing Resolution No. 13-NQ/TU on land accumulation and concentration for large-scale, high-tech agricultural development by 2025, with a vision to 2030 of the Provincial Party Committee, enterprises, cooperatives and people in the province have accumulated about 3,500 hectares of agricultural land to build aquaculture models with high economic value. This area is mainly concentrated in Hoang Hoa, Nga Son, Hau Loc, Quang Xuong districts, Nghi Son town... Thereby, creating favorable conditions to attract organizations and individuals to invest in converting production models, developing large-scale concentrated aquaculture, applying high technology. In particular, shrimp is the main farming object, with more than 700 hectares of intensive farming, applying high technology, with an average yield of 18.5 tons/ha/year.
The economic efficiency of models of accumulation and concentration of agricultural land for aquaculture has been affirmed and is gradually spreading among the people. The Department of Agriculture and Rural Development has been directing localities to encourage people to accumulate land to form concentrated aquaculture areas, selecting suitable aquaculture species. At the same time, investing in building systems and upgrading infrastructure of concentrated aquaculture areas, effectively implementing support mechanisms and policies for aquaculture households to achieve high economic efficiency, contributing to the effective and sustainable development of the province's aquaculture industry, completing the target of aquaculture output of the whole province in 2024 reaching 74,500 tons.
