In 2023, Ha Tinh's foreign affairs continued to be implemented synchronously and comprehensively with many outstanding marks. Specifically, the management of delegations entering and leaving the province has become routine, with good division of labor, decentralization and coordination between units and localities. The province has organized the signing of 8 international agreements. Agencies, units and localities in the whole province have organized 11 international conferences and seminars.
Regarding investment promotion, in 2023, the province organized working sessions with embassies and international organizations in Vietnam and participated in international forums organized by the Ministry of Foreign Affairs and Vietnamese diplomatic missions abroad; organized delegations to promote investment abroad, provided documents on potential, advantages, projects calling for investment, and investment attraction situation in Ha Tinh province for interested investors.
Deputy Director of the Department of Planning and Investment Phan Thanh Bien discussed the work of attracting FDI, ODA and non-refundable aid from non-governmental organizations.
Export turnover is estimated at 2.4 billion USD, exceeding the plan by 20%, up 33% compared to 2022; import turnover is estimated at 2.7 billion USD, down 4% compared to 2022.
During the year, Ha Tinh also approved 2 new FDI projects with a total investment capital of 69.7 million USD. Currently, a number of large corporations in the world are continuing to research and prepare documents to propose implementing projects in the province. The province is also implementing the next steps to submit to the Prime Minister for approval of the investment policy of the project "Priority infrastructure and urban development adapting to climate change in Ha Tinh city", borrowing ADB capital; speeding up the construction progress of other projects funded by the WB, ADB, AFD..., ensuring progress, promoting investment efficiency; at the same time, continuing to propose, connect, and mobilize other ODA projects.
Currently, there are 8 non-governmental organizations and 7 international organizations implementing 21 programs and projects in the area with an estimated disbursement value of 1 million USD in 2023. The projects are evaluated as effective and contribute positively to poverty reduction and socio-economic development of the province.
